ORDINANCE NO. 1362-2005
AN ORDINANCE AMENDING 'THE Crry OF SOUT'I-I SAN
FRANCISCO ZONING MAP TO CI-IANGE T'HE LAND USE
DESIGNATION OF 501-1313 GRANDVIEW DRIVE FROM PLANNED
INDUST'RIAL (P-I) 'TO GENENTECI-I RESEARCI-I AND
DEVELOPMEN1-' OVERLAY (GENEN1'ECH R AND D OVERLAY
DIS1-'RICT) ZONE DIS1'RICT
WHEREAS, the property is designated "Planned Industrial" in the 1999 General Plan; and
WHEREAS, the reclassification will not change the land use classification, approved uses or
increase the approved density in the East of 101 Area over that analyzed in the South San Francisco
General Plan Enviromnental hnpact Report; and
WHEREAS, the City of South San Francisco Planning COlllinission held a duly noticed
public hearing July 21, 2005; and
WHEREAS, on July 21, 2005, the Planning COlnmission found that the above described
reclassification will ensure internal consistency in the General Plan; and
WHEREAS, the above described rezoning will ensure internal consistency in the General
Plan; and
WHEREAS, as required by the "Adlninistrative Procedure" (SSFMC Section 20.87) and the
"Research & Development Overlay District Regulations" (SSFMC Section 20.39.040 (B) (iii), the
following findings are made in support of the rezoning, based on public testimony and materials
sublnitted to the City of South San Francisco Planning Division:
a) The proposed project is consistent with the City's General Plan, which designates
this site for Business and Technology Park use;
b) The proposed project is cOlnpatible with the intent and purpose of the "Research
and Development Overlay District" (SSFMC Chapter 20.39.050 (a), (b) and (c)) in
the City's Zoning Ordinance which provides that "Development standards are
requirements of the underlying zoning district including, but not limited to,
building setbacks, lot coverage and floor area ratio may be mnended for the
properties to be reclassified;"
c) The proposed project meets all standards of the "Genentech Research and
Development Overlay District" (SSFMC Chapter 20AO). The project complies
with the Purpose, Definitions, Design review, and Developlnent standards and
requirements of the Genentech Research and Development Overlay District; and
WHEREAS, the above described rezoning will not change the land use classification, change
the approved uses, or increase the approved density in the East of 101 Area over that which was
analyzed in the South San Francisco General Plan Enviromnental Impact Report; and
WHEREAS, the City has prepared a Negative Declaration in accordance with the provision
of CEQA, as amended; and
WHEREAS, on July 21, 2005, the Planning ComInission took public testimony and
considered the information contained in the staff report, orally presented by City staff and
recommended approval of the Negative Declaration; and
WHEREAS, the City of South San Francisco Planning Commission held a duly noticed
public hearing July 21, 2005 on the adequacy of the proposed amendment to the Zoning Map and
recormnended approval of smne.
NOW THEREFORE, the City Council of the City of South San Francisco does hereby
ORDAIN as follows:
. SECTION 1. AMENDMENTS
The City Council hereby amends the City of South San Francisco Zoning Map for 501-1313
Grandview Drive by changing the zoning designation froIn Planned Industrial (P-I) to Genentech
Research and Development Overlay District (Genentech Rand D Overlay District).
SECTION 2. SEVERABILITY
If any provision of this ordinance or the application thereof to any person or circumstance is held
invalid, the remainder of this ordinance, including the application of such part or provision to other
persons or circuInstances shall not be affected thereby and shall continue in full force and effect. To
this end, provisions of this ordinance are severable. The City Council of the City of South San
Francisco hereby declares that it would have passed each section, subsection, subdivision, paragraph,
sentence, clause, or phrase hereof irrespective of the fact that anyone or more sections, subsections,
subdivisions, paragraphs, sentences, clauses, or phrases be held unconstitutional, invalid, or
unenforceable.
SECTION 3. PUBLICATION AND EFFECTIVE DATE
This Ordinance shall be published once, with the names of those City Councilmembers voting
for or against it, in the San Mateo Times, a newspaper of general circulation in the City of South
San Francisco, as required by law, and shall become effective thirty (30) days from and after its
adoption.

City Council held the 24th day of, August, 2005 by the following vote:
