Study session regarding the Community Development Block Grant Fiscal Year 2020-2021 Budget Allocation (Kris Romasanta, Community Development Coordinator) BACKGROUND/DISCUSSION The purpose of this study session is to receive feedback from the Community Development Block Grant Standing Committee of the City Council (CDBG Standing Committee)regarding the FY 20-21 Annual Action Plan (Action Plan)and Budget.On February 18,2020,the CDBG Standing Committee made preliminary funding allocations to public service sub-recipients and capital improvement projects based on budget estimates from the previous year. The United States Department of Housing and Urban Development (HUD)requires local jurisdictions to prepare an Action Plan in order to receive funds through the CDBG Program.The City has begun to develop its FY 20-21 Action Plan.As part of this process,the City is required to hold two public hearings.The first public hearing was held at City Council on February 26,2020 to assess the needs of the community.The second and final public hearing to hear public comments on the draft Action Plan is scheduled for April 22, 2020. BUDGET Recently,HUD announced entitlement allocations for FY 20-21.The City of South San Francisco’s entitlement amount is $493,573.Since HUD issued the entitlement amount during the development stage of the Action Plan,staff is preparing the budget reflective of the entitlement amount.This will allow the CDBG Standing Committee and City Council to use final funding allocations rather than budget estimates for the Action Plan. The budget outlined in Attachment 1 incorporates the public service grantees’requests,program income estimate and roll over from prior years,which totals to $538,774.The spending caps for Public Services (15%) and Administrative Costs (20%)are HUD regulated formulas.Eligible activities that are not restricted to spending caps include capital improvements,public facilities,and Minor Home Repair Programs,which include the housing rehabilitation loan program, debris box vouchers, and emergency home repairs. Public Services (Non-profits) In December 2019,the City invited public service agencies to apply for CDBG grant funding.These applications were due on Thursday,January 16,2020.The City received 13 public service applications,seven from current grantee non-profits and six from new non-profits.Economic and Community Development staff has reviewed the applications for eligibility and completeness. Attachment 3 provides an overview with staff recommendations for the CDBG Standing Committee’s consideration and review.On February 18,staff recommended that $57,100 of the housing-related requests be funded by the City’s housing funds.By making this change,other non-profits that provide meaningful work for low-income residents in South San Francisco could be funded through CDBG funds. In addition to CDBG funding,the City also receives HOME funds from the County of San Mateo HOME consortium.CDBG regulations require that the City use HOME funding to affirmatively further fair housingCity of South San Francisco Printed on 2/28/2020Page 1 of 3 powered by Legistar™ File #:20-77 Agenda Date:3/2/2020 Version:1 Item #:2. consortium.CDBG regulations require that the City use HOME funding to affirmatively further fair housing and these activities can only be funded from administration or public service funds.The City has not yet received notification from HUD or the County regarding the entitlement amount but has estimated the FY 20- 21 allocation to be $12,000. The City received only one applicant for this funding source, Project Sentinel. The City usually selects non-profits for a two year funding cycle,with FY 20-21 being the first of the two years. Minor Home Repair Programs Amounts to the Minor Home Repair non-profits (CID,El Concilio and Rebuilding Together Peninsula)may be the highest and best use of the funding to support affordable housing.Providing the non-profits with higher funding amounts allow them to perform more efficiently.Consequently,there is also less drain on City staff time and resources.Staff regularly refer residents to these organizations when residents are not looking for loans or when the programs that the City has in place do not accommodate these residents’ needs. City Sponsored Activities: Housing The City sponsored activities for housing include the debris box vouchers,emergency home repairs and the housing rehabilitation loan program.The housing rehabilitation loan program is currently being evaluated to help streamline the administration of loans and the construction process.Staff has been evaluating and pursuing a collaborative effort with other members of the CDBG San Mateo County Cohort to help minimize staff time and provide a cost effective approach to the administrative requirements for the rehabilitation loan programs. Based on interaction with residents as well as input from CDBG nonprofits,residents are hesitant to apply for such large loans. The following reasons have been provided. ·The rising cost of construction provides very limited options to rehabilitating a home.For example,the cost of updating electrical wiring for safety can exhaust all funds where in the past it would revitalize an entire home. ·There is a specific need only for roofing. ·There is hesitancy for residents to take on large loans on limited income despite low interest rates or deferred payments. Given that the program,in its current structure,is not effective or competitive,staff is currently evaluating how best to provide residents with the services they want and need. Staff recommend retaining a small budget for the Housing Rehab Loan Program,as well as continuing to fund Debris Box Vouchers and Emergency Home Repairs.This would also help the City achieve the City’s timeliness deadlines. City Sponsored Public Improvements For Category 3 (of Attachment 3),staff has a proposed budget for discussion.Staff is proposing shifting funds from minor home repairs and city-sponsored programs to public improvements.This would increase the budget for Public Improvements to $190,000 for the Irish Town Green Park Rehabilitation. FISCAL IMPACT Holding this study session has no fiscal impact on the General Fund.Funding recommendations made by the CDBG Standing Committee,if approved by the City Council,will have impacts to the CDBG budget and the City’s housing funds described above.
