Citizens Academy Program - Police Corporal Mike Rudis gave a visual overview of the 14-week program that will begin in September and end in January 2006 and is free to the public. The program educates the community on Police Department services. AGENDA REVIEW PUBLIC COMMENTS ITEMS FROM COUNCIL No changes. None. . Announcements . Committee Reports . Update on Conference Center Authority/Business Improvement District Councilmembers reported on attendance at community and regional events, announced upcoming events and fundraisers, and acknowledged members of the community for their contributions. Councilmember Garbarino requested the meeting be adjourned in memory of Elsa Duri. Councilwoman Matsumoto reported that she attended the County's Bicycle/Pedestrian Advisory Committee meeting and that there are plans to fund more pedestrian projects that the City can apply for. She provided an update on the San Mateo County Convention and Visitors Bureau's Business Improvement District. She stated the assessment process is off to a good start this year and that quarterly reports will be made by the SMCC&VB. Councilman Gonzalez stated he attended the SamTrans meeting regarding the closing of BART stations on weekends and spoke in support of keeping the South San Francisco BART station open. He read an informational letter stating that the San Francisco PUC will be providing optimal levels of fluoridated drinking water to California Water Service customers by this fall. Mayor Green requested the meeting also be adjourned in memory of Ruth Kruidenier. CONSENT CALENDAR 1. Motion to approve the minutes of July 23 and 27, 2005 2. Motion to confirm expense claims of August 10, 2005 in the amount of $1 ,555,506.89 3. Resolution No. 92-2005, authorizing acceptance ofa Library Services and Technology Act grant to provide tuition reimbursement in the amount of $2,881 4. Resolution No. 93-2005, authorizing acceptance of funding from California State Library to support Project Read in the amount of $20,000 5. Resolution authorizing agreement with Callander Associates, Inc. to develop conceptual EI Camino Real Highway Landscape Master Plan in an amount not to exceed $80,000 Item pulled from Consent Calendar. 6. Acknowledgement of proclamation issued: Samoan Flag Day Celebration, 8/6/05 Councilwoman Matsumoto requested Item No.5 be removed from the Consent Calendar. Motion-Gonzalez/Second-Garbarino: To approve the Consent Calendar, with the exception of Item No.5. Unanimously approved by voice vote. Item No.5: Councilwoman Matsumoto asked for clarification on Section 1.03 of the scope of services to look at elements of the "Grand Boulevard" concepts and Public Works Director White and Mr. Brian Fletcher, Callander Associates, responded that the meeting with SamTrans is to obtain information only and to report back what may be applicable. Motion-Fernekes/Second-Matsumoto: To approve Resolution No. 94-2005, authorizing a contract agreement between Callander Associates, Inc. and the City of South San Francisco. Unanimously approved by voice vote. PUBLIC HEARING Interim City Attorney Williams recommended that Council hold public hearings for Items 7 and 8 simultaneously. Consideration of the reclassification of two contiguous parcels, totaling 8.2 acres, located at 501 and 543 Forbes Boulevard into the Genentech Research & Development Zoning Overlay District in accordance with SSFMC Chapter 20.39,20.40 and 20.87; Owner: Genentech, Inc.; Waive reading and introduce an ordinance; and 8. Consideration of rezone (RZ04-0003) and negative declaration (ND04-0004) of a single 14.1 acre developed parcel, located at 501-1313 Grandview Drive, from Planned Industrial to Genentech Research and Development Overlay District; Owner: Genentech, Inc.; Waive reading and introduce an ordinance Public hearing opened. Visual presentation and staff report given by Chief Planner Sparks. Mr. John Monfredini, Pacific Agri Products, 477 Forbes Boulevard, stated his concern regarding his company's property that might possibly be subject to eminent domain or re-zoning at some point in the future due to Genentech's growth. Public hearing closed. In response to Mayor Pro Tern Fernekes' question regarding the location of 477 Forbes Boulevard (Pacific Agri Products), staff clarified that the property is not in a redevelopment area and would therefore not be subject to eminent domain. Mayor Pro Tern Fernekes requested Mr. Monfredini be provided information on this related to the eminent domain process. Councilman Gonzalez requested information on Genentech's plans for future expansion and how property will be obtained. Genentech representative, Ms. Lisa Sullivan, advised Council that Genentech obtained the proposed three parcels on Forbes and Grandview on the open market; Genentech is looking at leasing available space, and that a master plan is being prepared. Councilwoman Matsumoto stated concerns regarding Genentech's handicap parking requirements and meeting ADA standards. She directed staff to prepare a report on the parking ratio. She asked that the date for environmental checklist initial study circulated be corrected from June 22, 2006 to June 22,2005. Councilwoman Matsumoto asked that she be provided a copy of Genentech's annual report annually. She stated concerns and questioned the traffic impacts in the Genentech campus area, the number of Genentech employees, how Genentech's parking ratio was derived, growth and development projections, infrastructure, and the need for a build-out plan for EIOI. She asked staff to provide a quarterly report on Bay trail improvements/enhancements. She suggested that no further issues be addressed until Genentech submits its master plan. Councilman Gonzalez questioned how Genentech's accelerated growth has affected infrastructure and if there have been problems and staff responded that previously planned improvements have also been accelerated and that the City is keeping a step ahead. REGULAR CITY COUNCIL MEETING MINUTES AUGUST 10, 2005 PAGE 3 Mayor Green confirmed that Genentech does contribute financially toward infrastructure improvements. Mayor Pro Tern Fernekes addressed the purpose of the 1999 General Plan and how the City adjusts accordingly to accelerated business growths, such as with Genentech. Councilwoman Matsumoto reiterated her concern that Genentech's master plan be updated so it can stay on track with the General Plan. In response to Councilman Garbarino's questions regarding the further development of parcels by Genentech, Chief Planner Sparks stated that the proposal currently before Council is for surface parking and is appropriate. Assistant City Manager Van Duyn provided information on how the General Plan works and how it is applied. He addressed the fees and rates that the EIOl businesses pay for infrastructure expansion to meet growth. He further stated that staff monitors Genentech's discharges, traffic and parking. Councilwoman Matsumoto suggested the master plan be required every five years due to their accelerated growth. In response to Councilman Gonzalez's concern regarding the recycling of concrete, Ms. Carla Boragno, senior director of project engineering, explained that every opportunity to recycle is taken and that the contractors' hired have aggressive programs for recycling concrete, steel and wood and are used elsewhere in the projects. Motion-Fernekes/Second-Garbarino: To waive reading and introduce ordinances 1) amending the City of South San Francisco Zoning Map to change the land use designation of 501 and 543 Forbes Boulevard from Planned Industrial (P-I) to Genentech Research and Development Overlay (Genentech R and D Overlay District) Zone District, and 2) to change the land use designation of 501 and 1313 Grandview Drive from Planned Industrial (P-I) to Genentech Research and Development Overlay (Genentech Rand D Overlay District) Zone District, and certifying the negative declarations. Unanimously approved by voice vote. (Recess: 8:42 pm - 8:52 pm) 9. Consideration of appeal of Planning Commission decision to deny a use permit (UP-05- 0004) and mitigated negative declaration (MND05-0002) to allow the construction of a new 35,709 s.f. manufacturing building, at 642 Forbes Boulevard (Building 51, fill line facility), on the lower facility area of the Genentech campus in accordance with SSFMC Chapters 20.039.060, 20.40.050 and 20.85; Owner: Genentech, Inc. Public hearing opened. Visual presentation and staff report presented by Chief Planner Sparks. He stated that the recommendation is to approve the appeal subject to the findings, conditions of approval and mitigation monitoring and reporting plan. REGULAR CITY COUNCIL MEETING AUGUST 10,2005 MINUTES PAGE 4 Mr. Charles Calderero, vice president of corporate engineering, spoke briefly regarding the appeal and the proposal. Mr. Tim Moore, vice president of South San Francisco manufacturing, gave a visual presentation and provided information on Genentech's recent successes, the design and construction standards for a modular facility, and stated that the facility will save 18 months construction time. Mr. Tom Gilman, principle for DES Architects, presented a site overview, exterior features that were incorporated into the project design, and landscaping improvements. Public hearing closed. Mayor Pro Tern Fernekes disclosed that he discussed Building 51 with various Genentech representatives in the past month. He stated his preference to the traditional building, but understands the emergency situation. Councilmembers Garbarino and Gonzalez discussed with Mr. Moore the timeline and quality of the facility and its origin, which Mr. Moore stated is constructed in Sweden. Councilmembers stated their preference to the more traditional building, but found the modular building to be aesthetically well designed. Councilwoman Matsumoto stated she did not oppose the manufacturing use at 642 Forbes Boulevard, but objected to the construction of a modular facility that will set a precedent by lowering the City's standards for quality developments. She questioned if Genentech will be proposing future modular facilities and Mr. Moore stated that this was the only modular planned for South San Francisco, although he could not guaranty that the necessity wouldn't occur again. Mayor Green stated his support for the proposal and indicated that the Planning Commission members who voted "no" did not satisfactorily explain how they arrived at their conclusion to deny the project. Mayor Pro Tern Fernekes stated support for the proposal and that he continues to strive for quality projects in the community. He stated that Genentech has adequately met the City's requirements and that Building 51 will blend in with other nearby buildings. Councilwoman Matsumoto stated concerns that comments by the Design Review Board were not incorporated into the exterior design. Councilman Gonzalez questioned the effect this type of product will have on local construction companies and stated he would be more supportive if the product was from California. Councilman Garbarino stated he would not have supported the proposal if it was for an administrative use, but because it's a production facility with an urgent need he is willing to make an exception. ADMINISTRATIVE BUSINESS 10. Resolution granting temporary approval to Kaiser Hospital to operate a farmers' market for their employees for an eight week trial period and execute agreement with Pacific Coast Farmers' Market Association Staff report presented by City Manager Nagel. Councilman Garbarino asked for confirmation that the market day will not change to weekends, and staff substantiated that the agreement specifies weekdays. Mayor Pro Tern Fernekes requested that any changes to the proposal be brought back to the Council subcommittee (Fernekes/Matsumoto) for approval. Motion-Fernekes/Second-Garbarino: To approve Resolution No 95-2005, granting temporary approval to Kaiser Permanente to operate a Farmers' Market for their employees and clients for an eight-week trial period and authorizing the City f\.1anager to execute agreements necessary for the operation of the market during the temporary trial period. Unanimously approved by voice vote. 11. Motion to approve the names of trails at Sign Hill Park Staff report presented by Recreation and Community Services Director Ranals, Recreation Program Supervisor Gus Vellis, and Parks Maintenance Supervisor Frank McAuley. Supervisor McAuley announced a park trail dedication will be scheduled for October. Councilman Gonzalez asked that a future trail be named after one of our Spanish forefathers. Supervisor McAuley stated a picnic area off of Spruce Avenue is being considered and may provide the opportunity as Councilman Gonzalez suggested. Motion-Garbarino/Second-Matsumoto: To approve the names of trails at Sign Hill Park. Unanimously approved by voice vote. COUNCIL COMMUNITY FORUM No report.
