Commissioner Prudencia Nelson presented Certificates of Recognition to Steve Firpo,
George Wakayama, Mel Leong, Doffs Chives, Mamie Crescenti, Jean Campos, Pauline
Ryan, John Ryan, Vera Smith, Toni Edwards, Art Easley, Helen Easley, Shirley Pierce,
Hope Brammer, Frank Solas, Alex Sabalvarro, Clair Young, Betty Young, Bill
Spremich, Mafia Spremich, Kristen Quok and Genentech (corporate sponsor).

Ms. Connie Hewze and Christina Serrano, avid dog owners, suggested a dog park be considered
for the city, similar to our neighboring communities.

Councilmembers reported on attendance at regional meetings, community events, announced
upcoming events and fundraisers, and acknowledged members of the community for their
contributions.
Councilwoman Matsumoto reported that the Facility Naming Committee (Femekes/Matsumoto)
met to discuss the proposed Edna Harks plaque at the entrance to Sign Hill and will be further
reviewing the proposal.
Councilman Gonzalez a letter of support for the Redwood City Water Transit Advocates from
the City Council for ferry service to be brought to Redwood City. Mayor Pro Tem Femekes
requested City Manager Nagel poll Councilmembers with a phone call.
CONSENT CALENDAR
1. Motion to approve the minutes of February 8 and 9, 2005
2. Motion to confirm expense claims of February 23, 2005 in the amount of $1,672,683.08
Resolution No. 20-2005, approving amendment to joint powers agreement with San
Mateo County Harbor District
Resolution No. 21-2005, approving amendment to records retention schedule for all City
departments
5. Acknowledgement of proclamations issued: Francisco and Bertha Magdaleno
Motion-Matsumoto/Second-Fernekes: To approve the Consent Calendar, as presented.
Approved by voice vote. Absent: Mayor Green.
PUBLIC HEARING

Consideration of Britannia East Grand Master Plan Development Agreement annual
review and modifications (DA-01-006); 450 East Grand Avenue; Applicant: Slough
Estates; motion to waive reading and introduce an ordinance
Public heating opened.
Staff report presented by Chief Planner Sparks.
Public heating closed.
Councilman Gonzalez asked for clarification on Slough's obligations and staff explained
that although all obligations are still in effect, the terms are being extended to allow
additional time for completion.
Mr. Jon Bergschneider (applicant's representative) responded to Councilman
Garbarino's questions regarding the child care center, and stated that it will be built on-
site for 80 to 100 children and if that is not possible the development agreement
addresses the obligation that it be built within the city limits.
Councilwoman Matsumoto asked if a consideration be given to a sculpture piece at the
Orange Park Sculpture Garden by 2006. Mr. Bergschneider agreed to a contribution of
up to $50,000 for an off-site piece at the sculpture garden.

City Attorney Mattas asked if the Council wished to have the language for contribution
and timing be stipulated in the development agreement and several Councilmembers
stated it was not necessary.
Motion-Garbarino/Second-Matsumoto: To waive reading and introduce an ordinance
adopting an amendment to the development agreement for the Britannia East Grand
Project located in the City of South San Francisco. Approved by voice vote. Absent:
Mayor Green.

Being no further business, Mayor Pro Tem Fernekes adjourned the meeting at 8:00 p.m.
