SOUTH SAN FRANCISCO, COUNTRY OF SAN MATEO, STATE OF CALI-
FORNIA. FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED
ELECTORS OF THE CITY OF SOUTH SAN FRANCISCO, A MUNICIPAL
CORPORATION, THREE (3) CERTAIN PROPOSITIONS TO INCUR A
BONDED INDEBTEDNESS TO PAY THE COST OF CERTAIN ~NI~CIPAL
I~ROVEMENTS AND ACQUISITIONS IN AND FOR SAID CITY ~AS
FOLLOWS:
(1) THE CONSTRUCTION AND EQUIPMENT OF A CENTRAL POLICE
STATION IN SAID CITY OF SOUTH SAN FRANCISCO.
(2) THE CONSTRUCTION AND EQUIPMENT OF A CENTRAL FIRE ......
DEPARTMENT STATION IN SAID CITY AND A FIRE DEPART-
MENT SUBSTATION WEST OF EL CAMINO REAL IN SAID CITY,
TOGETHER WITH THE ACQUISITION OF LANDS, BUILDINGS,'.~
FURNITURE AND EQUIPMENT THEREFOR, AN AERIAL SERV~E
TRUCK, A PUMPING ENGINE AND OTHER FIRE FIGHTING
EQUIPMENT FOR FIRE PROTECTION PURPOSES OF SAID CITY
OF SOUTH SAN FRANCISCO:
(3) THE CONSTRUCTION AND EQUIPMENT OF THREE (3) RECREATION
BUILDINGS IN SAID CITY OF SOUTH S~N FRANCISCO.
RECITING THE SEVERAL OBJ~.CTS AND PURPOSES FOR WHICH S~ID
INDEBTEDNESS IS PROPOSED TO BE INCURRED: THE ESTII~ATED COST
THEREOF, AND THE 'AMOUNT .OF THE INDEBTEDNESS PROPOSED TO BE
INCURRED THEREFOR: ESTABLISHING THE ELECTION PRECINCTS AND
APPOINTING OFFICERS OF ELECTION.
WHEREAS, the City Council of the City of South San
Francisco, by resolutions passed and adopted at a' regular meet-
ing of said,City Council on the 7th day of August, 1917, by
affirmative vote of more than two-thirds of all its members,
did determine that the public interest and necessity demand
the acquisition, construction and completion of the municipal
improvements hereinafter mentioned, and each thereof, and did
further determine that the cost of said proposed municipal im-
provements, and each thereof, will be too great to be paid ~t
out of the ordinary annual income and revenue of said City of
South San Francisco, which resolutions were duly entered on
the minutes of said meeting of said City Council and are now on
file and of record in the Clerk's office of said city;

NOW, THEREFORE, the City Council of the City of
South San FranciSco does ordain as follows:
Section I. A special election is hereby called
and shall be held in the City of South San Francisco, County
of San Mateo, State of California, on Tuesday, the 16th day
of September, 1947, for the purpose of submitting, and at
which there shall be submitted to the qualified electors of
the City of South San Francisco, the propositions to incur a
bonded indebtedness for the several purposes respectively
hereinafter stated.
~nd the last mentioned date, to wit, the 16th day
of September, 19~7, is hereby fixed as the date for holding
said special election and notice of said election is hereby
given and the s aid propositions to incur said bonded indebt-
edness by said City of South San Francisco are hereby sub-
mitted to the qualified voters of the City of South San Fran-
cisco for their determination at said election.
Section II. That t he objects and purposes for
which said indebtedness is proposed to be incurred are respective-
ly the following, to wit:
FIRST: The acquisition, construction and completion
of a central police station and the acquisition of the necessary
furniture and equipment for the same.
SECOND: The acquisition, construction and completion
of a central fire department station in said city and a fire de-
partment substation west of E1 Camino Real in said city, together
with lands, buildings, furniture and equipment therefor, an aerial
service truck, a pumping engine and other fire fighting equipment,
works, property, structures and equipment for fire protection
purposes of said City of South San Francisco.

THIRD: The acquisition, construction and completion
of three (3) recreation buildings and the acquisition of the
necessary furniture and equipment for said recreation buildings.
Section III. That the estimated cost of the municipal
improvement first above mentioned, to wit, the acquisition, con-
struction and completion of a central police station and the
acquisition of the nmcessary furniture and equipment for the
same is One Hundred Fifty Thousand Dollars ($150,0OO.00), and
that the cost thereof is and will be too great to be paid out
of the ordinary annual income and revenue of said City of South
San Francisco; that the amount of the principal indebtedness to
be incurred therefor is One Hundred Fifty Thousand Dollars
($150,000.00).
Section IV. That t he estimated cost of the proposed
municipal improvement second above' described, to wit, the
acquisition, construction and Completion of a central fire de-
partment station in said city and a fire department substation
west of E1 Camino Real in said city, together with lands, build-
ings, furniture and equipment therefor, an aerial service truck,
a pumping engine and other fire fighting equipment, works, property,
structures, and equipment for fire protection purposes of said
City of South San Francisco is Two Hundred Eight~Thousand Dollars
($280,000.00) and that the amount of money which said City o f
South San Francisco needs for the purposes mentioned in this
Section IV is One Hundred Eighty-Five Thousand Dollars ($185,O00.00)
and that said sum of One Hundred Eighty-Five Thousand Dollars
($185,000.O0) is and will be too great to be paid out of the
ordinary annual income and revenue of said city; that the amount
of the principal indebtedness to be incurred for the purposes
mentioned in this Section IV is One Hundred Eighty-Five Thousand
Dollars ($185,O00.00).

Section V. That the estimated cost of the proposed
municipal improvement third above described, to wit, the
acquisition, construction and completion of three (3) recreation
buildings and the acquisition of the necessary furniture and
equipment for said recreation buildings is the sum of Seventy
Thousand Dollars ($70,000.00), and that the amount of money
which said City of South San Francisco needs for the purposes
mentioned in this Section V is the sum of Thirty Thousand Dollars
($30,000.00), and that said sumof Thirty Thousand Dollars
($30,000.00) is and will be too great to be paid out of the
ordinary annual income and revenue of said city; that the amount
of the principal indebtedness to be incurred for the purposes
mentioned in this Section V is Thirty Thousand Dollars ($30,000.00).
Section VI. And it is further ordained and ordered as
follows:
(a) That bonds of the City of South San Francisco in
the amount of One Hundred Fifty Thousand Dollars ($150,000.00)
shall be issued and sold to pay for the acquisition, construction
and completion of a central police station and the~cquisition of
the necessary furniture and equipment for the same; provided said
proposition of incurring said indebtedness for said purpose first
above set out, so submitted at said special election, shall rec~ve
the requisite number of votes, to-wit, the affirmative votes of
tWo-thirds (2/3) of all the qualified voters voting at said
special election.
(b) That bonds of said City of South San Francisco in
the amount of One Hundred Eighty-Five Thousand Dollars ($185,O00.O0)

shall be issued and sold to pay for the acquisition, con-
struction and completion of a central fire departme~ station
in said city and a fire department substation west of E1 Camino
Real in said city, together with lands, buildings, furniture and
equipment therefor, an aerial service truck, a pumping engine
and other fire fighting equipment, works, property, structures and
equipment for fire protection purposes of said City of South
San Francisco; provided said proposition of incurring said in-
debtedness for said purpose second above set out so submitted
at said special election, shall receive the requisite number of
votes, to-wit, the affirmative votes of two-thirds (2/3) of all
the qualified voters voting at said special election.
(c) That bonds of said City of South San Francisco in
the amount of Thirty Thousand Dollars ($30,000.00) shall be
issued and sold to pay for the acquisition, construction and com-
pletion by said City of South San Francisco of three (3) recreation
buildings and the acquisition of the necessary furniture and
equipment for said recreation buildings; provided said proposition
to incur said indebtedness for sai~p~rpose third above set out,
so submitted at said special election, shall receive the required
number of votes, to-wit, the affirmative votes of two-thirds (2/3)
of all the qualified voters voting at said special election.
Section VII. The bonds authorized to be issued
pursuant to said election shall be~r interest from date of their
issuance until paid at the rate of interest which shall be
determined when they will be offered for sale, said interest

to be payable semi-annually, and the principal and interest of
said bonds shall be payable in lawful money of United States
of America in the ~llowing manner, that is to s ay: Not less than
One-Thirtieth (1/30) part of the whole amount of the principal
of said indebtedness created under any one (1) or any two (2)
or all t~ree (3) propositions hereinbefore set forth in sub-
divisions (a), (b), and (c) of Section VI of this ordinance shall
be paid each and every year at the city treasury of said City of
South San Francisco on a day or date to be fixed by the legislative
branch of said municipality, together with the interest on all
sums unpaid at such date, provided that the interest on such bonds
shall be paid semi-annually so that there shall be a payment of
interest on all sums then unpaid in each and every half year, one
of such semi-annual payments being at the date of the payment of
the annual installments, of the principal of such indebtedness, as.
aforesaid; and
PROVIDED, further, that said interest s hall be evidenced
by the proper coupons attached to said bonds, a separate coupon
being attached to each bond for each semi-annual payment of the
interest to become due on such~'bond; and
That the total indebtedness authorized to be created
at said election shall be represented by bonds payable in the
manner aforesaid, and that said bonds shall be issued in such
denominations as the legislative branch of said City of South'
San Francisco may determine, except that no bonds shall be of a
less denomination than One Hundred Dollars ($100.O0)~nor of a
greater denomination than One Thousand Dollars ($1,000.OO) and
that said bonds shall be known as Municipal Improvement Bonds,
Series 1947.

Section VIII. It is further ordained that the manner
of holding said special election and of voting thereat for and
against said propositions of incurring said indebtedness, shall
be as'provided in this ordinance and that in all particulars not
recited herein such special election shall be held as provided for
by law for holding municipal elections in said City of South San
Francisco, a ndt hat in all particulars not recited herein and not
provided for by law for holding such municipal elections, the
general election laws of the State of Cali~rnia, so far as the
same may be applicable, shall apply;
That, for the purpose of said special election, said
City of South San Francisco has been divided and now is divided
into fifteen (15) election precincts to be known as Voting
Precinct A, Voting Precinct B, Voting Precinct C, Voting
Precinct D, Voting Precinct E, Voting Precinct F, Voting
Precinct G, Voting Precinct H, Voting Precinct I, Voting
Precinct J, Voting Precinct K, Voting Precinct L, Voting
Precinct M, Voting Precinct N, Voting Precinct O, respectively.
Voting Precinct A shall include all the territory
described in South San Francisco Precinct No. i and South San
Francisco Precinct No. 23, as established by that certain resolution
entitled: "Resolution and Order Dividing the County of San Mateo,
California, into Election Precincts and Establishing the Boundaries
Thereof", passed and adopted by the Board of Supervisors of the
County of San Mateo, State of California, on the ~th day of
December, 19~5, and the polling place for said Voting Precinct A
shall be at Headlee'8 garage at S16 Grand Avenue, in said City ~
South San Francisco.

Voting Precinct B shall include all the territory
described in South San Francisco Precinct No. 2 and South
San Francisco Precinct No. 20, as established by said resolu-
tion of the Board of Supervisors of said County of San Mateo,
and the polling place for said Voting Precinct B shall be at
Oliver's garage at 700 Circle Court, in said city.
Voting Precinct C shall include all the territory
described in South San Francisco Precinct No. 3 and South San
Francisco Precinct No. 5, as established by said resolution of
the Board of Supervisors of said County of San Ma~eo, and the
polling place for said Voting Precinct C shall be at ~Laufer's
garage at lll Magnolia Avenue, in said city.
Voting Precinct D shall include all the territory
described in South San Francisco Precinct No. ~ and South San
Francisco Precinct No. 17, as established by said resolution of
the Board of Supervisors of said County of San Mateo, and the
polling place for said Voting Precinct D shall be at Tognella's
garage at 601 Miller Avenue, in said city.
Voting Precinct E shall include all the territory
described in South San Francisco Precinct No. 6 and South San
Francisco Precinct No. 13, as established by said resolution
of the Board of Supervisors of said County of San Mateo, and
the polling place for said Voting Precinct E shall be at
Cavassa's garage at 478 Baden Avenue, in said city.
Voting Precent F shall include, all the territory
described in South San Francisco Precinct No. 7 and South San
Francisco Precinct No. 8, as established by said resolution of
the Board of Supervisors of said County of San Mateo, and the
polling place for said Voti. ng Precinct F shall be at Marinoff's
garage at 621 Maple Avenue, in said city.
Voting Precinct G shall include all the territory
described in South San Francisco Precinct No. 9, South San
Francisco Precinct No. 10, and South San Francisco Precinct
No. 16, as established by said resolution of the Board of
Supervisors of said County of San 'Mateo, a~xi t he polling place
for said Voting Precinct G shall be at Metropolita~ Hotel,
at 220 Linden Avenue, in said city.
Voting Precinct H shall include all the territory
de~Qribed in South San Francisco Precinct No. ll and South San
Francisco Precinct No. 14, as established by said resolution
of the Board of Supervisors of said County of San Mateo, and
the polling place for said Voting Precinct H shall be at Sunia's
garage at 837 Linden Avenue, in said city.
Voting Precinct I shall include all the territory
described in South San Francisco Precinct No. 12, as established
by said resolution of the Board of Supervisors of said County of
San Eateo, and the polling place for said Voting Precinct I shall
be at Hendel's garage at lO11 Bayshore Blvd., in said city.
Voting Precinct J shall include all the territory
described in South San Francisco Precinct No. 15, as established
by said resolution of the Board of Supervisors of said County of
San Mateo, and the polling place for said Voting Precinct J
shall be at Dietsche's garage at 108 Claremont Avenue, in said
city.
Voting Precinct K shall include all the territory des-
cribed in South San Francisco Precinct No. 18, as established
by said resolution of the Board of Supervisors of said County of
San Mateo, and the polling place for said Voting Precinct K shall
be at Petroni's garage at &07 West Orange Avenue, in said city.

Voting Precinct L shall include all the territory
described in South San Francisco Precinct No. 19, as established
by said resolution of the Board of Supervisors of said County
of San Mateo, and the polling place for said Voting Precinct L
shall be at Dolwig's garage at 130 Knoll Circle, in said city.
Voting Precinct M shall include all the territory
described in South San Francisco Precinct No. 21 and South San
Francisco Precinct No. 22, as established by said resolution of
the Board of Supervisors of said County of San Mateo, and the
polling place for said Voting Precinct M shall be at Community
Hall, Lindenville, 200 Victory ~venue, in said city.
Voting Precinct N shall include all the territory
described in South San Francisco Precinct No. 24, as established
by said resolution of the Board of Supervisors of said County of
San Mateo, and the polling place for said Voting Precinct N shall
be at Robinson's garage, ~t 129 Rockwood Drive, in said city.
Voting Precinct O shall include all the territory de-
lineated in that certain map entitled: "Rancho BurirBuri South
San Francisco, California", which map was filed in the office of
the County Recorder of the County of San Mateo, California,
March 22, 1946, and recorded in Book 25 of Map~ at pages 28, 29 and
30, and the polling place for said Voting Precinct O shall be at
Popelka's garage at 201 Bonit~Avenue, in said city.

That said election shall be conducted by boards of
election consisting of one (1) inspector, one (1) judge and
two (2) clerks for each precinct, whose duties and powers
shall be and are the same as those of boards of election and
of such election officers, respectively, under the law govern-
ing municipal elections of said City of South San Francisco, and
in particulars not covered by such law, then under the general
election laws of the State of California. If any of the members
~of said boards of election hereinafter named shall fail to attend
at the opening of the polls on the morning of such election, the
qualified electors of that precinct present at that hour, in-
cluding members of the boards, may supply the place of any such
absent member by appointment, as provided by said general election
laws.
At said special election, the polls shall be open at
seven (7) oblock of the morning of such election and shall be
kept open until seven (7) o'clock in the afternoon of the same
day, when the said polls shall be closed.
In said South San Francisco municipal election
precincts, the polls shall be held at the places and the election
conducted as aforesaid by said inspectors, judges and clerks,
respectively,~hereinafter named as follows, to-wit:
In said Voting Precinct A, the inspector shall be
Lucetta Hardy, the judge shall be Kate ~aynard and the clerks
shall be Emma Robinson and M~ude A. Hunter.
In said Voting Precinct B, the inspector shall be
Sarah Henkel, the judge shall be Mary E. Dinning and the clerks
shall be Beulah M. Pool and Anita Vincent.

In said Voting Precinct C, the inspector shall be
Elsie M. Dobson, the judge shall be Vey Ferron and the clerks
shall be Marie A. Imprescia and Rena Ringue.
In said Voting precinct D, the inspector shall be
Clara M. Rowe, the judge shall be Mattie L. Wright and the
clerks shall be Amelia Perazzo and Abbie Fox.
In said Voting Precinct E, the inspector shall be
Josephine Rossetti, the judge shall be Lillie Black and the
clerks shall be Mary Bollazzi and Harriet H. Blank.
In said Voting Precinct F, the inspector shall be
Antoinette C. Kozlowski, the judge shall be Freda Troy and the
clerks shall be Dora McCarn and Anita Zucco.
In said Voting Precinct G,~the inspector shall be
Emma Kelly, the judge shall be Rosella Tibbetts and the clerks
shall be Eleanor Fabris and Amanda Bertuccelli.
In said Voting Precinct H, the inspector shall be
Mary L. Lonati, the judge shall be Josephine R. Fracchia and the
clerks shall be Marie Ginier and Nora V. Sturm.
In said Voting Precinct I, the inspector shall be
Leona Casper, the judge shall be Hazel V. Church and the Clerks
shall be Ruby E. Rowe and Helen E. Hennesse~.
In said Voting Precinct J, the inspector shall be
Julia G. Dietsche, the judge shall be Anna H. Sender and the
clerks shall be Frances N. Church and Marguirete Neerman.
In said Voting Precinct K, the inspector shall be
Norma Guglielmetti, the judge shall be Anita Pera and the
clerks shall be Levia Mangini and Nelli Agresti.
In said Votin~ Precinct L, the inspector shall be
Ethel M. Hernan, the judge shall be Betty M. Dolwig and the
clerks shall be Elizabeth Carlyle and Myrtle Wood.

In said Voting Precinct M, the inspector shall be
Louise Bertoldi, the judge shall be Giuseppe Beltrami and the
clerks shall be Charles Locatelli and Amelia Beltrami.
In said Voting Precinct N, the inspector-shall be
Ruth C. Robinson, the judge shall be Belle Hillman and the clerks
shall be Virginia Harris and Lucille Zohn.
In said Voting Precinct O, the inspector shall be
Virginia Kelley, the judge shall be Patricia Royal and the clerks
shall be Dorothy Thomas and Dorothy Boardman.
Said polling places above designated have been found
and are hereby determined to be suitable and proper places for
holding such special election, and said several persons above
designated as members of the respective boards of election have
been found and are hereby determined to be qualified for said
respective positions on said boards of election,~ as required by
law, and they shall and will be and are hereby appointed as such
officers to conduct such and said election and constitute said
boards of election, and said boards of election ~nd said officers
shall conduct and are hereby directed to conduct said election as
by law and this ordinance provided and to canvass the votes given
and cast at said special election and to make and deliver returns
thereof in accordance with the provisions of this ordinance and of
law and said City Council of the City of South San Francisco shall
meet and canvass said returns when received and declare the result
for
of said special election in the mannerpr~vided/by law.
Section IX. A sufficient number of ballots shall be
and is hereby directed to be prepared and caused to be printed for
said precincts as provided for by law and upon the proper kind of
paper, to-wit:
The same as used at general elections in the State of
California, by the Clerk of the City of South San Francisco and
be furnished and provided for the use of the voters in said
special election at the expense of the City of South San Francisco,
and shall have the following matter printed thereon in addition
to such other matter as may be required by law, to-wit:
"A special election submitting to the qualified voters
of the City of South San Francisco, County of San Mateo, State
of California, the following propositions, to-wit:
PROPOSITION NO. 1
The proposition to incur a bonded indebtedness of
$150,O00.O0 in lawful money of the United States of America
for the object and purpose of acquiring, constructing and
completing by the City of South San Francisco, a municipal
corporation, a central police station and acquiring the necessary
furniture and equipment for the same.
1. For said proposition to incur a bonded
indebtedness of $150,OOO.OO in lawful

PROPOSITION NO. 2

corporation, a central fire department station in said city
and a fire department sub-station west of E1 Camino Real in
said city, together with .lands, buildings, furniture and
equipment therefor, an aerial service truck, a pumping engine
and other fire fighting equipment, works, property, structures
and equipment for fire protection purposes of said City of
South San Francisco.
2. For said proposition to incur a bonded indebt-
edness of $185,000.00 in lawful money of the
United States of America for the object and
purpose of acquiring, constructing and complet- YES

PROPOSITION No. 3
The proposition to incur a bonded indebtedness of
$30,000.00 in lawful money of the United States of America
fo~ the object and purpose of acquiring, constructing and
completing~Three (3) recreation buildings and acquiring the
necessary furniture and other equipment for such recreation
buildings.
3. For said proposition to incur a bonded
indebtedness of $30,000.00 in lawful
money of the United States of America

~ny voter who desires to vote in ~avor of any one of
said propositions and to accept such proposition may do so by
stamping a cross (X) in the voting square on the right-hand
margin of the ballot, after and opposite the word "YES" and
after such ballot shall be so stamped and deposited in the
ballot box, it shall be counted as provided by law as a vote in
favor of such proposition and accepting the same.
Any voter who desires to vote against any one of
said propositions and to reject such proposition may do so by
stamping a cross (X) in the voting square on the right-hand
margin of the ballot after and opposite the word "NO" and after
such ballot shall be so stamped and deposited in the ballot box,
it shall be canvassed and counted as provided by law as a vote
against such proposition and rejecting the same."

Section X. The manner of voting for or against said
propositions for incurring said indebtedness shall be as follows,
to-wit:
Any voter who desires to vote for and in favor of any
one of said propositions to incur said indebtedness, as aforesaid,
and to accept such proposition, m~y do so at said special election,
as stated in said form of ticket, by stamping a cross (X) in the
voting square in the right-hand margin of a ballot, received from
one of the aforesaid boards of election, after and opposite the
word "YES", and after said ballot shall have been so stamped and
deposited in the ballot box, it shall be canvassed and counted
as required by law as a vote in favor of such proposition and
accepting the same.
Any voter who desires to vote against any one of said
propositions to incur said indebtedness, as aforesaid, and to
reject such proposition, may do so at said special election, as
stated in said form of ticket, by stamping a cross (X) in the
voting square on the right-hand margin of a ballot, received from
one of the aforesaid boards of election, after and opposite the
word "NO" and after said ballot shall have been so stamped and

deposited in the ballot box, it shall be canvassed and counted as
required by law as a vote against such proposition and rejecting
the same.
Such marking or stamping of said c~ess (X) on said
ballot shall be done only with the stamp, which, with the
necessary pads and ink, shall be provided for each booth in
said fifteen (15) designated polling places.
Section XI. All persons qualified, at the time of
holding said election, to vote at municipal elections in and
for said City of South San Francisco or entitled by law govern-
ing such special election, shall be qualified to vote at such
special election.
Section XII. This ordinance shall be published once
a week for two (2) weeks in "The Enterprise" a newspaper of
general circulation, printed and published and circulated one
(1) day a week in said City of South San Francisco. No other
notice of such election need be given.
Section XIII. All ordinances or parts of ordinances
conflicting herewith are hereby repealed.
Section XIV. This ordinance shall take effect and
shall be in full force and effect from and after its passage
and approval.

Passed and adopted as an ordinance of the City of
