ROLL CALL: Councilmembers Addiego, Nagales, Nicolas, Vice Mayor Garbarino and
Mayor Matsumoto.
AGENDA REVIEW: No changes.
PUBLIC COMMENTS - comments are limited to items on the Special Meeting Agenda.

ADMINISTRATIVE BUSINESS
1. Report regarding Board and Commission interviews and appointments to the Bicycle Pedestrian
Advisory Committee, Conference Center Authority, Cultural Arts Commission, Housing Authority,
Housing Authority Tenant, Library Board and San Mateo County Mosquito & Vector Control
District. (Rosa Govea Acosta, City Clerk).
a. Interview Applicants for Multiple Positions:
6:30 p.m.: Kalen Jennings (BPAC and Cultural Arts Commission)
6:40 p.m.: Kimberly Abold (BPAC, San Mateo County Mosquito and Vector Control District)
6:50 p.m.: Reena Maharaj (Conference Center Authority, Cultural Arts Commission, Housing
Authority Commission, and Library Board)
7:00 p.m.: Kristina Anderson (Conference Center Authority, Library Board, San Mateo County
Mosquito and Vector Control District, Cultural Arts Commission, and BPAC)
7:10 p.m.: Francois Camou (Conference Center Authority and Housing Authority Commission)
7:20 p.m.: Dee Ann Paron (Cultural Arts Commission and Library Board)
Council interviewed applicants Maharaj, Anderson, Camou, and Paron, with the exception of applicants
Abold and Jennings. Applicant Abold withdrew her application from consideration and applicant Jenning
did not attend the scheduled interview.
b. Interview Applicant for BPAC:
7:30 p.m.: Tyler Birch
Applicant Birch did not attend the scheduled interview.
c. Interview Applicants for Cultural Arts Commission:
7:50 p.m.: Valerie Higgins
8:00 p.m.: Dalia Grybinas
8:10 p.m.: Maria Teresa Avelar

Meeting Resumed. 7:50 p.m.
Council interviewed applicants Grybinas and Avelar. Applicant Grybinas was interviewed at 7:38 p.m.
and applicant Higgins did not attend the scheduled interview.
d. Interview Applicant for Housing Authority Tenant Commission:
8:20 p.m.: Melinda Murillo
Council interviewed applicant Murillo.

e. Interview Applicants for Library Board:
8:40 p.m.: Mary Giusti
8:50 p.m.: Ramona Altamirano
Council interviewed applicants Giusti and Altamirano.
f. Discussion and consideration of appointment of applicant to the BPAC. Council may appoint
one (1) applicant to a term expiring July 7, 2020. Applicants: Abold, Anderson, Birch,
Jennings.
After discussion and voting, Council appointed applicant Anderson to the Bicycle and Pedestrian
Advisory Committee (BPAC).
Motion— Councilmember Addiego/ Second — Councilmember Nicolas to appoint Kristina Anderson to the
Bicycle and Pedestrian Advisory Committee (BPAC) for a term expiring July 7, 2020. Unanimously
approved by roll call vote.
g. Discussion and consideration of appointment of applicant to the Conference Center Authority
Business Representative. Council may appoint one (1) applicant to a term expiring March 7,
2022. Applicants: Camou, Maharaj.
After discussion and voting, Council appointed applicant Camou to the Conference Center Authority
Business Representative.
Motion— Vice Mayor Garbarino/ Second — Councilmember Addiego to appoint Francois Camou to the
Conference Center Authority Business Representative for a term expiring March 7, 2022. Unanimously
approved by roll call vote.

h. Discussion and consideration of appointment of applicant to the Conference Center Authority
Community Representative. Council may appoint one (1) applicant to a term expiring March 7,
2022. Applicants: Anderson, Maharaj.
After discussion and voting, Council appointed applicant Maharaj to the Conference Center Authority
Community Representative.
Motion— Councilmember Nagales/ Second — Councilmember Addiego to appoint Reena Maharaj to the
Conference Center Authority Community Representative for a term expiring March 7, 2022. Unanimously
approved by roll call vote.
i. Discussion and consideration of appointment of applicant to the Cultural Arts Commission.
Council may appoint one (1) applicant to a term expiring June 7, 2020.
Applicants: Anderson, Avelar, Grybinas, Higgins, Jennings, Maharaj, Paron.
After discussion and voting, Council appointed applicant Avelar to the Cultural Arts Commission.
Motion— Councilmember Nicolas/ Second — Vice Mayor Garbarino to appoint Maria Teresa Avelar to the
Cultural Arts Commission for a term expiring June 7, 2020. Unanimously approved by roll call vote.
j. Discussion and consideration of appointment of applicant to the Housing Authority Commission.
Council may appoint one (1) applicant to a term expiring October 7, 2023.
Applicants: Camou, Maharaj.
Council provided direction to staff, no action taken.
k. Discussion and consideration of appointment of applicant to the Housing Authority Tenant
Commission. Council may appoint one (1) applicant to a term expiring October 7, 2021.
Applicant: Murillo.
After discussion and voting, Council appointed applicant Murillo to the Housing Authority Tenant
Commission.
Motion— Councilmember Addiego/ Second - Councilmember Nicolas to appoint Melinda Murillo to the
Housing Authority Tenant Commission for a term expiring October 7,202 1. Unanimously approved by roll
call vote.
I. Discussion and consideration of appointment of applicant to the Library Board. Council may
appoint one (1) applicant to a term expiring December 7, 2022. Applicants: Altarmirano,
Anderson, Giusti, Maharaj, Paron.
After discussion and voting, Council appointed applicant Giusti to the Library Board.
Motion— Vice Mayor Garbarino/ Second - Councilmember Nicolas to appoint Mary Giusti to the Library
Board for a term expiring December 7, 2022. Unanimously approved by roll call vote.

Vector Control District. Council may appoint one (1) applicant to a term expiring December
31, 2021. Applicants: Abold, Anderson.
Council provided direction to staff, no action taken.
