RECOMMENDATION It is recommended that the City Council consider the attached citizen applications for appointment to the open seats on the Bicycle and Pedestrian Advisory Committee (BPAC),Cultural Arts Commission, Conference Center Authority and Personnel Board and that City Council interview each citizen.It is further recommended that upon completion of interviews,Council move to appoint individuals to the BPAC, Cultural Arts Commission, Conference Center Authority and Personnel Board. BACKGROUND/DISCUSSION Pursuant to Resolution No.27-2009,the City Council holds biannual recruitments/meetings for the purpose of considering appointments to Boards and Commissions.In late August 2018,as a result of Council direction at an August 22,2018 City Council Meeting,the City Clerk’s Office issued a notice of recruitment for seats that were vacant or held by incumbents that would be termed out of office.The recruitment originally ended on September 25, 2018 but was extended to November 8, 2018 to accommodate additional applications. Summary of Open Seats ·BPAC:One seat is open due to resignation.One applicant may be appointed to fill the seat.BPAC seats have no established term expiration or term limit. ·Cultural Arts Commission:Two seats are open due to resignation.Two (2)applicants may be appointed to respective terms expiring June 13, 2020. ·Conference Center Authority:Two Seats are open due to term limits.The seats held by Boardmembers Formosa (Business Representative)and Yoschak (Resident Representative)are available.Applicants may be appointed to respective terms expiring March 27, 2022. ·Personnel Board:One seat is open due to resignation.One (1)applicant may be appointed to a term expiring December 31,2020.(Please note,Mary Giusti resigned her Personnel Board seat after this recruitment started. Accordingly, that seat will be incorporated in the upcoming Winter Recruitment.) Summary of Meeting Times, Term Lengths/Limits and Agency Purpose The BPAC meets on the first Wednesday of each month at 6:00 p.m.at the City Hall Conference Room.There is no term limit for this Advisory Committee.The BPAC reviews and/or prioritizes grant opportunities for pedestrian and bicycling improvement opportunities,reviews ongoing designs of pedestrian/bicycling improvement projects,participates in City events,raises awareness of statewide goals to enhance communities through the use of alternate transportation modes of travel and discusses innovative projects on a global basis. The Conference Center Authority meets on the third Monday of every other month,at 5:15 p.m.at the South San Francisco Conference Center.Commissioners are appointed to four (4)year terms and are limited to three (3)consecutive terms.The purpose of the Authority is to manage,operate,market,maintain,and promote the City of South San Francisco Printed on 12/13/2018Page 1 of 3 powered by Legistar™ File #:18-1091 Agenda Date:12/18/2018 Version:1 Item #:1. The Cultural Arts Commission meets on the third Thursday of every month at 6:30 p.m.in the Betty Weber Room of the Municipal Services Building located at 33 Arroyo Drive in South San Francisco.Commissioners are appointed to four (4)year terms and are limited to three (3)consecutive terms.The Commission encourages and promotes cultural arts activities within the community and acts as an advisory body to the City Council on matters pertaining to the arts and cultural affairs. The Personnel Board meets quarterly on the third Tuesday of January,April,July and October at 6:00 p.m.,in the City Hall Conference Room.Commissioners are appointed to a four (4)year term with a limit of appointment to three (3)consecutive terms.The Personnel Board reviews and oversees issues relative to recruitment-related testing and to certifying lists of persons eligible for employment in the City.It also hears appeals submitted by employees in the competitive service for disciplinary action related to dismissal, demotion,salary reduction,grievance,or alleged violation of the personnel rules and certifies its findings and recommendations. Report regarding Committee interviews and appointments to the General Plan Community Advisory Committee.(Marian Lee, Assistant City Manager) RECOMMENDATION Staff recommends City Council review applications and interview the candidates for the General Plan Community Advisory Committee, and by motion appoint a total of two business members. BACKGROUND A General Plan is the local government’s long-term blueprint for the community’s vision of future growth.Each city is required by California law to have a General Plan to guide its future land use decisions. A report regarding the General Plan purpose,scope and approximate two-year planning process was presented to City Council on August 8,2018.At that meeting,staff was given direction to proceed with this effort and there was substantive discussion about the General Plan Community Advisory Committee (GPCAC)that would be newly formed for the General Plan update.The GPCAC would be expected to meet regularly during the preparation of the General Plan and advise staff and City Council on notable matters related to the General Plan. The City Council,at its September 2,2018 meeting,authorized the structure of the GPCAC as a ten-member committee with two alternates comprised of the following: ·Planning Commission (2 members) ·Parks & Recreation Commission (1 member) ·District Community Resident (5 members, 1 per each City District) ·Business Member (2 members, 1 large and 1 small) The Planning and the Parks and Recreation commissions were asked to select their representatives.The Planning Commission appointed Commissioners Julie Ann Murphy and Sam Shihadeh to serve on the GPCAC with Alan Wong as the alternate.The Parks &Recreation Commission appointed Kristy Camacho to serve on the GPCAC with Betty Battaglia as the alternate. For the District Community Resident and Business Members,staff opened the GPCAC recruitment to the public from September 17,2018 through November 30,2018.Staff received one large business applicant,eight small business applicants and 19 resident applicants.Review,interviews and appointment of the business and resident applicants spread over two Special City Council meetings (December 17,2018 and December 18, 2018). Business applications will be reviewed at this meeting. DISCUSSION City Council is being requested to appoint one large and one small business member. Each applicant is identified by time slot on the agenda for the interview. CONCLUSION Staff recommends City Council review,interview and appoint two business members by motion to the General Plan GPCAC for a two-year term.
