HomeMy WebLinkAboutReso 124-2005 RESOLUTION NO. 124-2005 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AUTHORIZING STAFF TO PREPARE PLANS, SPECIFICATIONS, AND BID DOCUMENTS AND TO ADVERTISE FOR BIDS FOR A PROPOSED FIRE TRAINING TOWER AND EMERGENCY OPERATIONS CENTER! CLASSROOM BUILDING AND TO PREPARE CONTRACT DOCUMENTS FOR THE PURCHASE OF A FIRE SIMULATION WHEREAS, the City Council/Redevelopment Agency has approved the issuance of redeveloPlnent bonds in early 2006, thereby making available monies and funds for the purchase and installation of a new fire training tower, tower fire sitnulation equiplnent and an elnergency operations center/classroom building for the Fire Station 61 Project Site, located at 91 South Spruce Street, South San Francisco, California; and WHEREAS, the City is now ready to proceed with the preparation of plans, designs and specifications for the cOlnpetitive bidding of the purchase and installation of said fire tower and the emergency operations center/ classrooln building; and WHEREAS, the City has designed and has already constructed areas for sitnulated car fire, flamlnable gas or vapor and interior structural fire training on the Fire Station 61 Project Site; and WHEREAS, all such current silnulations used by the Fire Departlnent and that shall occur on the Fire Station 61 Project Site all utilize the fire simulation and control systems Inanufactured by Drager Safety Systems, Ltd.; and WHEREAS, California Public Contract Code Section 3400(b) pennits general law cities to suspend cOlnpetitive bidding and to make sole source purchases of products or equipment in order to match other products in use on a particular public improvelnent either cOlnpleted or in the course of completion or to obtain a necessary item that is only available froln one source; and WHEREAS, after thoroughly reviewing and studying the equipment available from companies that specialize in the construction and sale of insulating systelns for fire training structures, staff has determined that only one product, the Westec Insulating Systeln, meets the City's needs and concerns with respect to durability, health and safety and available warranties; and WHEREAS, after thoroughly reviewing and studying the available data, the Fire Department has determined that Inatching the proposed Drager fire silnulation system with other existing simulators that shall be used on the Station 61 Project Site is crucial for Fire Department personnel safety, operator training, warranty review and equipment maintenance. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that staff is authorized to prepare plans, specifications and bid documents and place advertisements for the competitive bid of a prefabricated fire training tower and an emergency operations center/ classrooln building. BE IT FURTHER RESOLVED that the City Council hereby finds that all of the recitals set forth above are true and correct to the best of its knowledge, and based on said finding, determines that staff Inay designate the Westec Insulating Systeln as a required cOlnponent in its specifications for the training tower in accordance with the Public Contract Code Section 3400 exception for components or equipment available from a sole source. BE IT FURTHER RESOLVED that the City Council hereby finds that all of the recitals set forth above are true and correct to the best of its knowledge, and based on said finding, determines that, as to the purchase of the Drager fire silnulation systeln, the formal bid procedures set forth in the South San Francisco Municipal Code Inay be dispensed with in accordance with the Public Contract Code Section 3400 exception for components or equiplnent available froln a sole source. BE IT FURTHER RESOLVED that the City Manager is hereby authorized to enter prepare an agreement for the purchase of said fire sitnulation equiplnent frOln Drager Safety Systelns, Ltd., in an amount not to exceed $605,000 upon the availability of funds froln the issuance of Redevelopment Agency bond monies. * * * * * * I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a Special meeting held on the 30th day of November 2005 by the following vote: AYES: Councilmembers Richard A.
