BACKGROUND: On November 13, 2019, the City reduced the price of the former PUC land from $11 million to $5.5 million (with the developer to pay another $5.5 million to the City for a road extension under the new arrangement), during a City Council meeting, with no chance for other agencies involved in the sale, such as the school district, to make comments. Because of the reduction in price, instead of getting 43.9 percent of $11 million (about $4.82 million), the SSFUSD will now only receive 43.9 percent of $5.5 million (about $2.41 million). Certain members of the SSFUSD Board of Trustees have concerns that this sale was not made "in a manner aimed at maximizing value," as per Section 34177(e) of the Health and Safety Code (RDA Dissolution Act). This cut in one-time funding is concerning at a time when the District has multiple facilities needs, including that for field renovations at Westborough and Sunshine Gardens Elementary. On October 11. 2018, for example, the SSFUSD Board was presented with an estimate that needed renovations to Sunshine Gardens Elementary’s field alone would cost $2,016,024 — a number that has no doubt gone up since that time due to inflationary pressure. SSFUSD Board Clerk John Baker would like to explore the possibilities of an arrangement similar to the one made for the Buri Buri field, where the City contributed in lieu funds for a field after the sale price of former RDA properties were reduced, either for renovations at Sunshine Gardens or other field needs in the District. Our firm provided us with three different potential financing options to consider. At this point in time, the Board and staff are still considering the options provided. Additionally, staff has been meeting with different organizations to gather additional insights on the overall community engagement process.
