A. Special meeting of the So.th San Francisco Planning Commission was held at
the City Rellt on Wednesday, February 16, 1944 at 8 P. M.
Present were: Messrs.. D. W. Duncan, Andrew Rocc~., J. DeNardi, A. Zeni, A. J. Welte,
R. Kassen and J.. G. Walker secretary'..
Also present were Mayor Ratto, Councilman Boido & Minucciani, and City Attorney
J. W. Coleberd.
It was moved by lVlr. Duncan and seconded by Mr. DiNardi, that Mr. Andrew Rocca
be appointed permanent Chairman of the Planning Commission, succeeding Mr. A. Hynding
who resigned last year. The motion was unanimously carried.
City Council to be notified of Mr. Rocca's appointment.
City Engineer Klassen subnutted a plan by Messrs. Bohannon & Chamberlain showing
proposed development of 35 units consisting of 4 apartments per unit, a total of 140
apartments to be erected on a 5.1 acre tract of land in South San Francisco. The tract
is bounded on the West by Linden Avenue; on theNorth by Second Lane; on the East by
Bayshore Highway, end on the South by Railroad Avenue. As this tract of land is in
the Industrial Zone of South San Francisco, the South San Francisco Zoning Ordinance
will have to be amended before a permit could be granted to erect the buildings.
Af{~er full considerBtion, it was regularly moved and seconded, and unanimously
carried that the Planning Commisst"on approve the plan, and also that the City Council
be asked to amend the Zoning Ordinance so as to allow residential construction in this
area.
The Planning OOmITlission recommends quick action by the City Council in this matter,
as Messrs. Bohannon & Chamberlain have been granted Government Priority on materials for
this construction.
Mr. Klassen also presented a sketch of proposed Develo~nent by Mr. Henry Doelger
of a tract to be known as "Mayfair Village" in which will be built single unit residenc0f
The plan as submitted was approved by the Planning Commission, and the Secretary was
instructed to inform the City Council to this effect.
No further business coming forward, the Planning Commission adjourned until further
call of the Chairman; and a joint meeting of the Recreation Commi.ssion, the Veterans
Organizations and the Planning Cormnission listened to an address by Mr. Louis Chess on
the proposed War Menorials in San Mateo Oounty. Mr. Chess pointed out that it was
proposed to erect War Manorial buildings i.nthe County as Follows: $250,000 for the three
cities, San Mateo, Burlingame, & Hillsborough:
$90,000 for Redwood City
75,000 "South san Francisco
75,000 ~ Daly City
10,000 "Helfmoon Bay

The Joint meeting adopted in "Principle" the Memorial project, and the City Council
was requested to give this matter careful consideration, and take whatever action it
deems necessary.

A. special meeting of the Planning Commission was called for the above date.
Present: Andrew Bocca, Chairman; Messrs. Duncan, DiNardi, and Welte, also
City Attorney J. W. Coleberd.
The meeting was called to consider a Resolution Succeeding Ordinance No. 137 of the
City of South San Francisco, entitled "An Ordinance Establishing Industrial, Business,
and Residential Districts or Zones in the City of South San Francisco, and expressly repeal-
ing Ordinance No. 117 of the City of South San Francisco, passed and adopted May 4, 1944.
The Resolution as prepared by Mr. J.. W. COleberd, was read by the Secretary, but as
therewas not a Quarum of the Commission present no action was taken.
By the suggestion of Mr. J. W. Goleberd, Chairman Rocca adjourned the meeting until
Friday, April 7, 1944.

Mr.. ~occa explained the meeting had been called, $0 consider a"Resolution of the Planning

of South San Francisco entitled "An Ordinance ~stablishing Industrial, Business and Resiiden~

Bo. 117 of the vity of South San Francisco, Passed and adopted May 4th 1928.
The resolution was read in full by Mr. .Rocca to the members present, and after a.
thorough discussion by all present, the attached Resolution moved by A. Sani, and seconded by
J. DiNardi was unanimously approved, and adopted, ffild a copy of same was given to the City
Attorney Mr. J. Vi. Coleberd,f'ol"ipresentation to the City Gouna1l of South San .Jfrancisco.
As,tb.e membership of the Planning Commission isS hort oae member, Mr. Rocca. was
asked to present some one to the Gity Gounsil to fill the vacancy. Also it was
suggested that as Dr. Bartlett appears to be unablet attend the meeting he be .asked it
he wishes to resign and if he does, teat his place be filled by another appointment.
Meetings of the Commision: It was the general consensus of opinion that the
best date for meetings of the :Planning Comrnision would be the Wednesday following the
1st monthly meeting of the Uity vounsil, but that nofnrther meeting be held until the
results of the J;!;lection are known, and wht:lttheir feelings towards the Planning
tiommission are..
No further business coming forward, meeting adjourned until further call of Mr.
Rocca.

A special meeting of the Planning Commision of South San !"ranciseio, was held in
the City Hall on Wednesday May 10th 1944 at 8 P. M.
Present: mr. A. Hoeea, Chairman
Messrs: D. W. Duncan, E. Kauffmann, J. DiNardi, A. J. Welte, A. J'. Eschelbaeh, A. Sani.
The minutes of the meetingsot March 3rd and April 7th were read and approved.
Mr. Rocca announce that the J!'ederal Housing Authori ty would not approved the
proposed apartment building's plan as submitted by Bohannon & ChErrnberlain and therefore
no priorities were issued. This tract has now been turned over to tionway &. Gulligan.
Mr. Rocca submitted a plan by Conway &. Culligan to build 67 homes on this property
at an approxima te sling price of $1;>000.. Irhese will be buil t on lots 25 X 100; and
wil be fully eleva:bed, and have a 2 room garage underneath; also laundry facilies;
storage space.. 55 of' these homes will have tree bedrooms and 12 will have 2 bedrooms
Messrs; Conway & Culligan have the approval of the Federal Housing Authority a.nd
have received 67 prioriti~s from the War Iroduction Board. In addition to the bedrooms
each of the bouses will have a large living room, bathroom, suitably tiled, a dinatte
and kitchen separated by archway. Cement concrete foundation and full floor slab will
support a building of frame and stucco. Stroldard plumbi~g fixtures will be used. The
interior will be finished with plaster board. The floors will be hardwood throughout, exceJ
in the kitchen wheee inlaid linc1eum willbs placed. Bathroom floor will be tiled. Gra.vit~
gas furnace with register to"each room will furnish heat. Exlerior elevations will be
v~i.ried to make the appearance of the homes individual and attracti va. Lawns &. planting
will be dune by the contractor. All bs.ckyactds will be fenced.
After careful consideration it was regulary moved by A. J. Esehelbach, seconded by
E. Kauffmann and carried una.nimously that the plan as submitted be approved by the
Planning Commision and that recomn~nded to the
City Counsil for their approval and acceptions.
Membership American Planning and Civic Association. WaShington D. C. Regularly moved
and seconded thet the Commission take out a membership in the above Association at a cost
of $5.00 per yearf and submit same for the approval of the City Counsil.
The mid-regular meeting of the Planning Commission wil be Wednesday June 7, 1944
