NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the State of California, the City Council of the City of South San Francisco will hold a Special Meeting on Tuesday, the 25th day of November, 2003, at 6:30 p.m., in the Municipal Services Building, Community Room, 33 Arroyo Drive, South San Francisco, California. Mattas, City Attorney City Treasurer Vacancy RECOMMENDATION: Discuss and consider (1) adoption of the attached resolution appointing one of the applicants to the position of treasurer for the remainder of the existing term or (2) adoption of the attached resolution calling for a special election for the position of City Treasurer. BACKGROUND/DISCUSSION: Pursuant to Government Code § 36512, the City Council has two options with regard to filling the vacancy created by the passing of the former City Treasurer. Those options are as follows: Appoint an individual to serve the remainder of the Treasurer's term. Leave the position vacant and immediately call for a special election to fill the vacancy. If the Council alternatively chooses to call for a special election to fill the vacancy, the special election shall be held on the next regularly scheduled election date not less than 114 days from tine call of tine special election. This election would occur on March 2, 2004, the date of the statewide primary election. One of these alternatives must be completed within thirty (30) days from the date of the vacancy. Thus, the City Council must select one alternative no later than December 1, 2003. Steven T. Mattas, City Attorney 4, ISSUE I PAGE 2 l leet the Parks and Recreation Commission This is the fourth article in an ongoing series about elected and appointed officials. The first article was on the Personnel Board, the second article on the City Council, and the third article was on the Parking Place Commission. The Parks and Recreation Commission meets the fourth Thursday of every month at 7:30 p.m. in the City Hall Conference Room, and they are assisted in their duties by Barry Naget, who is the Staff Liaison. Its purpose is to advise Council on issues relating to public recreation, including all parks and playgrounds; and to assist in planning a complete Citywide recreation program for all residents to enjoy. The Commission consists of 7 members who are appointed to 4-year terms. Richard OchsenhirL, the current Chair, is serving his first term, expiring 12/31/00. Rick and his wife Karen (currently serving on the Cultural Arts Commission) have lived in South San Francisco for fifteen years. Rick is involved in various local organizations, namely the SSF Historical Society, the SSFUSD Bond Oversight Committee, and the Chamber of Commerce. He is also a member of the SSF Lions and the Young Men's Institute. Rick is a local real estate agent and a member of the legislative committee for the San Mateo Association of Realtors. Rick is especially proud of the Parks and Recreation Commission's work in the last year with dedicating two new city parks, Alta Loma Park and Avalon Park, and with the work accomplished to facilitate a teen advisory council comprised of leaders in our youth community. Haresh "Harry" Gidwani, appointed February l[~ ~ 1997, is serving his first term and currently fills the position of Vice Chair. Harry has been a resident of South San Francisco since 1978. He and his wife, Indra, live in the Westborough area and their daughter, Nisha, attends UC Berkeley. Harry came to the United States from India via the United Kingdom, where he was furthering his education. After receiving his MBA in the US, he Started his career with the Boeing Company in the Seattle area. Harry is currently a real estate broker with Prudential Real Estate and an insurance broker with Farmer's Insurance. He's active in the Westborough Homeowner Association, and very proud of all the projects that the Parks and Recreation Commission has done. A self described "people person", Harry enjoys sports and traveling, and plans to always remain active in his community. Judy Bush, first appointed in 1995, is'currently serving her second term. Judy was raised in SSF, and is an alumnus of South City High School. As she has always enjoyed sports and the outdoors, her involvement with this Commission is a natural. During her tenure as a commissioner, Judy was elected in 1999 as President of the California Association of Parks and Recreation Commissioners and Boardmembers. And, in April 2000 she also took over the position of Chair of the South San Francisco Friends of Parks and Recreation. Somehow, in addition to her involvement with the City, Judy also manages to find the energy for her job, her teenage daughter, family, friends, the local sports scene, and she has a passion for travel. Richard Garbarino, first appointed in 1991, is currently serving his second term. A resident of SSF for 36 years, Richard is active in many community groups, such as the Avalon-Brentwood Homeowner Association and the Youth Baseball Program. The Magnolia Senior Center, the Westborough Park Building, Sellick Park, and the Pine Play Lot are just a few of the many key projects that Richard has been involved with during his years on the Comm'ission. He also spent several years serving as the Commission's liaison to the Beautification Committee. Richard is employed by San Francisco State University. He and his wife Elaine have three children; Gina, Richard Jr., and Andrea, and enjoy their two grandchildren, Gianna and Lexi. A third grandbaby is due in October! Janine G[eenwald, appointed in May 1999, is serving her first term. Janine was born and raised in Daly City, attended the University of San Francisco, and moved to SSF in 1981. She has been employed by California Casualty Management Company for 22 years and is currently the Assistant Vice President of Central Administration Services for the Worker's Compensation division. Janine is enthusiastically involved in the activities of her children, Gary and Raymond. She has held a variety of positions including Vice President and President of the All Souls School Board, Vice President and President of the All Souls Women's Club, and Secretary to the Athletic Board. Janine has also coached several volleyball teams. As her children actively participate in the City's sports and summer camp programs, Janine feels that her appointment to the Parks and Recreation Commission provides her the opportunity to "give back" to the City of South San Francisco. Tuan Le joined the Commission in April 1999, and is serving his first full term. A resident of SSF for 11 years, Tuan enjoys many aspects of community involvement. He was involved in the recent California Census, and is also an intern in the office of the Honorable Rose Gibson, San Mateo County Supervisor for the 4TM District. Tuan has thoroughly enjoyed his participation with the Commission, and credits this experience with leading him to his volunteer activities at the Magnolia Senior Center where he shows up weekly, apron in hand, to help prepare Sunday Brunch for residents. Tuan also serves as the Board Treasurer of the SSF Friends of Parks and Recreation, and is a member of the California Association of Parks and Recreation Commissions. Eva Wright was appointed to the Commission in January 1997, and is serving her first term. Eva was born and raised in San Francisco, and has lived in South San Francisco since 1984. She and husband Dan, an employee of the City since 1983, have two daughters, Bonnie and Andrea. Eva is currently a Membership Services Representative for UFCW, Local 101 and has over sixteen years of experience in the labor environment. In addition to the Parks and Recreation Commission, Eva is very involved in other local organizations, RESOLUTION NO. CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION APPOINTING TO THE POSITION OF CITY TREASURER TO FILL THE REMAINDER OF THE UNEXPIRED TERM WHEREAS, the Council has determined to fill the vacancy in the office of the City Treasurer by appointment in conformity with Government Code Section 35612.
