The city ~oun~il of tke ~ity of South San Pranois~o do ordain
as follows:
Section 1: ~ir raid warden service estab!ishe~. ~ air rai~
warden.service is hereb7 established, to be a volunteer organization,
composed of not to exceed four h~dred (%00] members, separate and dis-
tino~ from the poli~e department of this oi~y~ but to be headed by the
chief of police.
Section 2: The chief of police to have control. The chief of
police of this city shall have complete authority, control and co~and,
subject~to th~ provisions of this ordinance, over the air raid warden
service. He may appoint as members thereof any persons he may deem to
be qualified, and he may reject any application for membership. He may
provide for the training of candidates for membership and for further
training of members.
Section 3: ldethod of appointment. No person shall be deemed a
member of the air raid warden service until he has been registered as
such in a roster to be kept by the chief of police, and until he has
taken his oath that he will observe and obey the constitution of the
United States, the constitution of this state and the laws of this
nation, this state ~d this city, and that he will carry out the duties
of a member of the air raid warden service of this city to the best of
his ability. Each person so registered and sworn s~azl be deen~d an air
raid warden within the meaning of th~'~, o~inance.
Section 4: The chief of police shall by order establish rules
and regulations gov.erning the air raid w. arden service and fixing the
duties of its members. ~ may cha~.e such rule and ~e~ulat_on from
time to time and he may command air raid wardens to obey the instructions
of regular police officers in carrying out tileir duties.
Section 5: Identification. ~ identification card and suck other
insignia or evidence of identity as ~ne chief of police may prescribe ~
skall be issued to each member of the air raid warden service, who must
carry the card and other identification at all times while on duty, and
he must surrender them upon the termination of his membership.
Section O: Removal from membership - resignation. The member-
ship of any person ~.~ay be terminated by the chief of police at any time,
and any member of the air raid warden service may resign from such service
at any time, but it shall be his duty to notify the chief of his resigna-
tion.
Section ?: Diminishing the force. The chief of police may by
order diminish or expand the membership of the air raid warden service
as exigency may require, within the limit hereinbefore established.
Section 8: Summar~~ dismissal and publication. In addition to
the penalties provided by law, a~y violation of law under cOlor of the
performance of his duties as a member of the air raid warden service,
and any breach of the rules and regulations established by the chief
of police shall subject any member thereof to su~muary e~ulsion and
the fact thereof may be published at the order of the chief.
Section 9: False personation. It shall be a misdemeanor
punishable by in~prisonment for not to exceed three ($) mol~ths, or by
a fine not to exceed Three Hundred Dollars (~i~00o001, or both, for
any person to wear, carry or display any air raid v~arden service identi-
fication card or insignia or otherwise deceitfully represent himself to
be connected with that service, unless he is in fact a member thereof°
Section 10: This ordinance is hereby declared to be an emergenc~y
measure necessary for the i~aediate preservation of the public peace,
health and safety, and t?.e following is the statement of facts con-
stituting such emergency: The United States is at war and this city
is in great and continuing danger of attack by the enemy. The exi-
gencies of ~'~ar and the i~:m~inence of great public peril have thrown
unprecedented burdens upon the regular employees of this city. The
danger is such as to admit of no delay in providing add it io~aal
support and aid, voluntarily offered by citizens, in the maintenance
of public safety.
Section 11: The city clerk shall certify to the adoption of
this ordinance and cause it to be published in "The Enterprise", a
newspaper of general circulation printed and published in this city
and henceforth and thez~eafter the same shall be in full force and
effect.

Passed and adopted as an ordinance of the City of South San
Francisco at a regular meeting of the city council of said City of
South San Francisco, on the ~ day of ~larch, 19&£, by the follow-
ing vote:
