AN ORDINANCE OF THE CITY OF SOUTH SAN 'FRAN&~SO0
PROVIDING FOR THE REGISTRATION AND LICENSING OF
BICYCLES IN SAID CITY AND PROVIDING PENALTIES
FOR VIOLATIONS.
The City Council of the City of South San Francisco
does ordain as follows:
Section 1. It shall be unlawful for any person to
operate or use a bicycle, propelled wholly or in part by
muscular power, upon any of the streets, alleys, or public
highways of the City of South San Francisco without first
obtaining from the police department of said city a license
therefor, as hereinafter provided.
Section 2. The police department of the City of
South San Francisco is hereby authorized and directed to issue,
upon written application by the owner thereof, bicycle licenses
which shall be effective for a period of two (2) years
commencing with the 1st day of July, 1953, and ending with
the 30th day of June, 1955, and continuing thereafter on a
biennial basis. The license fee to be paid to said city for
each bicycle shall be ONE DOLLAR ($1.00) for each two (2) year
period or portion thereof. Ail applications for bicycle licenses,
and payment of the license f~es, shall'be made on or before the
1st day of July in the year in which the license fee becomes due,
or within twenty (20) days thereafter; and in the case of a newly
acquired bicycle, application for a license and payment of the
license fee must be made within twenty (20) days of the acquisi-
tion date. Said licenses when issued shall entitle the licensee,
or anyone having his permission, to operate the bicycle for
which said license has been issued, upon all the streets, alleys,
and public highways of said city.
Section 3. The City of South San Francisco shall
provide metallic license plates and seals, together with
registration cards and isinglass holders therefor, said metallic
license plates and registration cards having stamped thereon the
letters "SSF", together with numbers in numerical order beginning
with Number l, and also having indicated thereon the year for
which the same are issued. Such metallic license plates shall
be suitabIe for attachment upon the frames of bicycles, and it
'shall be the duty of the police department (or of such person
or persons as may be authorized by the city council or the
chief of police) to attach one such metallic license plate to
the frame of each bicycle and to issue a corresponding regis-
tration card to the licensee upon the payment of the license
fee herein provided for. Such metallic license plates shall
remain attached during the period for which such licenses are
issued. Sa~d~eg~st~a~lom~a~ds shall be carried upon the
person of the registered owner of each bicycle at all times
when operating, said bicycle upon the public streets or thorough-
fares of said city. The police department shall also keep~a
record of the date of issue of each license, to whom issued,
and the number thereof.
Section ~. Ail persons engaged in the business of
buying second-hand bicycles are hereby required to make daily
reports to the police department giving the name and address
of the person from whom each bicycle is purchased, the descrip-
tion of each bicyCle purchased, the frame number thereof, and
the number of the metallic license plate found thereon, if any.
Ail persons engaged in the business of selling new or second-
hand bicycles are hereby required to make a daily report to the
police department, giving a list of all sales made by such
dealers, which list shall include the name and address of each
person to whom sold, the kind of bicycle sold, together with a
description and the frame number thereof, and the number of
metallic license plate attached thereto, if any.
Section 5. It shall be the duty of every person who
sells or transfers ownership of any bicycle, to report such

Sale or transfer by returning to the police department the regis-
tration card issued to such person as licensee thereof, together
with the name and address of the person to whom said bicycle was
sold or transferred, and such report shall be made within twenty
(20) days of the date of said sale or transfer. It shall be
the duty of the purchaser or transferee of such bicycle to apply
to the police department for a transfer of registration therefor
within twenty (20) days of said sale or transfer.
Section 6. It shall be unlawful for any person to
willfully or maliciously remove, destroy, mutilate, or alter
the number of any bicycle frame licensed pursuant to this ordi-
nance. It shall also be unlawful for any person to remove,
destroy, mutilate, or alter any license plate, seal, or regis-
tration card during the time in which such license plate, seal,
or registration card is operative. It shall be the duty eli:the
police department to stamp numbers on the frames of bicycles on
which no serial number can be found, or on which said number is
illegible or insufficient for identification pUrposes.
Section 7. It shall be unlawful for any person at any
time to operate any bicycle upon any of the public sidewalks of
the City of South San Franclsco.~
Section 8. Every license issued in accordance with
this ordinance may be transferred when the ownership of a bicycle
is transferred, subject, however, to the provisi~ns of Section 5
hereof, and a fee of FIFTY CENTS (50~) shall be paid for the
registration of such transfer.
Section 9. In the event that application for either
the issuance of a license or the registration of a transferral
is~not made within the time prescribed by this ordinance, the
applicant shall pay a late registration fee of ONE DOLLAR ($1.00),
which shall be in addition to the penalties hereinafter prescribed.
Section 10. All license fees and other fees collected
under this ordinance by the police department shall be delivered
to the city clerk and shall be credited to the general fund of
the City of South San Francisco.
Section 11. The police department of the City of
South San Francisco, or any of the members thereof, may impound
and retain possession of any bicycle operated in violation of
any of the provisions of this ordinance, and retain possession
of the same until the license provided for herein is obtained
by the owner of said bicycle.
Section 12. Every person, firm, or corporation violat-
ing any of the provisions of this ordinance shall be deemed
guilty of a misdemeanor, and, upon conviction, shall be
punished by a fine of not more than FIVE HUNDBED DOLLARS ($500.00),
or by imprisonment for a period of not m~re than six (6) months,
or by both such fine and imprisonment.
Section 13, This ordinance shall be known and cited
as "Bicycle Ordinance of the City of South San Francisco".
Section 1~. This ordinance shall be published once,
as provided by law, and Shall become effective thirty (30) days
after its adoption.
