PRESENTATIONS
· Update on gang activity in the community - Police Corporal Bruce McPhillips, School
Liaison Officer, gave a visual presentation that provided information on various
Countywide programs, such as Project "Safe Summer", initiated to combat gang
activities. He further discussed the progress the police department has made to reduce
gang violence, enforcement strategies, and the gang reduction information database
(GRID).
· Revitalization of Willow Gardens - Housing and Redevelopment Manager Norma
Fragoso gave a visual presentation highlighting the fac;ade improvements made by Mid-
Peninsula Housing Coalition.. There was a comparison of the before and after work,
both interior and exterior, and a review of code enforcement activities.

PUBLIC COMMENTS
Mr. Roy Bava, resident, made a public announcement that the Plymire-Schwarz House was
celebrating its 100th anniversary on October 2, 2005, from 10:00 a.m. to 2:00 p.m. He stated
that any assistance the City could provide that day, regarding police and fire services, would be
appreciated.
The following residents spoke with concern regarding the tall pine trees that border their homes
around Westborough Park. The property owners stated that the trees damaged their homes
during rainstorms, and that the pine needles clog downspouts and drain pipes, and are a fire
hazard.

In response to Mayor Green's direction to follow up on the matter, City Manager Nagel stated
the City does have a tree ordinance, the trees will be examined for health and safety problems,
and staff will contact the residents and report back to Council.

Councilmembers reported on attendance at community and regional events, announced
upcoming events and fundraisers, and acknowledged members of the community for their
contributions.
Councilwoman Matsumoto gave an update on the Orange Memorial Park community building
design subcommittee meeting (Fernekes/Matsumoto). She further stated that the Terrabay
Phase III design subcommittee (Fernekes/Matsumoto) met with the developer to discuss the
proposed mixed-use development. Councilwoman Matsumoto requested tonight's meeting be
adjourned in memory of Carolyn Lee Mitsuda, a long time resident of South San Francisco.
Mayor Pro Tern Fernekes reported on the recent Day in the Park subcommittee meeting
(Fernekes/Matsumoto) and that a status report will be given at the August 24 Council meeting.
The Farmers Market subcommittee (Fernekes/Matsumoto) met with Kaiser Permanente
representatives to discuss a proposal to hold a farmers market at its EI Camino Real facility on
Tuesdays. He stated the matter will be considered at a future Council meeting.
In reference to the Aetna Realty lawsuit, City Attorney Williams advised Council that the State
Court of Appeals affirmed the San Nlateo County Superior Court's decision in the City's favor
upholding the general plan's designation of 25 acres on the north side of Sign Hill as open
space, one unit per acre, with no clustered housing.

1. Motion to approve the minutes of July 13, 2005
2. Motion to confirm expense claims of July 27,2005 in the amount of$5,729,376.84
3. Resolution No. 85-2005, authorizing amendment to the professional services agreement
with Meyers, Nave, Riback, Silver and Wilson
4. Resolution No. 86-2005, approving the proposed updated SFO/Community Roundtable
Memorandum of Understanding
5. Resolution No. 87-2005, authorizing the installation of stop signs on Railroad Avenue at
Magnolia Avenue

6. Motion to accept the Common Greens Irrigation Upgrade Project as complete in
accordance with plans and specifications
7. Resolution No. 88-2005, authorizing the submittal of an application to the Bay Area Air
Quality Management District for funds to reduce emissions from eight South San
Francisco Scavenger Company solid waste collection vehicles in the amount of $88,200
8. Resolution No. 89-2005, accepting grant funding from various sources to support the
Library's Artist in the Middle, Reader Leader and Summer Reading Club programs in
the amount of $28,233
Motion-Matsumoto/Second-Garbarino: To approve the Consent Calendar as submitted.
Unanimously approved by voice vote.
PUBLIC HEARING
9. Consideration of a resolution establishing Stormwater Management Program charges for
the FY 2005-06 and a resolution adopting the Finance Director's Report on FY 2005-06
Stormwater Management Service Fees
Public hearing opened.
Staff report presented by WQCP consultant, Ray Honan.
Public hearing closed.
Motion/Fernekes/Second-Garbarino: To approve Resolution No. 90-2005 approving
stormwater management service charges for FY 2005-2006 and Resolution No. 91-2005
adopting a report of stormwater management services fees for FY 2005-2006 pursuant to
SSFMC Section 14.04.110. Unanimously approved by voice vote.
ADJOURNMENT
Being no further business, Mayor Green adjourned the meeting in memory of Carolyn Lee
Mitsuda at 8:37 p.m.
