Motion to Approve the Minutes of the meeting of June 12, 2017. Motion — President Lujan /Second — Councilmember Matsumoto: to approve the Minutes of the meeting of June 12, 2017. Unanimously approved. 2. SSFUSD projected enrollments. (Mayor Liza Normandy) Mayor Normandy asked about the project enrollments. Michael Krause, Assistant Superintendent, stated they had presented the information to the Board and would share with the City. He stated enrollment was declining by 200 or more each year. He discussed the ability to shift students and increase capacity. Mayor Pro Tem Matsumoto asked if the data was broken down by school. President Lujan stated the demographic study specified data at each school. She indicated opposition to family development near the old fire station. Mayor Normandy asked how far out the calculations went. Assistant Superintendent Krause stated the development at Oyster Point was included. He discussed capacities at each school. Mayor Pro Tem Matsumoto asked why enrollment was declining. Assistant Superintendent Krause explained that matriculation, childless homes, and moves due to cost of living. Mayor Normandy asked if the boundaries might be redistricted. President Lujan discussed the annual study and Board's consideration of redoing the boundaries. Mayor Pro Tem Matsumoto asked SFUSD position on charter schools. Trustee Murray stated she would oppose a non - public school. President Lujan stated the County approved charter schools. Assistant Superintendent Krause discussed AB1157 allowing surplus property to be used for workforce housing. President Lujan discussed declining enrollment and budget cuts in Jefferson City. SSFUSD school site curb appeal and potential partnership on a beautification event such as vegetable or flower garden planting (Mayor Liza Normandy) Mayor Normandy discussed the importance of curb appeal at schools for home values and the possibility of collaborating with businesses and volunteers. Assistant Superintendent Krause discussed partnerships with Hands on Bay Area. President Lujan stated Dr. Moore would check with classified union leadership. She discussed concerns with a recent beautification project. Mayor Pro Tem Matsumoto suggested Kaiser as a source. City Manager Futrell stated biotechs could help as well. Mayor Pro Tem Matsumoto warned of the labor- intensive requirements. 4. SSFUSD school site traffic control and public safety concerns. (Mayor Liza Normandy) Mayor Normandy discussed an email received regarding traffic concerns. She suggested the School District work with the City on safety matters. City Manager Futrell discussed street by street assessments and pedestrian improvement at Los Cerritos, Sunshine Gardens and Spruce School. He requested the School District provide input on needs. President Lujan thanked the City for its responsiveness. Trustee Murray discussed complaints at Buri Buri and a plan for drop off and pick up. (Mayor Pro Tempore Matsumoto) Mayor Pro Tem Matsumoto expressed concern with the bus stop near Orange and Los Cerritos. She asked if the bus stop should be relocated closer to the High School. President Lujan suggested staff monitor the traffic. Director Ranals added that the crosswalk at Centennial Way would be motion activated. Mayor Pro Tem Matsumoto discussed use of the shuttle for students. She stated she and her intern had reviewed the stops and anticipated the possibility of remove two stops. President Lujan asked if the shuttle information could be posted on the District website. Mayor Normandy discussed the benefits of the free shuttle. She encouraged the Trustees to ride the shuttle. Trustee Murray stated the 5th grade class at Martin Elementary School had issues with SamTrans and would write to the Council. Mayor Normandy stated the stop on Hillside was in front of the Boys and Girls Club. Mayor Pro Tem Matsumoto discussed the grant for a second shuttle. She explained that SamTrans could not operate school buses. 6. Extension of City Use Agreement with the School District regarding the Main Library (West Orange) parking lot area. (Valerie Sommer, Library Director) Director Sommer stated the agreement expired September 3, 2018 and asked the process for extension. Assistant Superintendent Krause stated the draft was in the review stage and would go to the School District Board and City Council. 7. Update on use of Community benefit funds. (Superintendent Dr. Shawnterra Moore). Assistant Superintendent Krause stated the funds could be used for Westborough and Buri. City Manager Futrell suggested the Board approve the plan and then present it to the City Council. He requested Director Ranals work with School District staff. Director Ranals asked about maintenance and operation of the Parkway Field. Assistant Superintendent Krause anticipated general maintenance. Mayor Normandy requested the opportunity to view the renderings at Buri Buri. Strengthening partnership. She asked if there were missed opportunities to work together. Mayor Pro Tem Matsumoto suggested informing parents of the lunch programs at the library, childcare, scholarships. Director Ranals suggested additional promotion of partnerships such as Youth Art Show, Youth Government Day, after school programs, and summer camps. Director Sommer discussed the Big Lift summer program, capstone, credit for educational programs, and Every 15 Minutes program. Director Ranals discussed the use of City facilities for the adult transition program. Director Sommer discussed the City's participation in the School Career Fair and History Day. President Lujan suggested communications more clearly indicated partnerships. Mayor Pro Tem Matsumoto discussed the photography show and scholarships. Director Ranals discussed additional scholarships. Director Sommer asked for information on the digital communications. President Lujan explained Peach Jar. Supervisor Cullinan requested instructions on distribution. Mayor Pro Tem Matsumoto asked about different languages. President Lujan explained that Peach Jar was a copy of the PDF. Supervisor Cullinan explained that both languages could be distributed and clarification on the digital approval queu. City Manager Futrell stated the City and School District were collaborating on the new civic campus. President Lujan asked if teacher and staff voice was on the radar. City Manager Futrell requested input on maker's space. Mayor Pro Tem Matsumoto asked where Westborough children attended school. She requested information be provided in required languages. Supervisor Cullinan explained that information had to be provided at 15% of a student speaking a language. President Lujan explained that the threshold had not been met. She explained the home language survey. Mayor Normandy discussed the minimums needed to make the extended childcare program cost effective. Supervisor Cullinan explained the stipulation of reaching the minimums. Setting up public Wi -Fi zones in /near public municipal and schools. (President Daina Lujan) President Lujan discussed the effort for public Wi -Fi. City Manager Futrell explained the need for devices and access. He stated the City had been expanding free Wi -Fi and wireless providers were interested in installing 5G, with free Wi -Fi. He discussed the possibility of grant funding for Chrome Books. Mayor Pro Tem Matsumoto stated Westborough did not have cable. City Manager Futrell stated the Westborough Recreation Center could be outfitted with Wi -Fi. Manager Mediati stated there was not enough bandwidth. City Manager Futrell stated he would look into it. City Manager Futrell requested the School District inform the City of high need areas. Director Ranals asked if the schools had Wi -Fi and the library could be kept open. City Manager Futrell announced San Francisco's Request for Qualifications for $1.5 billion to fiber upgrade for the entire City. 10. Establish a standard meeting date. (President Daina Lujan) President Lujan discussed the challenge with limited meetings of the subcommittee and suggested setting a standard meeting date. Mayor Pro Tem Matsumoto agreed with setting a standard date. Mayor Normandy stated the meetings were quarterly and suggested every other month. City Manager Futrell stated the meetings were supposed to be held every two months. Mayor Normandy stated she liked Friday at 3 pm at City Hall because parking at the School District was too difficult. President Lujan stated she did not have a preference on where to meet. Mayor Normandy requested meeting the last Friday of every other month at 3:00 p.m. City Manager Futrell stated he would send out calendar invites for the remainder of the year. Mayor Pro Tem Matsumoto mentioned that South San Francisco Warriors may be problematic. Trustee Murray stated the name was typically allowed but the logo might have to be changed JOINT SSFUSD STANDING COMMITTEE MEETING MARCH 23, 2018 MINUTES PAGE 5 City Manager Futrell discussed the request for a parade in honor of the South San Francisco High School Ladies Basketball Team on April 27, 3:00 -5:00 p.m. He discussed potential fee waivers. Mayor Normandy stated she was not available on that date and expressed concern with the proposed route. Adjournment.
