Call to Order. TIME: 3:02 p.m.
Roll Call. PRESENT: Mayor Matsumoto, Councilmember Nagales,
President Baker, and Trustee Lujan
Agenda Review.
Public Comments.
Bob Richardson expressed concern about the playing field conditions in the parks. He suggested
posting signs in all the parks directing residents to the SeeClickFix application to report issues. Mr.
Richardson also suggested removing the infield lip from the City's baseball fields.
Matters for Consideration
Motion to approve the Minutes for the meeting of December 7, 2018.
Mayor Matsumoto and Superintendent Moore noted some discrepancies on the December 7, 2018
minutes they would like corrected.
Motion — Trustee Lujan / Second — President Baker to approve the Minutes from the meeting of
December 7, 2018. Unanimously approved by roll call vote.
2. Expansion of Before and After School and Summer Childcare Programs
2a. Expansion of Buri Buri Before and After School Program. (Sharon Ranals, Parks and
Recreation Director)
Parks & Recreation Director Ranals provided an update on the expansion of the Buri Buri Before and
After School Program. She stated Parks & Recreation were proposing an additional fifty (50)
children at Buri Buri and the budget amount was approximately $225,000 with the City taking a loss
of about $49,000 on the proposal based on the level of subsidy that's provided to the community that
fees do not cover.
City Manager Futrell added the City voluntarily subsidized about $1,000 a child for all the after
school programs.
2b. Request to Expand Ponderosa Before and After School Program. (Dr. Shawnterra Moore,
Superintendent)
Superintendent Moore provided an update on the School District's request for additional support to
expand the Ponderosa Before and After School Program.
City Manager Futrell confirmed meeting with Superintendent Moore regarding the expansion and
stated the moving costs were between $5,000 and $7,000.
Parks & Recreation Director Ranals stated the Ponderosa expansion was very similar to the Buri Buri
expansion although the capacity of the portal would be forty (40) children with the revenue being
slightly less. She was concerned over the improvements needed for the Foxridge Elementary portable
such as a ramp and perhaps a new roof.
President Baker asked whether the $5,000 to $7,000 moving costs didn't include renovation and
utilities. Superintendent Moore confirmed those where additional costs the School District would
need to incur.
Parks & Recreation Director Ranals recommended a backup plan in the event the portable would not
be installed on time to guarantee a space for the children.
President Baker queried how long it would take for utilities connection. Superintendent Moore stated
one (1) to two (2) months.
PUBLIC COMMENTS
Molly Levinson, resident, emphasized the importance of the after school care program and looked
forward to the expansion of the additional forty (40) slots for the upcoming school year.
Joe Cappello, resident, appreciated the work the City and South San Francisco School District was
doing for the community and looked forward to the expansion of the after school care program.
Yvette Yambao-Wacher, resident, commended the transparency from the City and South San
Francisco School District to residents and appreciated the work to expand the after school care
program.
City Manager Futrell suggested setting a drop dead date to give parents plenty of notice in the event
the project would not be completed on time for the new school year. Parks & Recreation Director
Ranals recommended July 1, 2019 as the drop dead date to have the portable in place. Pre School

Director Armanino suggested licensing the multi -use room (MUR) and moving the kids to the new
portable once completed that way parents would know now if there would be space for their kids.
President Baker questioned the difficulty of transferring the MUR license to the portable once
completed. Pre School Director Armanino replied they would simply just increase the capacity and
require the same paperwork as the MUR.
City Manager Futrell advised Parks & Recreation Director to add this as the FY 2019 Budget in
anticipation of this project with the concurrence of the School District Liaison Standing Committee.
Mayor Matsumoto is not opposed to the project but asked that members be mindful of the timing on
the meeting time.
2c. Extended Day Program for SSFUSD STEAM Summer School Program. (Sharon Ranals,
Parks and Recreation Director)
Parks & Recreation Director Ranals stated the item also went to the City Council on February 27,
2019 as a standalone mid -year budget item for the current fiscal year and was approved. She updated
the committee that Parks and Recreation would be providing the extended day component of the
School District STEAM Summer School Program. Parks & Recreation Director Ranals advised
Parks & Recreation would submit for reimbursement with the grant reimbursing the City for the staff
costs.
Ballfields.
3a. Request for update on construction of Buri Buri School sports field; community access to
Parkway Middle School; and status of SSFUSD Field reservation system to ensure priority
for co-sponsored community groups. (Mark Nagales, City Council)
Councilmember Nagales stated the City Council approved $1,000,000 in January to replace two play
fields at Buri Buri School including improvements in grading, drainage, natural turf, new dugouts,
bleachers and netting for the sports field. He advised Parks & Recreation would maintain the field
with part of the agreement would be for the School District to formalize and approve a revised use
policy for the use of the fields by April 1. Councilmember Nagales asked for the status of the policy.
He queried for the status on Parkway Middle School for allowing other sports teams to use it.
Assistant Superintendent Ted O advised the School District had a board meeting on March 28 where
the board members were given an update on the Buri Buri School sports field. He stated the
construction documents had been completed and construction beginning between June to December.
Assistant Superintendent O where rejected which caused a delay in construction by two months. He
advised the field should be ready by early 2020.
Assistant Superintendent O provided a brief update on the Parkway Middle School field. He stated
the field was currently used by the JV varsity team. Assistant Superintendent O advised Marco
Lopez, Principal at Parkway Middle School, had approved for baseball to be played at the field
during the summer.

Assistant Superintendent O provided an update on the SSFUSD Field reservation system. He stated
SSFUSD and City staff met to discuss ways of improving the field reservation process for fields and
the theater. Assistant Superintendent O advised that staff came to an agreement on the process that
worked for both sides.
Superintendent Moore confirmed SSFUSD and City staff had done a great job in resolving concerns
with the field reservation process and would continue to work together.
Parks & Recreation Director Ranals appreciated that the School District consulted with City staff on
the Buri Buri design process. She reported to the Committee that both SSFUSD and City staff would
continue to work together on the field reservation system and report back to the Committee when the
system is working like clockwork.
3b. City -maintained fields at school sites. (John Baker, School Board President)
President Baker provided clarification that the intent ofboth School District and City Council, when
the Buri Buri field finished construction that it fall back on the Joint Powers Agreement (JPA).
Parks & Recreation Director Ranals agreed and stated in exchange for that the community would
receive access to the field.
3c. Condition of the fields. (John Baker, School Board President)
President Baker reviewed the sports schedule and play readiness on the fields and wanted to insure
that the parents or interested parties be present at any discussion prior to the scheduled sessions to
reduce the public's angst as the season approached.
Parks & Recreation Director Ranals confirmed working with the league representative.
Councilmember Nagales met with the league coaches and forwarded their concerns with the Parks &
Recreation Director for review.
Parks & Recreation Director Ranals advised of the different rules of closures between fields with
artificial turf and natural grass fields such as the ones in South San Francisco. She mentioned that all
fields are not created equal with some fields draining better than others.
City Manager Futrell added that the City was spending a tremendous amount of money to maintain
the fields over the last five years. He stated the budget approved by City Council had increased the
amount of funding for field maintenance and adding personnel such as a groundskeeper. City
Manager Futrell also mentioned renovation of a number of fields including the Parks 11 Program
that would completely renovate 11 parks and fields.
Mayor Matsumoto inquired whether artificial turf fields were easier to maintain than natural grass
fields. Parks Manager Mediati stated the capital costs were higher with the life expectancy of the turf

being 8-12 years depending on the use. He added that the day to day maintenance on the artificial turf
field would be much less.
3d. Update on Orange Memorial Park Storm Water Capture Project, schedule for construction,
and closure of baseball field. (Sharon Ranals, Director of Parks and Recreation)
Parks & Recreation Director Ranals provided an update on the Orange Memorial Park Storm Water
Capture Project that Parks & Recreation collaborated with Public Works. She stated the City
received a grant from Caltrans for $9.5 million to install an underground water capture system which
would clean water coming down Colma Creek. She advised City would meet with the community for
input on whether to replace the fields with artificial turf. Staff's recommendation would be to install
artificial turf at Orange Park and use the field as a multi-purpose soccer and baseball field. She
advised the estimated completion date for the storm water project would be August of 2021 and start
the field restoration project immediately thereafter looking at completion by the summer of 2022.
President Baker commented the fields at community colleges were great examples of local artificial
turf baseball fields.
Aubrey Merriman, CEO of the Boys & Girls Clubs queried whether there would be any impact on
the parking structure at Orange Park. Parks & Recreation Director Ranals confirmed there would not
be any impact.
4. Mission Road traffic. (John Baker, School Board President)
President Baker reminded City staff to coordinate with the School District regarding road closures at
the Public Utilities Commission (PUC) site so the affected schools could relay that information to
their staff and parents.
City Manager Futrell confirmed City staff would provide that information.
5. Housing.
5a. Housing. (Daina Lujan, Trustee)
Trustee Lujan provided an update on workforce housing for teachers. She attended the last San
Mateo County School Board Association (SMCSBA) meeting and heard discussion on the northern
region of San Mateo County was moving forward with teacher housing.
5b. SSFUSD Employee Workforce Housing Update. (Dr. Shawnterra Moore, Superintendent)
Superintendent Moore provided an update on employee workforce housing with the School District
focusing on the financial feasibility for phase 3 of the project.

Items from Committee
Mayor Matsumoto participated at the San Mateo County Office of Education Safe Routes to
School (SRTS) summit. She stated City staff from Parks & Recreation, Public Works, Police
were also present.
President Baker stated he and representatives from SRTS observed the traffic on West Orange
Avenue and noticed a large amount of vehicles speeding despite having flashing crosswalks and
stop sign on C Street.
Mayor Matsumoto requested adding the date of the next School District Liaison Standing
Committee meeting to the agenda.
