Under Oral Communications, at the beginning of the meeting, persons wishing to speak on any subject not on the Agenda will have 3 minutes to discuss their item. The Clerk will read the name and type of application to be heard in the order in which it appears on the Agenda. A staff person will then explain the proposal. The first person allowed to speak will be the applicant, followed by persons in favor of the application. Then persons who oppose the project or who wish to ask questions will have their turn. If you wish to speak, please fill out a card (which is available near the entrance door) and give it, as soon as possible, to the Clerk at the front of the room. When it is your turn, she will announce your name for the record. The Commission has adopted a policy that applicants and their representatives have a maximum time limit of 20 minutes to make a presentation on their project. Non-applicants may speak a maximum of 3 minutes on any case. Questions from Commissioners to applicants or non-applicants may be answered by using additional time. When the Commission is not in session, we'll be pleased to answer your questions if you will go to the Planning Division, City Hall, 315 Maple Avenue or telephone (650) 877-8535 or by e-mail at [email protected]. Master Sign Program and Design Review for signage at 800 - 890 Dubuque Avenue in the Freeway Commercial Zoning District in accordance with SSFMC Chapters 20.110, 20.360, 20.460 & 20.490. PUBLIC HEARING Report regarding consideration of an application for Design Review and Minor Use Permit to construct a new carwash facility at 246 South Spruce Avenue in the Mixed Industrial (MI) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code and determination that the project is categorically exempt from CEQA. Report regarding a resolution approving a request for a Use Permit and Design Review to construct a new manufacturing facility (B-50) at 680 Forbes Boulevard in the Genentech Master Plan (GMP) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code and making a determination that the 2019 B-50 Addendum adequately analyzes the project in relation to the previously certified 2007 Master EIR and the 2012 Supplemental Master EIR (2007 MEIR/2012 SMEIR), that the project is fully within the scope of environmental analysis as described in the 2007 MEIR/2012 SMEIR, and no further environmental review is required per CEQA Guidelines Section 15164 and 15162. Page 4 City of South San Francisco Printed on 10/31/2019 November 7, 2019Planning Commission Regular Meeting Agenda Resolution making findings and (1) determining that a project to construct a new manufacturing facility (B-50) at 680 Forbes Boulevard in the Genentech Master Plan (GMP) Zoning District in accordance with Title 20 of the South San Francisco Municipal Code is fully within the scope of environmental analysis as described in the previously certified 2007 Master EIR and the 2012 Supplemental Master EIR (2007 MEIR/2012 SMEIR)and Mitigation Monitoring and Reporting Program, the 2019 B-50 Addendum (ND19-0002) adequately analyzes the project in relation to the 2007MEIR/2012 SMEIR, and no further environmental review is required pursuant to CEQA Guidelines Section 15164 and 15162; and (2) approving a request for a Use Permit (UP19-0014) and Design Review (DR19-0038) for the proposed project at 680 Forbes Boulevard. 5a. Report regarding a request for a Use Permit and Design Review to demolish an existing building (B-4) and construct a new at grade parking lot with 566 parking spaces (227 existing spaces and 339 new spaces) at 1 DNA Way in accordance with Title 20 of the South San Francisco Municipal Code and determination that the project is categorically exempt from CEQA. Report regarding consideration of a Design Review Modification (DR19-0044) to alter the site plan and exterior appearance of a previously entitled project to construct two new office/R&D buildings (one 4- and one 5-stories) totaling 326,020 sf, and a 3-level parking structure on a 7.48 acre site in the Business Technology Park (BTP) Zone District and determination that the project is consistent with the 2012 Partial Recirculated Environmental Impact Report (EIR) as the project is fully within the scope of the 2012 Partial Recirculated EIR and thus no additional environmental review is required pursuant to CEQA Guidelines Sections 15162 and 15164.
