therewith, the provisions of the General Development Plan and
Schedule for the District.."
Mr. then read an 10M from Director of Public Works Louis H. Goss:
"Reference is made to the map Planned Community Unit "AU of
Westborough-West Park Planned Community Unit #3, South San
Francisco Unified School District. This map was prepared
by Watanabe and Lipscomb, Architects, for the South San
Francisco Unified School District.
On this map the slope on the graded area at the southeast
corner the property shows that the toe of the slope is
practically on the northerly right of way line of West-
borough Blvd. The fill slope has now been constructed to
the right of way line as shown on referenced map. At the
time westborough Boulevard is improved, this slope will fall
at the back edge of the sidewalk.
This office therefore recommends that a request be made of
the high school district that a retaining wall be constructed
10 feet northerly of the right of of Westborough to
support the higher portion of the f 1 slope, so that this
10 foot area can be used for landscaping and the installation
of utilit at the time westborough Boulevard is constructed
and all utilities are installed.."
Mr. Pass further read an 10M from Police Chit John Fabbri, to wit:
"In review of the submitted application and plans, it is
requested that the report also include a lighting plan
within the school complex. This is of importance due to
the high incidence of malicious mischief damage committed
upon school property during early evening and dusk to dark
hours.
All traffic signs and markings involving the entrance to the
school complex should be installed with the approval of the
Director of Public Works and the Police Department.. tt

"This office has reviewed the plan submitted with request
for subject use permit and would like to make the following
recommendations:

Ul.. Due to extremely windy condit in the Westborough
I would suggest that only very wind resistant trees
be used. The Chinese Elms, Sycamores, and Fmowering Plums
shown on the plan will probably not survive unless located
in a well protected spot.
2. The City would normally require the planting of street
trees on any new development. However, in this case we
feel that the t interests of the City and the school
would be to carry out the existing landscape pattern
eluIDl'ing M0nterey l'ines on Westborough Boulevard and Callan
Boulevard frontage where there is sufficient room to set
them back at least 15 - 20 feet from the curb. Plant at
approximately 20 - 30 feet on centers.
3. Notes on the plan call for certain areas to be landscaped
when final adjacent property are determined. This
seems reasonable except in the case of the northwest corner
where the property is adjacent to Callan Boulevard. At that
point the street is already existing. I would recommend that
the requirements of the Publicc..rks Eapartment be followed
as to sidewalk installati0n and the remainder of the slope be
landscaped now. I would expect a reasonable number 0f trees
to be included this'area as well as in the areas slated
for future landscaping..it
Present for the applicant was Mr. Stanley Haney, District Engineer
for the South San Franciseo Unified Sch~0l mistrict, 400 HB" St..,
South San Francisco, California. Nr. Haney stated that Mr. Watanabe
was actually the sgentz: architect for the project, but he was
present the hospital and should be excused. Mr. Haney ~elt he was
not as with the subject matter as Mr. Watan.bl and was not
in a pos ion to approve or disapprove anything, but would try to
answer any question the Commiss might have.
There being no one else further to speak for or against the request,
Chairman Boblitt declared the public hearing closed, and solicited
comments from the Commissioners.
Vice Chairman Zlatunich asked Mr~ Haney the School District was
willing to erect the retaining wall as reCluired. by the mirector of
Public Works. Mr. Haney replied that the City had approved the
grading plans long before and that he had no authority to agree or
disagree in the name of the school. But he realized this would
require further conversation between the school and the city. He
believed the present grading to be in conformity with the aPl'roved
grading l'lans.
Commission Raffaelli was of the opinion there did not seem to be
enough landscaping on the present plan and he was afraid that when
the Commission approved the present plans it would lose control
over the final performance of the school district as as
scal'ing and green areas were concerned.

school and the city would have in this project a joint venture as it

plan might have been a bit misleading since the artist had used very
unusual colors. All the brown areas were part of the greenery,
and there was plenty of that.
Commissioner Raffaelli then asked Mr. Haney if the school was going
to provide so much landscaping. Mr. Haney stated that a sizable
amount of the budget for the entire project was set aside for land-
scaping.
Chairman Boblitt asked Mr. Pass and Mr. Haney what a reasonable
amount trees would mean in the mind of the landscape special~.st,
without a spec ic nu~ber.
Mr. Pass answered that the final considerations concerning the
tyPW trees, their number, and location would be settled at the
level of the Architectural Committee. The use permit, if given,
should be made subject to compliance with the requireme.nts as
by the Architectural Committee. This Committee stood in this
not on its own but was a legal extension of the powers of the
Planning Commission which could have, if it so desired, a final
say in these matters. The logbook of this Committee's actions
was available at all times to the Commission, and any matter that
the Committee handled c'ould be reviewed by the Commission. Any
member of the Commission was always welcome to sit in at the
hearings and for that matter would be heartily welcomed.
