RECOMMENDATION
It is recommended that the City Council consider the attached citizen applications for appointment to the
open seats on the Conference Center Authority,Cultural Arts Commission,Housing Authority,Library
Board and Parking Place Commission and that City Council interview each applicant.It is further
recommended that upon completion of interviews,Council discuss and consider appointment of
applicants to the Conference Center Authority,Cultural Arts Commission,Housing Authority,Library
Board and Parking Place Commission.
BACKGROUND/DISCUSSION
Pursuant to Resolution No.27-2009,the City Council holds biannual recruitments/meetings for the purpose of
considering appointments to Boards and Commissions.On February 1,2019,the City Clerk’s Office issued a
notice of recruitment for seats that were vacant or held by incumbents that would be termed out of office.The
application deadline was February 19,2019.One application was received after the deadline.This application
was submitted by Tim Passaro and is being presented for consideration by the City Council.
Summary of Open Seats
·Conference Center Authority:Two seats are open due to term limits.The seats held by Boardmembers
Formosa (Business Representative)and Yoschak (Resident Representative)are available.Applicants
may be appointed to respective terms expiring March 27, 2022.
·Cultural Arts Commission:One seat is open due to resignation.Applicant may be appointed to term
expiring June 13, 2023.
·Housing Authority:One seat is open due to term expiration.Applicant may be appointed to a term
expiring March 31, 2023.
·Library Board:One seat is open due to term expiration.Applicant may be appointed to a term expiring
June 30, 2022.
·Parking Place Commission:Two seats are open due to term expirations.Applicants may be appointed to
a term expiring December 31, 2022.
Summary of Meeting Times, Term Lengths/Limits and Agency Purpose
The Conference Center Authority meets on the third Monday of every other month,at 5:15 p.m.at the South
San Francisco Conference Center.Commissioners are appointed to four (4)year terms and are limited to three
(3)consecutive terms.The purpose of the Authority is to manage,operate,market,maintain,and promote the
South San Francisco Conference Center.
The Cultural Arts Commission meets on the third Thursday of every month at 6:30 p.m.in the Betty Weber

Room of the Municipal Services Building located at 33 Arroyo Drive in South San Francisco.Commissioners
are appointed to four (4)year terms and are limited to three (3)consecutive terms.The Commission encourages
and promotes cultural arts activities within the community and acts as an advisory body to the City Council on
matters pertaining to the arts and cultural affairs.
The Housing Authority meets the second Monday of the month at 6:00 p.m.at 350 C Street.Tenant
Commissioners serve a two (2)year term.Non-Tenant Commissioners serve a four (4)year term.The
Housing Authority’s services include developing,operating and maintaining housing projects and examining
affordable housing issues, including unmet housing needs of low-income residents.
The Library Board meets on the fourth Tuesday of every month at 6:00 p.m.at the Main Library.Trustees are
appointed to a three (3)year term with a limit of appointment to four (4)consecutive terms.The Library Board
works in conjunction with the Library Director to develop a plan of service,evaluate and advise Council and
staff on the need for services and programs and adopt policies as necessary for the administration of the
Library.
The Parking Place Commission meets the second Tuesday of the month at 5:00 p.m.at City Hall.
Commissioners are appointed to a three-year term.The Parking Place Commission acquires,administers,
maintains,operates,manages and enforces the rules governing parking spaces and parking lots located within
Parking District No.1,which encompasses most of the downtown business district.It further exercises powers
set forth in the Streets and Highway Code of the State of California.

RECOMMENDATION
It is recommended that the City Council,by motion,establish term expiration dates for Boardmember
Chin and Boardmember Giusti.
BACKGROUND/DISCUSSION
Pursuant to Resolution No.27-2009,the City Council holds biannual recruitments/meetings for the purpose of
considering appointments to Boards and Commissions.In late August 2018,as a result of Council direction at
an August 22,2018 City Council meeting,the City Clerk’s office issued a notice of recruitment for seats that
were vacant or held by incumbents that would be termed out of office.
At the October 24,2018 meeting,Council interviewed and appointed two members to the Library Board.Due
to a clerical oversight,Council did not set term expirations for these two Library Board member seats.At the
October 24,2018 Special City Council meeting,the City Council appointed Board Members Chin and Giusti to
fill the following Library Board openings:
·Trustee Lambertson resigned for residency reasons, term ending June 6, 2019.
·Trustee Hansen seat open due to term limits, term ending June 6, 2021.
CONCLUSION
Upon discussion of appointments,Council should consider and,by motion,determine appointment to partial
term ending June 6, 2019 and full term ending June 6, 2021, for Boardmembers Giusti and Chin.

Ratification of the San Mateo County Board of Supervisors Appointment of Member At-Large Representative
Edward Bortoli to the San Mateo County Flood Control District.(Rosa Govea Acosta, City Clerk).
RECOMMENDATION
It is recommended that the City Council,by motion,ratify the appointment of Edward Bortoli,as a
member “at-large” to the Colma Creek Advisory Committee with a term expiring March 31, 2022.
BACKGROUND/DISCUSSION
Pursuant to Resolution No.27-2009,the City Council holds biannual recruitments/meetings for the purpose of
considering appointments to Boards and Commissions.In late August 2018,as a result of Council direction at

were vacant or held by incumbents that would be termed out of office.
The County of San Mateo Board of Supervisors approved the establishment of the Colma Creek Advisory
Committee in conjunction with the Colma Creek Flood Control Zone and specified the Committee’s
membership, responsibilities and standing rules for governance.
It was established that the City of South San Francisco would appoint one member to the Committee and the
County Board of Supervisors appoint four members “at large”.
At the July 24,2018 meeting,San Mateo County Director of Public Works,James C.Porter,recommended the
re-appointment of Edward Bortoli as a member “at large”and indicated that Mr.Bortoli desired to continue to
represent the City of South San Francisco on the Committee. His term will expire on March 31, 2022.
The San Mateo County Board of Supervisors, unanimously approved his appointment.

RECOMMENDATION:
Acting as the Governing Board of the San Mateo County Flood Control District, adopt a resolution:
A)Making an exception to the County Boards, Commissions, and Advisory Committees Standing
Rules to allow for members of the Colma Creek Advisory Committee to serve more than
twelve years; and
B)Approving the appointment of the following members “at-large” to the Colma Creek Advisory
Committee:
1.Edward Bortoli from the City of South San Francisco for the term expiring on March 31,
2022; and
2.Gail DeFries from the City of Daly City for the term expiring on March 31, 2022.
BACKGROUND:
Your Board approved the establishment of the Colma Creek Advisory Committee (Committee) in
conjunction with the Colma Creek Flood Control Zone (Zone) and specified the Committee’s
membership, responsibilities and standing rules for governance.
The Committee is comprised of nine members. Each city within the Colma Creek watershed (City of
Pacifica, City of Daly City, City of South San Francisco, City of San Bruno, and Town of Colma)
appoints one member to the Committee, and four members are appointed as members “at large” by
your Board.
Your Board adopted Standing Rules for County Boards, Commissions and Advisory Committees
(Rules) in 2002. The terms of the members of the Committee were staggered in 2002, in order to

comply with the Rules adopted by your Board. The Rules allow your Board to make specific
exceptions to allow committee members to serve more than the twelve-year limit. Your Board
adopted Resolution No. 073367 on September 9, 2014, which made exceptions to approving
reappointments of Committee members (Fisicaro and DeFries) who had served twelve years.
DISCUSSION:
Committee Member Helen Fisicaro representing the Town of Colma and Member “at large” Gail
DeFries have served more than the 12-years specified in the Rules as approved previously by your
Board. Both members have expressed their dedication in representing the residents and property
owners of the Zone and interest in continuing to serve on the Committee. With their years of
experience, Ms. Fisicaro and Ms. DeFries will continue to be positioned to provide valuable input to
the Committee on issues related to the Zone. In addition, recruitments for new members in recent
years have resulted in few or no applicants interested in the positions.
The Colma Town Council has requested that councilmember Helen Fisicaro continue to represent the
Town on the Committee and we are recommending that an exception be granted and approve her
reappointment for another 4-year term to expire on March 31, 2022.
Gail DeFries is a current resident and property owner in the City of Daly City. Ms. DeFries has served
as an “at large” member of the Committee since April 2002. Ms. DeFries wishes to continue to serve
as a Member “at large” on the Committee and we are recommending that an exception be granted
and her reappointment for another 4-year term to expire on March 31, 2022 be approved.
Edward Bortoli is a current resident and property owner in the City of South San Francisco. Mr.
Bortoli has served as an “at large” member of the Committee and wishes to continue to represent the
City on the Committee. His term will expire on March 31, 2022.
The city appointed members with terms expiring on March 31, 2018, have been appointed by their
respective councils as defined by the Rules.
A list of the Committee Members and their associated term expiration dates, including the proposed
appointment of Mr. Bortoli and Ms. DeFries and the City appointed Committee Members, are
included in the attached Exhibit “A”.
County Counsel has reviewed and approved the resolution as to form.
Your Board approving the appointments will contribute to the Shared Vision 2025 outcome of a
Collaborative Community by continuing the involvement of representatives of the cities and the
general public within the Colma Creek Flood Control Zone in the decision making process associated
with the Zone’s flood control projects.
FISCAL IMPACT:
There is no direct impact to the funds of the Colma Creek Flood Control Zone as the Committee
Members serve without compensation. There is also no impact to the General Fund as all costs
associated with the Zone are financed from property taxes levied by the Zone and collected within
the Zone.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of
California, acting as the Governing Board of the San Mateo County Flood Control
District (District) that
WHEREAS,the County Boards, Commissions, and Advisory Committees
Standing Rules allow the Board to make exceptions in approving reappointments
of members who have served more than twelve years; and
WHEREAS, this Board adopted Resolution No. 073367 on September 9,
2014, which made exceptions to approving the reappointment of the Colma
Creek Advisory Committee (Committee) Members (Fisicaro and DeFries) who
had served twelve years; and
WHEREAS, the Colma Town Council has recommended that Helen
Fisicaro continue to represent the Town of Colma on the Committee; and
WHEREAS, Gail DeFries, who resides in the City of Daly City, is willing to be
reappointed as a Member “at large” on the Committee; and
WHEREAS, Edward Bortoli, who resides in the City of South San Francisco, is
willing to be reappointed as a Member “at large” to the Committee; and;
WHEREAS, the Director of Public Works has recommended that Mr. Bortoli and
Ms. DeFries be reappointed to the Committee as Members “at-large”; and
WHEREAS, the Board has considered and concurs with the recommendation of
the Director of Public Works.
NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED as
follows:
1.An exception be made to the County Boards, Commissions, and Advisory
Committees Standing Rules to allow Colma Creek Advisory Committee
Member Fisicaro and Member “at-large” DeFries to serve more than twelve
years.
2.Edward Bortoli, who resides in the City of South San Francisco, is hereby
reappointed as a Member “at-large” to the Colma Creek Flood Control Zone
Advisory Committee for the term expiring March 31, 2022.
3.Gail DeFries, who resides in the City of Daly City, is hereby reappointed as a
