MATTERS FOR CONSIDERATION
1. Report regarding Housing Standing Subcommittee study session of the proposed Oakmont
Meadows single-family attached townhouse development at the corner of Westborough Blvd
and Oakmont Drive. (Billy Gross, Senior Planner)
Planning Manager Mehra introduced and provided a brief overview of the project.
David Agee, Warmington Residential, summarized the site including size, challenges, setbacks; open
space and recreation areas; and proposed units and garages.
David Burton, KTGY Architecture + Planning, provided an overview of the architecture including
colors, forms, materials and efforts to provide individual identities and a unifying presence.
Planning Commissioner Faria inquired about the philosophy of the five units with detached garages.
Mr. Agee explained the design to fit in the available space around the fault line. Michael Banducci,
Warmington Residential, discussed efforts to retain the existing access and street alignment. Mr.
Burton added that it added a variety of unit options.
Planning Commissioner Wong asked about the fault lines and emergency access. Mr. Agee pointed
out the two emergency access locations.
Mayor Matsumoto asked if current parking places would be displaced. Senior Planner Gross
explained the street parking on Oakmont Drive and removal of two or three street spaces due to the
requirement for better visibility. Mayor Matsumoto discussed limited parking in the City and
questioned parking within the bus stop. Senior Planner Gross discussed the condition to work with
SamTrans to determine the bus stop location. He stated the project would not preclude the existing
condition.
Councilmember Addiego stated he met with Brian Dresler and representatives from Warmington. He
discussed the existing bus stop. Mayor Matsumoto discussed the green SamTran bus stops.
Councilmember Addiego stated two or three spaces would be lost for an adequate bus stop. Mr.
Banducci explained that the driveway approach would be widened and would not impact the bus
stop.
Mayor Matsumoto expressed concern with traffic impacts at Westborough and Oakmont, especially
during rush hour. Senior Planner Gross stated all intersections in that area operated at a level of
service (LOS) B or C and the project would retain the existing LOS. Mayor Matsumoto queried
whether "peace" had been made with the neighborhood. Mr. Agee stated they held a community
meeting with a decent turnout. He discussed concerns expressed by residents regarding traffic,
parking and safety and mitigation measures to address those concerns. Mayor Matsumoto asked
whether the Police Department reviewed traffic safety. Planning Manager Mehra stated Engineering
would review traffic plans. Mr. Banducci explained that there was no through way which would
reduce traffic impacts. Councilmember Addiego stated that would eliminate the potential for 40% of
the traffic.
Mayor Matsumoto asked about the landscape plans. Mr. Agee stated plans were with staff for review
and approvals. Planning Manager Mehra explained that the Design Review Board (DRB) reviewed
the landscape plans. Senior Planner Gross referenced Sheet L-1.0. Mayor Matsumoto requested
additional detail and images. Senior Planner Gross stated the DRB carefully reviewed landscape
species. Mayor Matsumoto advised that she had plant preferences.
Planning Commissioner Faria asked if the open space was for residents outside the development. Mr.
Banducci answered the open space would not be fenced but would not be advertised as a park.
In response to Planning Commissioner Wong, Mr. Agee stated there were no playground equipment
planned but there would be a large grassy area. Senior Planner Gross discussed the condition for a
common area for children to use recreationally. Mr. Banducci discussed efforts to maintain low HOA
dues.
Mayor Matsumoto stated the design did not have enough articulations or curvature. She asked the
location of the BMRs and AMI of the units. Mr. Agee stated the units were 80/90/110. Mr. Banducci
explained the location of the BMR units. Mayor Matsumoto expressed concern with the proposed
architecture. She asked what the selling range would be. Mr. Agee anticipated sales prices of $1.2 to
$15 Million.

Planning Commissioner Faria asked about maintenance of open space. Mr. Banducci stated the HOA
would take care of all open space and streets. Mr. Agee stated the size of the open space made it
challenging for the project to pencil out. Mr. Banducci stated each unit had a rear yard.
Councilmember Addiego discussed the site, fault line and amazing views. He stated he was
impressed by the project. Councilmember Addiego discussed the ideal sprinkling of BMR units
throughout but understood.
Planning Commissioner Shihadeh asked whether the fault location had been considered in the
economics. Greg Ruf, Geotechnical consultant, explained that all of California was an earthquake
hazard zone. He further explained damage caused by shaking. He discussed legislation related to
building within fault zones and studies of the specific site to determine the buildable area.
Councilmember Addiego asked about the Alquist Priolo Act of 1972 and the strike slip fault line.
Mr. Ruf explained that the fault was sliding as opposed to a thrust fault. Councilmember Addiego
asked about existing properties. Mr. Ruf pointed out the existing home currently built on the fault
line and stated there would be full disclosure to the buyers. Mr. Banducci stated there would be
upgraded structure design to withstand the fault.
Planning Commissioner Wong asked about the width of the fault line. Mr. Ruf stated the fault might
be six inches to two feet if it ruptured. He discussed fill over the San Andres Fault acting as a buffer.
He explained the California Building Code with respect to ground motion and structures. Mr. Ruf
provided foundation design recommendations to deal with ground movement.
Planning Commissioner Wong inquired whether the HOA fees would be the same. Mr. Agee
explained the calculation of HOA fees for BMR units.
Councilmember Addiego confirmed that the City Ventures BMR was higher.
Planning Commissioner Faria questioned the statute on the 2000 report.
Planning Manager Mehra advised the project would be presented to the City Council on March 13,
2019.
