Report regarding Housing Standing Committee study session of the proposed mixed-use development at 410 Noor Avenue.(Adena Friedman, Senior Planner) RECOMMENDATION Staff recommends that the Housing Standing Committee receive this staff report and provide input regarding the proposed mixed-use development at 410 Noor Avenue. BACKGROUND/DISCUSSION In March,2018,SyRes Properties submitted an application for a mixed-use development at 410 Noor Avenue.The 4.74- acre site is located at the intersection of Noor Avenue and Huntingdon Avenue and is currently the site of the vacant Century Plaza theaters.The project site is located within the El Camino Real Mixed-Use (ECRMX)zoning district and is approximately one-third of a mile from the San Bruno BART station. The project consists of three separate residential buildings with ground-floor residential amenities and a small retail space.Project parking is located within below-grade garages.The applicant’s project plan set is attached,outlining the design, architectural, and landscape concepts (Attachment 1). The proposed project includes: ·342 for-rent residential units (mix of studio, one- and two-bedroom units) ·Parking spaces for residents and visitors ·1,100 square feet (sq. ft.) of ground-floor retail space ·A publicly-accessible community garden and park space ·Bicycle storage and amenities ·Sidewalk and streetscape improvements The applicant has also submitted technical reports to support the environmental review process and has submitted a Transportation Demand Management (TDM)Plan,which will include measures to support trip reduction and encourage alternate transportation modes and capitalize on the project’s location proximity to BART and bus routes,including the ECR Rapid SamTrans route on El Camino Real and Centennial Way. Due to the project’s location,it is subject to review by the Airport Land Use Commission (ALUC)to determine consistency with the Airport Land Use Consistency Plan (ALUCP).The applicant will be submitting materials to support the ALUC application, such as airport compatibility safety reports and noise studies. The Design Review Board (DRB)reviewed the project at the December 18,2018 meeting.The DRB members recommended approval of the design with some minor design changes incorporated.The minutes from the DRB meeting are attached to this staff report. CONCLUSION Staff requests that the Housing Committee provide input and direction regarding the proposed mixed-use residential project at 410 Noor Avenue. The Board had the following comments: 1. The Board approved the design concept. 2. Board is concerned with the ADA access throughout the site, particularly the path of travel to building entrances. Check with the Building Department for the ADA requirements. 3. Ensure there is accessible path to the sidewalk along Huntington Avenue. 4. On the south elevation of Building A, the design needs more articulation and variation to break up the long blank wall, and create visual interest. 5. Consider alternative material or color for the caps on top of the buildings (Buildings A and C) to help break up the overall massing of the buildings. 6. Consider an alternative color for the tower on the right side of the elevation to help with the building height. 7. Lagerstroemia needs to be planted on a wind protected south wall, to maximize heat and light for healthy growth. 8. Provide a plan for trash collection. Show trash rooms on plans for all three buildings. Recommend Approval with comments. 3. OWNER Fairfield 150 Airport LP APPLICANT Market Share Inc.
