In order that you may know our method of conducting Agency business, we proceed as follows: The regular meeting of the Successor Agency is held on the fourth Wednesday of each month at 6:30 p.m. in the Municipal Services Building, Council Chambers, 33 Arroyo Drive, South San Francisco, California. Public Comment: For those wishing to address the Board on any Agenda or non-Agendized item, please complete a speaker card located at the entrance to the Council Chambers and submit it to the Clerk. Please be sure to indicate the Agenda Item # you wish to address or the topic of your public comment. California law prevents the Successor Agency from taking action on any item not on the Agenda (except in emergency circumstances). Your question or problem may be referred to staff for investigation and/or action where appropriate or the matter may be placed on a future Agenda for more comprehensive action or a report. When your name is called, please come to the podium, state your name and address for the Minutes. COMMENTS ARE LIMITED TO THREE (3) MINUTES PER SPEAKER. Thank you for your cooperation. CALL TO ORDER TIME: 8:01 p.m. ROLL CALL PRESENT: Councilmembers* Addiego, Garbarino and Gupta and Mayor* Normandy. ABSENT: Mayor Pro Tem* Matsumoto. *For purposes of this meeting Council titles assume reference to the Successor Agency title unless otherwise specified. ROLL CALL Present: Mark Addiego, Liza Normandy, Pradeep Gupta, and Richard Garbarino. Absent: Karyl Matsumoto. Agenda Review. None. Public Comments. Josh Harold and several of his fellow members of the Order of DeMolay, the International Masonic Youth Organization for young men aged 12 to 21 addressed Council. He and his fellow members described the Order’s benefits, including public speaking training and opportunities for its members, community volunteering, service to elders and leadership camp opportunities. Box 711 (City Hall, 400 Grand Avenue) South San Francisco, California 94083 Meeting to be held at: MUNICIPAL SERVICES BUILDING COUNCIL CHAMBERS 33 ARROYO DRIVE SOUTH SAN FRANCISCO, CA WEDNESDAY, OCTOBER 24, 2018 6:00 p.m. SPECIAL CITY COUNCIL AND SUCCESSOR AGENCY MEETING OCTOBER 24, 2018 MINUTES PAGE 2 In response to an inquiry from Councilman Addiego, the young men’s parents advised contact information for the Order could be found on the Francis Drake Masonic Lodge website. CONSENT CALENDAR 1. Report regarding a resolution approving an updated Development Management Services Agreement by and between the City of South San Francisco and Kilroy Realty TRS, Inc. (Marian Lee, Assistant City Manager, and Steve Mattas, Assistant City Attorney) 1a.Resolution approving an updated Development Management Services Agreement between City of South San Francisco and Kilroy, LLC. Item one on the Consent Calendar was voted on after staff’s presentation comprising Item No. 2. 2. Oyster Point Phase IC and IIC Cap Repair Construction Project Quarterly Report 1 (July 2018 - September 2018) for Fiscal Year 2018 - 2019. (Marian Lee, Assistant City Manager, Kilroy/Cummings Representatives) Director of Public Works Kim opened the presentation regarding the Oyster Point Phase IC and IIC Cap Repair Construction Project Quarterly Report 1 for Fiscal Year 2018 - 2019. Nate Marshall of Kilroy provided an update on project status. He stated that key upfront milestone dates include: Phase IC Earthwork completion – December 2018 / January 2019; Phase IC Joint Trench completion – February 2019; Phase IC Streets & Utilities at the Hub – April 2019; Grading and street utilities completion – September 2020; and Landscaping and overall completion - April 2021. He also displayed a slide depicting a rendering of the possibilities for the project in order to demonstrate the project scope. In response to a question from Councilman Addiego, Mr. Marshall advised the trench referred to in the milestones chart related to PG&E electrical and telecom services infrastructure. Mr. Marshall continued his presentation presenting a current drone photo from the site. He noted rain might impact the schedule, but that this threat should subside in March or April 2019. Jared Ross of Cummings addressed Council to provide cost report updates. He stated that overall payments were tracking at 22%. In response to questions from Councilman Garbarino and Councilman Gupta, Mr. Cummings stated a roughly 60-80K volume of refuse identified as landfill material underneath the previous clay cap. The costs of managing the process of dealing with this issue were being closely monitored. CONSENT CALENDAR 1. Unanimously approved by the following roll call vote: AYES: Councilmembers Addiego, Garbarino and Gupta and Mayor Normandy; NOES: None; ABSTAIN: None; ABSENT: Mayor Pro Tem Matsumoto.
