AGENDA REVIEW
City Manager Nagel requested a presentation on the tornado event be added to the agenda and
that it was required that Council take a vote (4/5 vote required) to add an emergency resolution
proclaiming existence of a local emergency to the agenda.
Motion-Fernekes/Second-Gonzalez: To add "Resolution proclaiming existence of a local
emergency" to the agenda and to take action on the item following the presentation.
Unanimously approved by voice vote.
PRESENTATIONS
Update on the tomado event that occurred March 20, 2005, 3:43 p.m. - Fire Chief White
gave a visual presentation and stated the tornado was considered moderate and lasted for
fifteen minutes before it dissipated over the Bay. He gave an overview of the damage
that occurred to businesses and residences, explained the benefits of declaring a local
emergency and the potential the City has to recover any loses.
City Manager Nagel stated that with Council's concurrence, a letter will be prepared to
the State Office of Emergency Services (OES) requesting regional representatives come
to South San Francisco, evaluate the situation, assess the damage, and see what kind of
funding opportunities may exist due to the incident.
Motion-Fernekes/Second-Garbarino: To approve Resolution No. 30-2005, proclaiming
existence of a local emergency. Unanimously approved by voice vote.
Colma Creek Construction Update - Public Works Director White provided a visual
presentation and overview of the reconstruction work completed by the County, and the
second phase of reconstruction work the County will be doing this year between San
Mateo Avenue and South Linden Avenue. He further discussed the upgraded storm
drain piping system in the Lindenville area that the City will be undertaking this year to
alleviate flooding.
· Armed Services Support Efforts - Police ChiefRaffaelli presented Certificates of
Recognition to police dispatchers Christine Duff and Marianne Tuakoi.
Councilwoman Matsumoto requested that information regarding Christine's and
Marianne's efforts to seek donations be put on the City's website.
PUBLIC COMMENTS
Cultural Arts Commissioner Karen Ochsenhirt announced the 5th Annual Youth Art Show on
April 8-9, 2005 at the Municipal Services Building.

Councilmembers reported on attendance at community and regional events, announced
upcoming events and fundraisers, and acknowledged members of the community for their
contributions.
Councilman Garbarino reported that the City of Fresno's recreation department partnered
with the Fresno Unified School District for a department of education grant to establish a
community science mobile. He suggested a program be looked into for South San Francisco
and he would forward information to staff. He also reported on the state of Maine's
volunteer program for transporting seniors to medical appointments. He stated he would
forward information to staff when received.
Mayor Pro Tem Fernekes iterated his concern that Council be kept apprised of any
information regarding the Junipero Serra/Westborough Boulevard "button" property. He
reported on a meeting of the Terrabay Phase III subcommittee (Fernekes/Matsumoto) that
is currently reviewing a proposal.
Mayor Green reported on this year's Youth Government Day program and stated a
proclamation was presented by Assemblyman Gene Mullin's office in recognition of the
program's 25th anniversary. He stated a second proclamation is being sought so both the
City and school district can retain its own copy.
Appointment of City Manager as representative to Colma Creek Flood Control Zone
Advisory Committee
Motion-Gonzalez/Second-Fernekes: To appoint the City Manager as representative to the

Colma Creek Flood Control Zone Advisory Committee. Unanimously approved by voice
vote.

Motion to adopt Ordinance No. 1349-2005, amending development agreement for 333
Oyster Point Boulevard, Slough Estates
Resolution No. 26-2005, authorizing the execution of an agreement for computer
software and installation services with BIO-key International, Inc. for an amount not to
exceed $25,000
Resolution No. 27-2005, authorizing the submittal of a Work Force Housing application
and execution of an agreement with the State of California Department of Housing and
Community Development to secure a reward grant
Resolution approving the Marbella Condominium subdivision final map and subdivision
improvement agreement and authorizing the concurrent recordation of map, agreement,
CC&Rs and related documents

Resolution No. 28-2005, authorizing the acceptance of the offer of dedication for a
pedestrian easement, street lighting and traffic signalization easement at 230 Oyster
Point Boulevard (Malcolm Drilling) as shown on Parcel Map 04-0031
Mayor Pro Tem Fernekes asked that Item Nos. 3 and 7 be removed from the Consent
Calendar.
Motion-Garbarino/Second-Matsumoto: To approve Agenda Items 1, 2, 4, 5, 6 and 8.
Unanimously approved by voice vote.
Agenda Item No. 3: Mayor Pro Tem Fernekes confirmed that applicants will be encouraged to
attend those commission meetings that they are interested in serving on and will be
informed of the training session. Commissioners who were recently appointed will also
be encouraged to attend. Council requested that the information be included on the
application.
Motion-Femekes/Second-Gonzalez: To approve proposed outline materials for
"Citizen's Academy" orientation and training seminar for prospective and new members
of City boards and commissions. Unanimously approved by voice vote.

Agenda Item No 7: Mayor Pro Tem Femekes questioned and staff confirmed that the original
development agreement stays intact, and all agreements with unions, etc., remain
unchanged.
Motion-Fernekes/Second-Garbarino: To approve Resolution No. 29-2005, approving
the Marbella Condominium Subdivision final map and subdivision improvement
agreement and authorizing the concurrent recordation of the map, the subdivision
agreement, and the approved declaration of covenants, conditions and restrictions and
related documents. Unanimously approved by voice vote.
PUBLIC HEARING

Consideration of appeal of Planning Commission's decision to revoke the Use Permit
96-090 for live entertainment (karaoke) at Christy's Bar & Grill, an existing cocktail
lounge at 309 Airport Boulevard, in accordance with SSFMC Section 20.91.030;
Appellant: Kent Sato (continued from the meeting of March 9, 2005; public hearing
open)
Request to continue to April 13, 2005.
City Manager Nagel reminded Council that this is the second request for continuance
from the appellant, and with Council's approval to hear the item on April 13, it will be
held with or without the appellant in attendance.
Motion-Garbarino/Second-Femekes: To continue consideration of appeal of Planning
Commission's decision to revoke Use Permit 96-090 for live entertainment at 309
Airport Boulevard to April 13, 2005. Unanimously approved by voice vote.
COUNCIL COMMUNITY FORUM
Councilman Gonzalez asked if the Pee Wee League opening day festivities (cancelled due to
rain) was going to be rescheduled and Recreation and Community Services Director Ranals
stated it was not, but a parade will be held at the end of the season.
ADJOURNMENT
Being no further business, Mayor Green adjourned the meeting at 8:47 p.m.
