PUBLIC COMMENTS — None.
MATTERS FOR CONSIDERATION
1. Motion to approve the Minutes from the meeting of April 14, 2017.
Motion - Councilmember Garbarino / Second - Mayor Normandy: to approve the minutes. The
motion carried unanimously.
2. Community Development Block Grant Subcommittee study session relating to the 2018-2023
Consolidated Plan and Budget Allocation for the Annual Action Plan for Fiscal Year 2018-
2019 (Maria Wada, Community Development Coordinator).
Coordinator Wada presented the staff report.
Mayor Normandy discussed the allocations following removal of Health Mobile. She stated
Lifemoves was requesting $20,000 but had not shown up to present their request.
Councilmember Garbarino confirmed that the FYI 7-18 actuals were listed. Coordinator Wada
explained the increase to John's Closet. She explained the grant request from Lifemoves.
Mayor Normandy suggested the possibility of giving Agencies 1-9 $10,000. Coordinator Wada stated
the current grantees were on par for meeting their goals.
Mayor Normandy suggested allocating $10,000 to Ombudsman, Samaritan House, Rape Trauma and
CORA.
Director Greenwood confirmed that the Committee was not recommending funding for Lifemoves.
Coordinator Barnard stated John's Closet had reduced its goals, therefore, the committee could
recommend less funding.
Coordinator Wada discussed use of Legal Aid by residents.
Mayor Normandy suggested allocating $10,000 to Legal Aid.
Councilmember Garbarino suggested allocating $10,000 to HIP Housing. In response to
Councilmember Garbarino, Coordinator Wada explained the services of Star Vista.
Councilmember Garbarino stated John's Closet provided clothing to school aged children.
Mayor Normandy suggested allocating $9,000 to HIP Housing, $4,000 to John's Closet and $6,000 to
Star Vista. She suggested consideration of the services provided to the residents. She summarized the
allocations as follows:

Mayor Normandy and Councilmember Garbarino agreed with the proposed allocations for City
Sponsored Activities Housing.
Coordinator Wada summarized the proposed public improvements.
Mayor Normandy agreed with the recommendation for Project Sentinel.
Councilmember Garbarino expressed concern with potential loss of funding.
Coordinator Wada noted sufficient donations to Lifemoves.
Councilmember Garbarino stated some agencies received too many donations.
