Continuation of joint City Council/Redevelopment Agency meeting regarding
proposed amendments to the redevelopment plans for the Downtown/Central, E1
Camino Corridor, Gateway and U.S. Steel/Shearwater Redevelopment Project Areas
to: fiscally merge the four project areas, add territory to the Downtown/Central
Project Area; extend the time limit for the exercise of eminent domain within the
Downtown/Central Project Area and the original E1 Camino Corridor Project Area
(Item continued from April 27, 2005; public hearing closed)
Mayor Green opened the Redevelopment Agency meeting concurrently. (Refer also
to the minutes of the Redevelopment Agency.)
Assistant City Attorney Sue Block informed Council that findings have been
prepared in response to the objections made at the April 27th meeting, including
recommendations about how the objections can be met and that continued
negotiations with the County is being recommended. She further advised Council
that two alternate versions of the Gateway ordinance have been prepared. She
explained that the second version includes a provision for an early termination of the
Gateway Project Area of June 30, 2020, accommodating concerns expressed by the
County regarding the Flood Control District and extending the terms of the Gateway
and Downtown/Central Project areas. (Revised versions of the ordinance and
resolution adopting findings were distributed to Council.)
Councilwoman Matsumoto stated concern that due to the lack of an opportunity to
review the materials she was just handed, she was unable to make an informed
decision. City Attorney Mattas summarized the revisions.
Assistant City Attorney Block directed Council through the following actions:
Motion-Femekes/Second-Garbarino: To approve Resolution No. 42-2005, adopting
findings in response to written objections to amendment and fiscal merger of
redevelopment plans. Unanimously approved by the following roll call vote:
AYES: Councilmembers Garbarino, Gonzalez and Matsumoto, Mayor Pro Tem
Femekes and Mayor Green. NOES: None. ABSENT: None. ABSTAIN: None.
Motion-Garbarino/Second-Gonzalez: To waive reading and introduce an ordinance
approving and adopting an amendment to the Redevelopment Plan for the
Downtown/Central Redevelopment Project Area to add new territory, extend time
limits for eminent domain proceedings and fiscally merge the Downtown/Central
Project Area, the E1 Camino Corridor Redevelopment Project area, the Gateway
Redevelopment Project Area and the U.S. Steel/Shearwater Redevelopment Project
Area. Unanimously approved by voice vote.
Motion-Gonzalez/Second-Garbarino: To waive reading and introduce an ordinance
approving and adopting an amendment to the Redevelopment Plan for the E1 Camino
Corridor Redevelopment project Area to fiscally merge the E1 Camino Corridor
Project Area with the Downtown/Central Project Area, the Gateway Redevelopment
Project Area, and the U.S. Steel/Shearwater Redevelopment Project Area.
Unanimously approved by voice vote.
Motion-Garbarino/Second-Fernekes: To waive reading and introduce an ordinance
approving and adopting an amendment to the Redevelopment Plan for the U.S.
Steel/Shearwater Redevelopment Project Area to fiscally merge the U.S.
Steel/Shearwater Redevelopment Project Area with the Downtown/Central Project
Area, the El Camino Corridor Project Area, and the Gateway Redevelopment Project
Area. Unanimously approved by voice vote.
Assistant City Attorney Block explained that the first Gateway Plan Amendment
ordinance was without the provision of an early termination.
Motion-Femekes/Second-Gonzalez: To waive reading and introduce an ordinance
approving and adopting an amendment to the Redevelopment Plan for the Gateway
Redevelopment Project Area to fiscally merge the Gateway Project Area with the
downtown/Central Project Area, the E1 Camino Corridor Redevelopment Project
Area, and the U.S. Steel/Shearwater Redevelopment Project Area. Unanimously
approved by voice vote.
Assistant City Attorney Block explained that the second Gateway Plan Amendment
ordinance limits the duration of the plan to the year 2020.
Motion-Garbarino/Second-Gonzalez: To waive reading and introduce an ordinance
approving and adopting an amendment to the Redevelopment Plan for the Gateway
Redevelopment Project Area to fiscally merge the Gateway Project Area with the

downtown/Central Project Area, the E1 Camino Corridor Redevelopment Project
Area, and the U.S. Steel/Shearwater Redevelopment Project Area. Unanimously
approved by voice vote.
5. Adjournment
Being no further business, Mayor Green adjourned the meeting at 7:24 p.m.
