4. Redevelopment Agency - Study Session: Discussion of the projected Fall 2005
Redevelopment Agency bond sale
Executive Director Nagel opened the session, explaining the purpose of the meeting, asking
for feedback on the projects that are being proposed or to suggest additional projects. He
stated that a bond sale is being recommended for January 2006.
Assistant Director Van Duyn presented a Power Point presentation and gave a detailed
presentation of identified potential projects and strategies for implementation. (Copy of
presentation distributed.)
Vice Chair Fernekes asked that staff stay informed of the school district's surplus property
committee meetings and any discussions regarding property sale. He asked that staff look
into the Naylor Act (surplus school sites) related to designating areas for recreational use.
Vice Chair Fernekes stated interest in a second senior housing project similar to the
Chestnut Avenue project. Boardmembers concurred.
Boardmember Gonzalez stated interest that the Oyster Point Marina improvements include
funding for the water transit terminal.
In response to Boardmember Matsumoto's question regarding the timeline for the Oyster
Point master plan, staff indicated that ROMA Design has been contacted to prepare the
plan and that a draft will probably be presented in the first quarter of 2006.
Boardmember Garbarino stated his interest in the fire-training tower. A discussion of the
new Fire Station 61 bidding process ensued and staff stated the tower and training facility
were not designed or bid, only the utilities for those structures have been installed as part of
the original bid.
In summation, Assistant Director Van Duyn stated that staff will have Seifc~l Consulting,
Inc. complete the fiscal analysis and then have the bond underwriter review it before it is
brought back to the Board in November.
