Planner Pass further read findings made by his office
concerning the instant matter with the analysis thereof and
the recommendations of his off ,to wit:
"TijE INSTANT MATTER. The City Counc meeting in regular
seSSl.on on Tuesday, October 24, 1967, idered the. Planning
Commission's recommendation that the proposed amendments to
Sections 4.11 and 4.48 of the Zoning Ordinance, pertaining to
off-street regulations in the City's ., C-3, -M, 1,
M-2, and H Districts, be enacted into ordinance.
The Council, during its consideration of the proposed
legislation, suggested changes therein, and referred the
tant matter and suggested changes to the Commission for s
report and recommendations thereon. The said suggested changes
were embodied in the attached, proposed ordinances prepared
by John Noonan, Esq.
While the City Counc finds that the Commission's proposed
'standards' are tenable, this body does suggest that the
parking requirements for industrial uses be established on the
basis of one -street parking space per 1500 sq.ft. of floor
area thereof, and one space for each two persons employed there
Under the original proposal, one space for each three employees,
and one space for each 1000 sq. ft. of area would be required.
Furthermore, under the suggestions of the Council, Archi-
Committee would be empowered to approve maximum ten
percent, not twenty-five percent deviations.
ANALYSIS. The City Council's suggestions are designed to
improve off-street parking patterns in the City's industrial
and quasi-industrial areas.. Said suggestions recognize the
need to increase the. amount of off-street parking required for
warehouses and industrial uses which are characterized by
small employment. These suggestions, however, manifest the
Coune 's recognition of a greater problem-- the industr
plant which manned by many employees. The Councilfs
studies have indicated that the eroding parking patterns of some
of the area's industrial complexes are not caused by material
storage, but by employees in processing and manu-
facturing goods.
The writer feels that Council's proposals are
city-planning wise. These proposals, which place
emphasis upon employment, are harmonious with legislat

less than the required area therefore, located at 553, Miller
Avenue, the R-3 District.
City Planner Daniel M. Pass, read a report from his office,
with the llowing findings, to wit:
"Since the applicant has more than half of the area required
for his sixth unit, and the approval of the variance would not
constitute a material detriment to the immediate area ques-
tion, is recommended that the Commission grant the instant
request.. This grant would serve the cause of land economy in
the City's Central Community, and prevent an unnecessary hard-
ship..u

There being no further comments by any of the other Commissioners,
Chairman Raffaelli asked for a motion on the matter and a roll
call vote thereon.
Commissioner Mammini moved, seconded by Commissioner Lazzari, to
adopt the findings of the City Planning Office and to approve
the application as requested.
The motion was passed by the following roll call vote:
Ayes: Mammini, Boblitt, Gardner, Lazzari, Rosati, Zlatunich and
Raffaelli

City Planner Pass next read an Interoffice Memorandum from
Assistant Public Works Engineer, Joseph E.. Neville,
October 27, 1967, to wit:
