REQUIRING THE REGISTRATION OF NASTER ~UI!B~RS; FIXING A
LICENSE ~OR THOSE ENGAGED IN THE PL~.~z~,~ RUSINESS; REGULATING ~PLUMB-
ING AND DRAINAGE ~0~; CREATING T~ OFFICE OF PL~BING INSPECTOR,
DEFINING HIS DUTIES, AND FIXING A FEE IN PA~NT THEREOF.
The Board of Trustees of the City. of South San Francisco do
ordain as follows:
REGIS TRA TI ON.
Section 1. Every master plumber doing business in the City
of South San Francisco shall register his name and address at the office
of the City Clerk of the City of South San Francisco, but before re-
gistering shall Eive a bond to the City of South San Francisco in the
sum of Hive Hundred Dollars (~00.00), with two good and sufficient
sureties for the faithful discharge of his duties as a master plumber,
which said bond s~all be approved by the Board of Trustees and filed
wit~ the gity Clerk.
DISPLAY OF SIGN
Section 2. It shall be the duty of every licensed ~aster
plumber to display at his place of business, outside thereof, a sign
with his full registered name, and no person other than a reEistered
plumber shall be allowed to disolay any si~, carry on or engage in a
plumbing business, or make any connections with any sewers, drain,
soil or waste pipes, or any pipe connected therewith.
LICENSE.
Section Z. For the pmmpose of revenue and re~lation, every
person, firm or corooration who or which enEages in the business or oc-
cupation of master plumbs, or that contracts to do or perform, plumb-
ing or drainage ~ork~ in the City of South San Francisco, s~ll pay to
the City of South.~San F~ncisco an annual license of Ten Dollars
($10.00); such payment shall be paid to the City Clerk.
Section 4. ~o person shall receive a license as master
plumber who has not attained the age of 21 years.
Section §. No license as a master olumber shall be granted
for more than one year or for the unexpired portion thereof. All
licenses expire on the first day of July of each year, unless sooner
revoked. Upon the expiration of the yearly license, every master
plumber carrying on the business of plumbing shall be required within
thirty days to again be registered and pay his yearly ~nse as pro-
vided for in the preceding sections of this ordinance.
Section 6. All licensed plumbers shall be held strictly
responsible for any and all acts of agents or employees done under this
ordinance by virtue of his or their licenses, and upon being notified
by the plumbing Inspector of any defedt in the plumbing system of a
building or violation of this ordinance, the 0erson or persons having
charge of the work shall immediately correct the same.
Section 7. Every person, firm or corporation complying with
the aforesaid regulations shall receive a certificate of registration
from the City Clerk, and upon then obtaining a license shall be entitled
to conduct a plumbing business.
PLUMBING INSPEC TOR.
Sectio~ $. There is hereby created the office of Inspector of
Plumbing and Drainage. Such inspector shall be appointed by and hold
office during the oleasure of the Board of Trustees of said City. The
inspector shall examine all plumbing work before the same is covered up
or enclosed, and if the same be fecund to be done in accordance with this
ordinance, he shall issue a certificate to that effect. Upon the com-
~oletion of any work he shall again examine the same, and if found to
conform to the law and ~he provisions of this ordinance, he shall
issue a final certificate. If on examination of any plumbing he finds
any violation of this ordinance, he shall not issue a certificate un-
til such necessary corrections are made as will make the work con-
form to this ordinance.
Section 9. Whenever any plumbing or drainage work shall
have been commenced in any buildin~ now erected or hereafter to 0e
erectea in the City of South San Francisco, or in any additions to any
building now erected in said City, and before the rough work is ready
for inspection, the person, firm or corporation doing the same shall
submit to the Plumbin~ Inspector of said City plans and specifications
accurately and correctly describing in detail the plumbing work to be
done ·
- FEES.
Section 10. The Plumbing Inspector shall receive from the
plumber for whom he renders service under the provisions of this or-
dinance the following fees, to-wit: For the first five fixtures install-
ed (range boilers excepted) the sum of One Dollar ($1.00) each, and.
for each additional fixture the sum of Seventy-five cents - this to
include inspection of sewers connected with these fixtures to curb
line of street. The fee for inspection of new sewers on old buildings
shall be Two Dollars ($2.00) for each inspection. For each and
every additional visit of Plumbing Inspector made necessary by the
failure of the plumber to have his work ready for inspection the
plumber shall pay the ~lumbing Inspector Two Dollars (~2.00). All
plumbing inspection fees must be paid in advance.
PER~I T.
Section ll. The installation of, and the alteration of, or
change in, the plumbing work or fixtures in any old or new building or
buildings, shall not be done, until application shall have been made
to the Plumbing Inspector and a ~ermit issued.
The plumbing and drainage work of all buildings, both p~blic
and private, hereafter erected in this City,- shall be constructed in
strict accordance with the following specifications, and it shall be
unlawful to construct them, or any of them, otherWise, to-wit:
SPEC IFICA TIONS.
QUALITY OF ~ATERIAL AND WORK~NSHIPo
Section 12. All material must be of good quality· and free
from defects. The work must be done in a thorough and workmanlike
manner.
ARRANGEmeNT OF PIPES.
Section 13. The arrangement of sewer, drain, soil, waste, and
vent pioes must be as direct as Oossibleo
Section 14. ExceptinE as provided for in these rules, all
changes in the direction of sewer, drain, soil and waste oioes, shall be
made with Y branches, 1/16, 1/6, or 1/80ends.
Sec~tion 15. Offsets may be used, provided the anEle they pre-
sent is not more acute than that oresented by a 1/16 bend.
Section 16. Where under these rules cast-iron vent pipe~ is
allowed, then double hubs are a~lowed, b~t on the vent pipe only.
Section l?. Neither brass, wrought, or cast-iron sleeves are
allowed in any case.
Section 18. Straight crosses, bands, and saddles, are pro-
hibited.
Section l~. ~ by 2, or any other heel outlet fittinM will not
~e allowed to act as a waste oipe through the £ inch opening except on
vertical lines.
Section EO. Excepting where under architectural conditions
the space is limited, double T. Y's will not be allowed to serve closets
and only on vertical lines or stacks where such s~ace is limited°
Section El.~nere by architectural conditions it is not
practicable to use Y's, or to comply strictly with the rules as to the
manner of venting, then these rules must be complied with as nearly
as practicable, and the exceptions meet the approval of the Plumbing
Inspector.
SEPARATE S E~4~ERS.
Section ££. Excepting as provided for in these rules, every
house and building must be separately and independently connected with
the street sewer.
Section £~. ~.~ere there is a house in the rear of a lot and
there is to be an additional house built in the front of the lot, then
the same sewer may serve both buildings. This shall apply also to where
the conditions are reversed,the front building having been constructed
first, or where both are built, provided in all cases these rules are
complied with.
Section ~. ~nere there is an old sewer serving a building,
either front or rear, it may serve either front or rear premises,pro-
vided the sewer is in a sanitary condition, excepting that such portion
of the old sewer as is within the foundations or area of the new or
additional structure must comply with the rules as to quality, kind of
material used and boundaries and intermediate section rules.
Section £8. A "house or b~ilding" is hereby defined as an
architectural structure covered by one roof and enclosed by walls.
Section E6. Porches, or the continuation of porch roofs,from
building to bu.ildi~g shall be considered as being a portion of the main
structure.
Section £~. Buildings situated upon t~e same lot,which said
lot has frontages upon different streets, or alleys, or courts, the
buildings having abutting or connecting porches, shall not be constru-
ed as forming one m~in str~cture.
S EWER OR DRA IN.
Section £8. Except as provided for in these rules for the
use of wrought iron oipe, the sewer, when it lies under the building
and for three feet beyond the front wall, or any area wall, or any
wall of adjoining ~remises, shall be of standard emst~iron 0ipe, and
all fittings to same shall be of the same material.
Section £9. Outside of the building line, the sewer shall
be continued to the main sewer in street with either cast-iron or
vitrified iron-stone ?ipe of the best quality.
Section ~0. The use of intermediate sections oi~ iron-stone
pipe between sections of cast-iron oi0e or the introduction of cast-
iron sections betw$~.en sections of iron-stone ~oipe shall not be allowed.
Section 01. ~hen iron-stone ~ipe is used for sewer oioe in an
area or alley¥~ay, then the line of the sewer must be sit~ated not less
~an three feet from the foundation or area walls of ~ny ~uilding.
~'~ ~ Section 02. All sewer, drain, soil and waste pi~e lying
within the area of either a ground story, a basement, or ~ foundation
space, or where there is a fo~nd&tion space and a basement, or a found-
ation space and a ground story, or a su0-cellar and a ground story, in
any and all s~ch ca~es, s~all ~e of standard cast-iron pipe, ~s herein
provided.
Section ~. The term "soil pipe", is that applied to any
vertical pipe extending through the roof and receiving the discharge
from one or more water closets, with or without other fixturem.
Section ~. "Waste ~ipe" is the term a0plied to any vertical
~oi~e extending through the roof and receiving the discharge of any fix-
ture except water closets.
Section Z~. The waste ~i0e, either vertical or horizontal,
receiving the discharge of 16 or more fixtures, shall not be less than
~ inches in diameter.
Section 36. When under Section 35 it is required that the
diameter of waste be increased, then the entire line must be carried
above roof, Such line having the full bore of the increased size.
SeCtion 37. 'Where the entire waste of any fixture, discharg-
ing into an open hopper, or scullery sink, exceeds 5 feet in len~h,
then the said i'ixtures must be oroperty trapped and vented.
Section 38. All surface drains, so:il and waste pipes, dis-
charging below the sewer line of any building and all sumps receiving
drainage or wastage must be connected in a sanitary manner, satisfac-
tory to the Plumbing Inspector and receive his approval prior to use.
JOINTS ON IRON-STONE AND CAST IRON PIPE.
Section 39. All joints o£ iron-stone pipe must be made with
cement mortar composed of some approved brand of Portland Cement mixed
as follows: one part of cement with two parts of clean sand. Each.
joint of pipe when lai~ must be properly cleaned out with a suitable
disc or swab before the succeeding joint is put in place.
Section 40. All joints on cast-iron 0ipe and fittings to
same must be made with stti~a'ble packing oi~ oakum, pro0erly caulked,
and run full with molten lead, properly caulked.
SEWERS TO HAVE A FALL.
Section ~l. All sewers, drains, soil and waste oip'es shall
have a continuous fall of not less than one-euarter of an inch to the
foot, and if practicable, more.
Section 42. Where practicable, iron sewers, drains, soil
and waste pipes, running in a cellar or lowest story of a building
shall run along the wall of the building, or, if this is not oractic-
able, be hun~ with iron hangers securely fastened to the floor joists.
Section 43. When it is not practicable to run and fasten
the iron sewer, drain, soil and waste pi0e as above directed, then
they may be run in a trench cut to a uniform grade.
CLEAE 0UTS ·
Section 44. Heavy brass, male threaded "clean-outs", of at
least 1/8 of an inch in thickness in the ferrule part and with Z/16
of an inch thickness in the cover, the cover to have a solid cast
square head of 1-1/£ inches square, and i inch in height, shall be
placed at the end of each horizontal run of sewer or drain and its
contributory laterals o£ five feet or longer.
Section 48. Clean-outs, the ferrule or body of which is
made of cast-iron, may be used in lieu of all brass, provided they
comply with all other requirements as to brass cover, etc., and in
wrought iron work, solid clean-out plugs may be used.
Section~46. All clean-outs shall be of the same size as the
pipe they serve and mu~t be so placed as to be accessible.
~ATERIAL 0~ ?IPES.
Section 47. Exceptin~ as orovided for in these rules, every
sewer, drain, soil, and waste pipe must be of either cast iron or of
wrought iron pipe and the fittino~s to same must be of the same materials,
except as provided for in Section 29. ~ill soil, drain, sewer, or waste
pipes under first floor line must be Standard Cast Iron Pipe.
Section 48. ~,~raste'Fioes may be of lead, but only for branch-
es not exceeding?; five feet in length and where used to connect with
cast or wrou~ht iron.
SECU£{ING ~IPES AND SIZE 0Y SOIL.
Section ~9. No soil 0i~e of an inside diameter less than 4
inches shall be oermitted.
Section ~0. All iron sewers, or drains not trenched, and all
soil and waste 9ipes shall be properly fastened and secured with either
heavy band, wrought iron straps, or hooks. If hooks are used they

shall be forged out of one piece of iron and not welded.
Section gl. All outside horizontal and vertical lines of soil
and waste pipes shall be secured with heavy band, wrought iron straps
with 4 wood screws to each strap and the straps placed at intervals not
exceeding 5 feet. Inside lines shall be secured to the approval of
the !~lumbing Inspector.
OLD SE~RS.
~Section ~E~ ?hen either an old or a new buildin~ is placed
upon a lot, or when an alteration is ~nade in a building which has an
old sewer or drain other than cast-iron~in~o within the lines of any
part of the foundation, then the said sewer or drain must be replaced
with cast-iron pipe and be run in accordance with these rules and
regulations.
COATING OF PIPES AND VENTING.
Section ~Z. All cast-iron pipes and fittings used for sewers,
drain, soil and waste must be coated both inside and outside with coal
tar pitch applied hot.
Section ~. All vent pipes and the fittings to same, of an
inside diameter less than ~ inches, shall be of galvanized wrought iron
and cast iron respectively and shall comply with these r~les as to anEles
and the precipitation of sediment.
Section $~. ~q~ere, under these rules, it is allowable to use
Z inch cast-iron for vent in lieu of ~alvanized iron, it shall not be
allowable to ~iece out the vertical lines with the wrought iron, either
at top or bottom of the line. A continuity of material must be maintain-
ed, unless owing to architectural conditions this is impracticable.
GRADED ~'ITTINGS.
Section ~6. When wrought iron pipe is used for sewer, drain,
soil, or waste pipes, it shall be of the 0uality known as "Standard"
thickness~ and all changes of direction shall be made with Y's, 1/16,
1/6, or 1/8 fittings, threaded on the inside, and so constructed as
to form a bore uniform with~the pipe, without any burrs or recessest
....... Section 5?. Where architectural conditions render it im-
practicable to comply with the strict re¢~uirements of these rules,
as pertains t'o angles of fittings, then they shall be complied with
as nearly as practicable, just as is required for cast-iron.
LEAD PIPE CONEECTIONS.
Section 58. ~;,~herever practicable, and where under these
rules and reo~ulations lead waste pipe is used, it must intersect at
the same angles as ~iven by ¥'s 1/16, 1/6 or 1/8 bends.
Section §9. All connections of lead pipe with either cast-
iron or wrought iron pipe must be made with brass ferrules of the same
si~Ze as the lead pipe and be connected to same by a wiped Joint and be
properly caulked with oakum and moulten lead.
NO ~'LUES Y0R SEWER VENTILATORS.
Section 60. No brick, nor sheet metal, nor earthen-ware flue
shall be used as a sewer or drain ventilator, nor' shall any chimney flue
be used for this purpose.
INSIDE AND OUTSIDE LEADERS.
Section 61. Rain water leaders must never be used as a soil,
waste, or vent pipe, nor shall a soil, waste, or vent oioe be used as a
rain water leader.
Section 62. Interceptino~ hoppers or slop or scullery sinks
shall not be placed on shelves or brackets for the purpose of receiving
the discharge from leaders.
ALL ~'IXTURES TO BE TRAPPED A~:;D VENTED.
Section 63. As provided for in these rules, all fixtures

must be effectively trapped and vented. The traps and vents must be
placed as near to the outlet of the fixture served as practicable, all
in conformity with Section
Section 84. Except as herein provided for ranges of closets
and urinals, and for wash trays, disCharEing into hoppers, or scullery
sinks, every fixture must be separately trapped.
Section 85. Except as speci£ied in these rules, in no case
shall the traps of one fixture connect with the trap of another fixture.
Section 68. E×ce~t as provided in Section 67, in no case shall
the trap serving a fixture be olacediat a distance Treater than one foot
from the outlet of the fixture it se~ves, nor shall the vent ~ipe serv-
ing a trap be placed at a distance ~eater than £ feet frsm the trap it
serves.
Section 67 ~nen a sink a~d a wash tray abut one another and
are practically one fixture and are ~n the s~me room, then they may be
served ~y one trap.
Section 68. A wash tray located on a porch and discharging
into an intercepting fixture, if within the 5-foot limit, need not be
separately trapped nor vented. But if the outlet of the tray exceeds
the ~-foot limit, then they shall be separately wasted and vented and
trapped.
Section 6~. ~xcept as herein provided for a ~ink and a wash
tray, in no other case shall anyz~ixture discharEe into a hopper,
scullery sink, or any other fixture. A sink or tray may so discharge
only when the intercepting Z'ix~e is located upon a porch, o
SURFACE DRAINAGE.
Section 70. No opening shall be provided in the sewer or
drain pi~e of any buildin~ for the 0urpose of drainage, unless the said

opening be properly trapped and sUpolied with water from a suitable
fixture.
Section gl. ~hen a surface drain is situated at a distance
greater than £0 feet from the suitable fixture mentioned in the oreced-
ing section, reckoning in a horizontal line thereTrom, then the drain
may be supplied by a hose bibb.
Section ?£. Bell traps are strictly prohibited in all cases.
TRAPS TO BE VENTED.
Section ?~. To provide adequate circulation of air, prevent
back 0ressures and to prevent syphonage, special air pipes of wrought
or cast-iron shall be provided, and, except as is orovided in these
rules, they shall be of a bore not less than that of the trap serve~,
and, if tO serve a water closet, not less than S inch bore.
VENTS.
Section 74. All vent or air Pipes shall be run of undiminish-
ed size, separately or combi-ned, thr6ugh the roof, and for six '(6) i~cheS
above the roof and shall be left open.
Section ?~. Ventilating pipes must 'be. run with as few bends
as possible and except as herein provided, must connect to and with the
main vent at an angle of forty-izv~ degrees.
Section 76. When combined; the vent pipes must be increased
in size according to the following table. BranCh vents servin~ water
closets shall not be of a size less ~han defined in the following table.
Section 77. Table of sizes of vents, branch vents, (sizes of
vents and fixtures allowed:)
I to ~ water closets or 6 small fixtures into a £ inch vent.
4 to 5 water closets or 10i small fixt,~res into a £-1/£ inch
vent.
6 to 8 water closets or 16ismall fixtures into a O inch vent.
9 or more water closets or 17 or more sm~ll fixtures into a
4 inch vent.
1-1/~ inch vent pipes shall only be allowed as provided for in
these rules.
Section ?8. The term "branch vent", as here applied, shall
be construed to mean all that vent pipe located between the fixture serv-
ed and the point where the vent joins and intersects with the main ver-
tical vent.
Section ?9. Vents serving two water closets discharging into
a double branch Y, or its substitute, shall be not less than a 3 inch
vent pipe and must comply with Section 13.
Section 80. Single l-l/2 inch traps may be vented with l-l/2
inch vent pipe when the vent does notf exceed E5 feet in length.
VENTS CONTINUED.
Section 81. All vent pipes, and the fittings to same, must
be so arranged that no sediment shall collect therein, but the sediment
shall discharge into the wastage pipes so as to be carried off by the
wastage discharge, and, where the architectural conditions require, then
the bottom of the vent shall be carried to and connect below the lowest
fixture on the line.
Section @E. All air pipes shall be run of undiminished size,
separately or combined, at least six (6) inches above roof and shall be
left open, or ~hey may connect with the soil pipe vent, and shall comply
with these rules in every respect.
Section 83. In no case sh~ll a vent pipe serving any fix~t~re
intersect with a main or branch vent at a point of intersection less
than three feet six inches above the floor level of the fixture or
fixtures served.
Section 84. No branch vent shall be longer than E0 feet.

VENTS CONTINUED.
Section 85. Except water closets provided for under Section
87, water closets, basins, baths, or any other fixture, located either
within the building, or upon any portion' of the premises (excepting as
provided for yard fixtures), if the ~oil pipe drop does not exceed ten
feet in length, may be vented by a £~ inch vent pipe for a distance of
feet. When the vent is longer than ~§ feet, then the entire vent shall
be 2-1/£ inches until the distance o~ 60 feet is reached, when it shall
be increased to S inches to the finiih.
Section 86. In all cases ~here the soil pipe has a drop great-
er than ten feet, then the soil pipe shall be continued full bore to a
point at least six (6) inches above ~he roof and act as a vent pipe.
Section 87. In each and e~ery building to be ~sed as a res-
idence or otherwise, and where a water closet, or closets, is or
situated either within the. building or upon any portion of the lot
sid'~' of said building, it shall be required, in any and all cases,
at least one ~ inch vent pipe shall be continued to a point at least six
(6) inches above the roof line, and this irrespective of the location of
the closet or closets or drop.
Section 88. In all cases where vents branch into one another
the branch fittings m~st be not less than S feet above the floor level
of the fixture or fixtures served.
Section 89. When 1,1/E inch branch vents are used on fixtures,
then the said branch vent shall not exceed five feet horizontally.
Section 90. Where by architectural conditions it is not prac-
ticable to comply strictly with these rules and venting has to be done
under the floor and the available space is limited, then all rules shall
be complied with as nearly as practicable.
TERM~NATION AND CAP]PING. OF VENTS.
Section 91. No soil or ven~ pipe shall terminate at a point
within ten feet of the bottom of any door or window or house tank of
main structure.
Section 9E. When fixtures are located within kitchen and
similar extensions~ or when a roof is used for yard purposes, or when an
opening in the main bmilding is to be guarded, vents must be carried
over to the main building to a point not less than six (6) inches above
the line of the main rOof, and where any vent extends more than four
feet through the roof, the vent stack must be of galvanized wrought
iron or steel.
Section 9~. No cap or cowl shall be affixed to the top of any
ventilating pipe, though a strong wi~e basket may be affixed.
TRAPS.
Section 94. No traps shall be placed at the foot of any
vertical soil or waste pipe.
Section 95. Excepting as ~rovided for in these rules, inter-
cepting traps are prohibited. No fixtures shall have a trap of less than
1-1/£ inches internal diameter.
Section 96. Bell traps arS'prohibited. A range of clos~S,
or a range of urinals, may be served by one trap, ~rovided the arrange-
ment thereof receives the approval of the Plumbing Inspector.
SLOP HOPPERS AND SCULLERY SINKS.
Section 97. Slop hoppers and scullery sinks when set upon a
floor must be connected to the waste pipe with lead pipe wiped on to
a brass ferrule, the same to be caulked with molten lead; or they may
be connected with an approved iron .or brass connection.
Section 98. No slop hoppers shall be allowed inside any part
of the building, but iron or earthenware hoppers or scullery sinks may
be placed upon a porch.
Section 99. All slop hoppers, wash trays, and sinks shall be
provided with suitable traps of not less than ~ inches internal diameter.
Section 100. Not more than one sink and one wash tray shall
discharge into an intercepting hopper or scullery sink, nor shall they
rec$ive the discharge of any tray or sink, unless i~ or they, i~ or
ar~ located .in the same premises as that in which the intercepting
fixture is located. No fixture exceptin~ a tray and sink shall dis-
charge into either a slop hopper or scullery sink.
SAFE WASTES.
Section 101. Every safe waste under a bath, basin, tank or
other fixture, must be drained by a special pipe of lead,galvanized
or tar dipped pipe of a diameter not less than one inch bore, and in
no case shall it be connected directly to any soil, waste, drain, sewer,
or vent pipe, but made to discharge outside the b~ilding, or be satis-
factorily and indirectly connected.
URINALS AI~D CLOSET DRArNS, ETC.
Section 102. Urinals and water closet floor drains may be
connected to and with main waste,'so~l, or sewer or drain pipe, oro-
vided said fl,oor drain is prooerly trapped and vented, and 'properly
supplied with water all to the satisfaction of the PlumbinE Insoector.
Section 103. Urinals musz be of either enameled iron or of
porcelain and must be supplied from a tank, or tanks or system, the
water of which shall be used for no other purpose.
Section 104. A group of urinals may be supplied from one
tank, the capacity o£ which is to be proportionate to the number of
urinals supplied, but in no case shall the capacity be less than one
gallon ~or each urinal served. The flush 0ipes must be sufficiently.
large.
Section 105. ~ore than two urinals shall be construed as
being a group of urinals and the flush pipe or pipes thereto must be
so arranged as to provide an equalized pressure and volume of water to
all and each urinal on the ranEe.
Section 106. Urinals situated on different stories ~st be
supplied by tanks located on the same story as that on which the urinals

are.
PROVISIONS 30R SPECIAL FIXTURES.
Section 107. Wastage discharging from dentistS, cuspidors
which~connect with the plumbing system must discharge into, and con-
nect with, the said system by waste pipes and be vented as is required
for a wash basin.
Section 108. Wastage discharging from beer pumps which con-
nect with the plumbing system must be connected to and with said sys-
tem through either a regular and properly connected branch fitting or
through a properly drilled and tapped orifice cut into the wastage
pipe to which the connection is made and throuEh a~heavy brass male
and female threaded nosing spud, the male thread of which is made suf-
ficiently tapering to insure a tight and perfect joint.
Section 109. Water filters, ice-boxes or refrigerators shall
in no case be directly connected to or with the sewerage system, but
they may be indirectly connected, provided the manner of connecting be
approved by the Plumbin~ Inspector.
WATER ~LOSETS.
Section 110. Excepting flushometer clOsets, all water closets
within a building must be supplied from separate tanks or cisterns, the
water of which shall not be used for any other purpose.
Section lll. A grou~ of water closets may be supplied from
one tank, b~t water closets located on different floors must not be sup-
plied from one tank.
Section ll2. Plugj ~an, valve and common hopper closets are
strictly prohibited in any pa~ o~ a building or premises.
Section llZ. ~Flush rim hopper closets, offset and washout
closets are not allowed, except when they are located outside of the
building proper or on an open ~orch.
Section ll~. ~hen water closets are supplied from tanks, the
down or flush pipe shall in no case be less than one and one-quarter in-
ches inside diameter.
Section llS. No rubber connection shall be allowed between
water closets and vent pipes.
Section ll6. When a water closet is connected to the soil
pipe by and through a lead bend, then the outlet side of the bend must
be properly wi~ed to a brass ferrule and the ferrule properly
caulked into the receivin~ hub.
Section ll?. When a water closet is not connected to the
soil pipe by a lead bend, then it may be connected by and through a
lead pipe lengthenin~ piece, which shall be pro~oerly wiped to a heavy
brass ferrule and the ferrule be properly caulked.

..... WATER CLOSET'S C~.NTI~U~D.
Section llg. When water close'ts are so constructed that the
trap is a part of the closet, then they must be of all earthenware, or
enameled iron, or of a combination of these materials.
Section 1£0. All water closet receivers m~st 'be oi' either
earthenware or of enameled iron. ~,~o stone, cement, brick, wooden or
other porous substance ~ill be oermitted to be used. This shall apply
to both single water closets and closets built in series or ranges.
NO WOODEN ~--'r~ OR WASH ~RAYS, ETC
Section 1El. Exceptin.~ upon application to, and upon written
permit from the DlumbinM Inspector, no wooden sink, nor wash tray, shall
be allowed on the premises.
Section 1~.£. Bat~ tmbs, the frame of which is wooden and
w~ich said frame is lined with sheet metal, are not allowed. All fix-
tures must be open to the free circulation of air and not enclosed so
as to harbor vermin·
VENTILATION OF RO0~.~IS.
Section l£Z. Each and every compartment, wherein a water
closet, urinal, or slop or scullery sink is situated, shall be ven-
tilated by means of a window opening directly to the external at-
mosphere, or by means of an air shaf~ having an area of at least four
square feet. This .air shaft shall continue of~ undiminished size to
the roof, and at this point its opening shall equal in area not less
than that of the shaft.
Section 1£4. Eo air shaft, or window, ventilating either a
water closet, urinal, Slop or scullery sink compartment shall dis-
charge into, nor ventilate, any other compartment whatsoever.
BUILDINGS ~fOVED OR ALTERED.
Section 1£5. When a building is moved, or when an addition
or an alteration is made to and in a building, where new fixtures are
to be put in the additions and old fixtures a~e to be altered and re-
set in the old portion of the building, then the new fixtures put in
must comply with these rule~ and re~lati'ons.
CONDE~NATION 0~' BUILDINGS.
Section 126. ~hen a building has been inspected and the
plumbing work condemned by the Olumblng Inspector as beinE in an un-
sanitary condition, the Health Officer shall give a written notice to
that effect and inform the agent or owner of said building what char-
acter of repairs or improvements shaZl be made.
PIPES SHALL ~0T B~ ~UILT INT0 ~i~ALLS, ETC.
Section 1£?. No sewer, dr&in, soil, waste, or vent pipes
of any kind shall be built in brick, stone or concrete walls. %%%en it
is necessary to conceal pipes of this class they must be run in suit-
able reveals or recesses.
TESTS.
Section 1£8. In all cases notice must be given the iPlumbing
Inspector when the work is sufficiently advanced for inspection.
Section 1£9. The testing of a plumbing system must be
made in the presence of .the Plumbin~ Ins0ector, and if the tests orove
satisfactory to him, he shall issue a proper certificate accordingly.
Section 1JO. All sewers, drains, soil, waste and vent pipes,
which are not of iron-stone, must have all ooenings stopped, and be
filled with water.
Section 1J1. ~hen a system of plumbing has been tested in'
sections, then there shall be another test made after the various lines
have been connected together, and this last test shall be with a water
pressure equal to a column l0 feet above the lowest point of the sewer
or drain located within the premises.
Section 152. ~ooden plu~s shall not be allowed in the test-
in~of a plumbing system.
TESTING COHT IhVJED.
Section 1J3. Immediately upon the completion of the plumb-
lng system oi~ a building, notice must be given the Plumbing Inspector
to that effect, and the work must be ready for the final inspection.
Section 1~4. Any person, firm or corporation violating any
of'the provisions of this ordinance shall be deemed o~uilty of~misde-
meanor and upon conviction thereof s~all be punished by a fine not
exceeding One Hundred Dollars_(~100.90), or by imprisonment not ex-
ceeding thirty (J0) days, or by both such fine and imprisonment. If
any person to whom a license has been issued under the provisions of
this ordinance to carry on business or labor as a master or journey-
man plumber shall violate any of the provisions of this ordinance such
license shall be revoked, in ad~tion to the penalty provided by this
sedtion.
Section 1J~. ~o master plumber shall construct nor alter
any system of plumbing during the period of his suspension.
GENERAL PROVISIONS.
Section 1J6. All ordinances and parts of ordinances in con-

Section 157. This ordinance shall be p~ublished once in
"The Enterprise~, a weekly newspaper printed, published and circulated
in the City of South San Francisco a,~d shall take effect and be in
force from and after the e~iration of thirty (30) ~ys after the
da~e of its passage.
