Call to Order. Time: 6:30 p.m.
Roll Call. PRESENT: Chair Zemke, Vice Chair Wong, Committee Members
Alcalde, Brosnan, and De Paz
PUBLIC COMMENTS
Mina Richardson requested the meeting schedule be posted on the City's website. Director Lee explained
that the Citizens Oversight Committee was a standing committee of the City, subject to the Brown Act.
Ms. Richardson discussed the Grand Jury determination regarding special districts and need for adequate
electronic notification. Director Lee clarified that the City was not a special district, it was a general law
city. Ms. Richardson suggested Director Lee check with the City Clerk about special district status.
Council Member Alcalde congratulated Director Lee and staff for receipt of the Distinguished Budget
Presentation Award by the Government Finance Officers Association.
MATTERS FOR CONSIDERATION
1. Motion to approve the Minutes from the meeting of February 7, 2018.
Committee Member De Paz provided suggested edits.
MOTION
Committee Member De Paz moved and Committee Member Alcalde seconded a motion to
approve the minutes for the meeting of February 7, 2018, as corrected. The motion carried
unanimously.
2. Report transmitting Measure W Fiscal Year 2017 -18 financial reports as of February 28, 2018.

Director Lee presented the financial reports for Measure W.
Vice Chair Wong requested a written narrative of Director Lee's presentation.
Committee Member De Paz requested an update on paving program. Director Lee stated he would
have the Public Works Department attend the next meeting.
Mina Richardson commented on the revenue of Measure W and suggested the information be
posted more clearly on the website. She discussed extra revenue from Measure W and suggestion
that it be used for a pool.
Director Lee stated staff would respond to Ms. Richardson at a subsequent meeting.
Report regarding Community Civic Campus project update on program validation, outreach and
design. (Marian Lee, Assistant City Manager and Smith Group JJR, Master Architect)
Assistant City Manager Lee discussed the design phase and outreach and informed the committee
about process.
Committee Member Alcalde asked about the City's fiscal responsibility for Ca1PERS. Director
Lee stated the matter was not on the Committee's agenda. Chair Zemke requested an item on the
next agenda.
Assistant City Manager Lee stated Measure W funds were being used for the Civic Campus
project. She discussed the growing population and community evolution. She stated the focus was
on public safety, maintaining streets and fixing potholes, and outreach on joint community center.
She summarized the decisions made to date. She presented a slide regarding funding mechanisms
and fundraising.
Committee Member Alcalde stated the total was $160 million but the project estimate was $173
million. Assistant City Manager Lee explained the plan to fill the funding gap.
Committee Member De Paz asked about outreach.
Todd Kohli, Landscape Architect, introduced the Smith Group JJR and presented the proposed
plan.
Committee Member Alcalde asked about the space between El Camino and the new fire station.
Mr. Kohli stated his understanding was that during phasing MSB would be raise and sold to a
developer to develop mixed use.
Mr. Kohli continued his presentation and discussed the schedule, outreach/engagement strategy,
working program and anticipated community feedback.

Committee Member De Paz asked the make -up of the focus groups and questioned limited notice
of the April 9 meeting. Mr. Kohli discussed the upcoming focus groups.
Assistant City Manager Lee provided an overview of the outreach strategy, including community
events, commission meetings, focus groups, and neighborhood groups.
Committee Member De Paz asked about specific invitations. Assistant City Manager Lee
explained the group invitations. She confirmed the use of Twitter, Facebook and Next Door.
Committee Member De Paz suggested the use of Instagram.
Mr. Kohli discussed the working program and community feedback.
Committee Member Brosnan asked if Police and Fire were engaged. Mr. Kohli stated community
feedback was focused on public spaces such as the community center and library.
Committee Member Alcalde asked about construction phasing. Mr. Kohli stated they would work
with Kitchell, construction manager, and provided idea of the plan.
Committee Member De Paz asked if the survey would be promoted and suggested additional
description and allowing foreign language. Mr. Kohli explained the general nature and intent for a
second, more specific survey. Assistant City Manager Lee stated the information would be
translated into Spanish and Mandarin.
Committee Member Brosnan asked the current plan for West Orange Library site. Assistant City
Manager Lee stated the Council just approved a feasibility study for a licensed preschool.
In response to Mina Richardson, Director Lee explained the anticipated loan for $145 million.
Committee Member Brosnan suggested a strategy to explain the financing to the community.
Committee Member Alcalde asked if increasing construction costs were included in the
calculations.
Assistant City Manager Lee explained the cost estimates and bonding.
Committee Member De Paz suggested the committee be provided information on fundraising as
approved by the Council.
Vice Chair Wong asked when the committee would receive information on fundraising. Assistant
City Manager Lee estimated the strategy would be completed in the next few months.
