SPECIAL MEETING
CITY HALL CONFERENCE ROOM

1. Call to Order 6:30 p.m. (Cassette Tape No.1)
2. Roll Call Present: Councilmembers, Garbarino, Gonzalez and
Matsumoto, Mayor Pro Tern Fernekes and
Mayor Green
Absent: None.

3. Public Comments None.
4. Resolution authorizing the City Council to execute a release agreement with the County of
San Mateo
City Manager Nagel requested the item be pulled from the agenda and re-scheduled for the
meeting of June 8.
5. Study Session:
a) 2005-06 Operating Budget
City Manager Nagel presented an overview of the General Fund balances and
proposed budget reductions for each department. He reported that the budget is
balanced with $53,926.731 in projected revenues and $53,923,745 in projected
expenditures for FY 2005-06.
Mayor Green requested that when the proposed increases for the sewer service
charges come before Council for review that the new household sewer rates be
included in the staff report.
City Manager Nagel reviewed the non-recommended cuts and suggested the Fire
Department's recommendation to pursue more aggressive cost recovery in
paramedics, BLS, and fire prevention fees, be considered. He and Fire Chief White
explained the process for using undesignated reserves that would be repaid as
revenues come in. Councilmembers consented to the request and directed staff to
move forward with the recommendation.
As a budget subcommittee member, Mayor Pro Tern Fernekes stated he had asked
staffto look at shifting funds from the Parking District to supplement the salary for
an additional parking enforcement officer position. Councilmembers Gonzalez and
Matsumoto stated concerns related to the intended use of the funds and whether or
not this may deplete the reserves. Council directed staff to prepare a memo
clarifYing the impact on the District's reserve funds.
Council reviewed the Master Fee Schedule and concurred with the proposed
Increases.
In reference to non-departmental allocations, Councilwoman Matsumoto advised
staff that the Criminal Justice Council is dissolving at the end of the year, and that
the Chamber of Commerce is hoping to be self-supporting by the end of the year.
She suggested staff speak to the Chamber executive director for further information.
Councilwoman Matsumoto advised staff that CICAG membership fees are going up
5% next year, and requested that stafflook into potential funds the City could be
receiving under AB 1546 during FY 2005-06.
b) Review of Capital Improvement Program Budget
Senior Civil Engineer Dennis Chuck presented the staff report and reviewed the
proposed Capital Improvement Plan (CIP) budget for FY 2005-06.
Councilwoman Matsumoto requested examples be included in the category of
"Others" under "New Appropriations by Funding Source" (page 3).
Council discussed the proposed Caltrain station and Councilman Gonzalez
suggested a presentation on the project be scheduled for a future meeting.
Councilwoman Matsumoto requested that the breakdown of projects costs for the
Sanitary Sewer Recycle Water Study project be corrected to match the amount
allocated ($135,000).
