MINUTES SPECIAL MEETING COMMUNITY DEVELOPMENT BLOCK GRANT STANDING COMMITTEE OF THE CITY OF SOUTH SAN FRANCISCO P.O. Box 711 (City Hall, 400 Grand Avenue) South San Francisco, California 94083 Meeting held at: CITY HALL CITY MANAGER'S CONFERENCE ROOM 400 GRAND AVENUE SOUTH SAN FRANCISCO, CA TUESDAY, FEBRUARY 18, 2020 2:00 p.m. AGENDA REVIEW None. PUBLIC COMMENTS None. MATTERS FOR CONSIDERATION Time: 2:02 p.m. PRESENT: Mayor Garbarino and Councilmember Nicolas Motion to approve the Minutes from the meeting of March 15, 2019. Motion - Councilmember Nicolas / Second —Mayor Garbarino: to approve the minutes. The motion carried unanimously. 2. Study Session to review Community Development Block Grant applications and fiscal year 2020-2021 budget allocation. (Kris Romasanta, Community Development Coordinator) Coordinator Romasanta stated that the purpose of the study session was to review applications the City received for Community Development Block Grant (CDBG) funding and determine funding priorities for the Fiscal Year (FY) 2021 CDBG budget. Following the Budget Standing Committee meeting, the City Council will hold a public hearing to assess the needs of the community and hear presentations from various organizations seeking funding from the CDBG program. The Budget Standing Committee's preliminary review of applications along with the public hearing will form the City's CDBG Annual Action Plan, which is an annual summary of actions and activities funded by CDBG funds. The final adopted FY 2021 CDBG Annual Action Plan must be submitted to HUD by May 15, 2020. Councilmember Nicolas inquired about the Community Overcoming Relationship Abuse (CORA) Safe House Program and why the total cost per person was significantly higher in South San Francisco than Redwood City and County of San Mateo. Coordinator Romasanta stated that Redwood City and County of San Mateo had more leveraged funding therefore they had a reduced amount per person. Mayor Garbarino inquired whether there would be enough housing funds available to grant the following organizations what they were requesting: Legal Aid Society of San Mateo County: $12,300 HIP Housing: $12,000 Samaritan House: $16,000 StarVista: $11,000 United Way of the Bay Area: $7,800 ECD Deputy Director Selander advised that there was sufficient funding and suggested funding organizations that will create the most impact in the community. Councilmember Nicolas recommended additional funding to Friends for Youth and Renaissance Entrepreneurship. Coordinator Romasanta expressed her concern with the recommendation and indicated that Friends for Youth and Renaissance Entrepreneurship focused most of their work in the mid -peninsula region. Deputy Director Selander added that Friends for Youth did not meet the program guidelines for CDBG funding. Mayor Garbarino shared the benefits that Friends for Youth could provide to the community given their funding request of $5,000. He recommended funding the program to help fund additional programs in the north county. Mayor Garbarino recommended reducing the allocated amount from Life Moves to $20,000 and allocating $5,000 to Friends for Youth. Coordinator Romasanta stated the Center for Independence of Individuals with Disabilities (CID) program requested a funding reduction of $20,000 for this FY due to challenges they encountered in identifying eligible households for their modification program. Coordinator Romasanta recommended reducing allocations for El Concilio of San Mateo County by $9,500 based on their performance in the last 18 months. She reported that last year they met 50% of their goal and met 40% of their goal the previous year. Coordinator Romasanta recommended moving forward with staff's recommendation of fully funding Irish Town Green park project. Parks Manager Richardson provided an update on the park project. Councilmember Nicolas inquired whether the amount requested would be the final amount to complete the project. Parks and Recreation Deputy Director Mediati advised the requested amount would cover phase 2 of the project and would make the park safe to open to the public. ECD Director Greenwood projected phase 2 to be a three to six month project to be completed. Parks and Recreation Deputy Director Mediati believed community meetings would be beneficial when designing the dog park. Mayor Garbarino inquired which soccer fields were currently available for kids. Parks and Recreation Deputy Director Mediati stated that Orange Park was the only soccer field owned by the City and Terrabay which was owned by the School District but maintained by the City. Councilmember Nicolas inquired whether there was a way to allocate additional funds to the Irish Town Green park project to expedite the completion. Coordinator Romasanta suggested using the reduction of funds from CID and El Concilio of San Mateo County amounting to $29,500. Mayor Garbarino suggested temporarily earmarking the reductions from CID and El Concilio of San Mateo County in the amount of $29,500 to fund the project following the program guidelines for the park project.
