Motion to approve the Minutes from the meeting of June 15, 2018
Motion — Trustee Acosta / Second — Mayor Normandy to approve the Minutes from the meeting of
June 15, 2018.
Approved by roll call vote:
Yes: 4 — Mayor Normandy, Mayor Pro Tem Matsumoto, Trustee Acosta and Trustee Murray.
2. Report regarding the feasibility of affordable housing development on surplus South San
Francisco School District sites.
City Manager Futrell reported that the item was added to the agenda at the request of Mayor Pro Tem
Matsumoto at the last meeting. He stated staff toured Foxridge and prepared a preliminary report on
possible options for the site.
Deputy Director Selander summarized the state of affordable housing in San Mateo County, salary
surveys, need for affordable housing, potential project on the Foxridge site, potential funding,
Federal Fair Housing Act concerns and Foster City's process.
Bob Richardson discussed the use of Foxridge for daycare and asked if parents and neighbors had
been notified. He suggested the site at Spruce and El Camino.
Trustee Acosta clarified that the committee was simply discussing the possibility.
Mayor Pro Tem Matsumoto stated she requested the discussion and need to retain teachers by
providing housing.
City Manager Futrell discussed the need for affordable housing.
Trustee Acosta questioned the assumption that the District will donate the surplus property. City
Manager Futrell stated the City was not proposing anything, simply prepared the matter for
discussion. He discussed the three current affordable housing projects and City's contribution.
Mayor Pro Tem Matsumoto stated she was looking for guidance on the School District's interest.
Trustee Murray stated the School District was interested and looking at options.
In response to Superintendent Moore, Deputy Director Selander explained the Foster City project.
Superintendent Moore confirmed that that project included commercial space. She discussed mixed
reviews from the staff survey. She reiterated that the School District was conducting preliminary
work as well.
Mayor Pro Tem Matsumoto asked the percentage of Foxridge utilized by the daycare center. Deputy
Director Selander assumed 2000-3000 square feet. She stated the site could accommodate both
housing and childcare space. Mayor Pro Tem Matsumoto discussed the PUC land and requirement
for childcare. She provided the example of teacher housing at CSM.
Mayor Normandy thanked Mayor Pro Tem Matsumoto for bringing the matter up. She discussed the
possible partnership at Foxridge. She discussed the input received by the Housing Endowment
Regional Trust (HERT). She stated the City lacked affordable housing, referenced AB 1157 and
partnering with the School District.
Deputy Director Selander asked if the item should be added to the Joint meeting of the Board and
Council. Mayor Normandy stated she had not yet secured a date.
Mayor Pro Tem Matsumoto stated she would prefer separate meetings. She requested direction from
the School Board. Trustee Acosta stated she would support housing. Mayor Pro Tem Matsumoto
explained that Mayor Normandy would report out at the Council meeting.
Mayor Normandy suggested a joint meeting with hard stop times.
3. Approval on use of Community Benefit Funds (Shawnterra Moore)
4. Buri Buri School field renovation (Sharon Ranals)
Superintendent Moore introduced the item.
Michael Krause, Assistant Superintendent, provided an update on park in lieu fees for the Buri
Buri field. He requested input on what the City would like to see on the field.

Director Ranals suggested public input on the needs of the park. She expressed concern with
drainage not being included in the cost estimates and requested City input on the materials and
process. She suggested obtaining input from the sports groups, neighbors, and community at
large.
Mayor Normandy stated there was a commitment to replace the two ballfields. She suggested the
matter be added to the joint meeting.
Trustee Acosta stated the Board would discuss the matter at its next meeting.
City Manager Futrell stated he would add an item to the Council's August 8 agenda.
Status of SSFUSD field allocation process / Parkway and Alta Loma (Sharon Ranals)
Director Ranals discussed the need to resolve allocations for Alta Loma Field and Parkway. She
reminded the committee of the JPA allowing the community groups first choice.
Superintendent Moore stated Parkway did not have any approvals. She requested specifics on Alta
Loma.
Assistant Superintendent Krause discussed approval of permits.
Director Ranals discussed an email from Laura Gonzalez with the District indicating another group
was already approved for most of the dates.
Superintendent Moore stated they would look into the permits.
6. SSF High School Varsity Field (Sharon Ranals)
Director Ranals discussed the City's storm water capture project and options for locations including
ball fields at Orange Park which would impact the Varsity field for a season or two.
In response to Superintendent Moore, Director Ranals anticipated a decision by the end of the year.
City Manager Futrell discussed the Caltrans grant for water capture systems. He stated it was the
Council's intention to redo the fields either way. Superintendent Moore clarified that the
conversation was related to costs associated with field development. City Manager Futrell stated the
fields at Orange Park were in need of rebuilding.
Items from Committee
Mayor Pro Tem Matsumoto requested staff reports on the items and notes on items directed at
the last meeting.

Mayor Normandy concurred. She announced an upcoming community meeting regarding City
parks. She stated she reported out and work with City Manager Futrell to coordinate a joint
meeting.
