ORDINANCE NO.
AN ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO
SPECIFYING THAT NO PERSON, FIRM, OR CORPORATION
SHALL ERECT ANY BUILDING IN SAID CITY OTHER THAN
A RESIDENCE IN A REGULAR, RESIDENTIAL ZONE WITHOUT
FXRS~,PI~OCURING A USE PERMIT FROM THE PLANNING
COMMISSION OF SAID CITY
WHEREAS the City of South San Francisco
enacted an ordinance on the 8th day of December, 1947
providing for a Master Zoning or Districting Plan ~n:-:,sag~
City, and whereas said city has experienced very extensive
development and growth since said date; and
WltEREAS the City of South San Francisco
is presently in the process of adopting a new Master
Zoning or Districting Plan for said city so as to provide
for its orderly growth and development and, further,
so as to provide for the adequate protection of the health,
safety, welfare, and property of the peoplq of said city; and
WHEREAS because of the prodedural steps
required by lay, said ordinance will not become effective for
a number of months, during which time it is necessary to
control the granting of building permits in order to effectuate
the proposed Master Zoning Plan,
NOW, THEREFORE, the City of South San Francisco
does ordain as follows:
Section 1. It shall be unlawful for any person,
firm, or corporation to set up, erect, construct, alter, en-
large, convert, move, or maintain an~building other than a
residential structure in a residential zone, as now constituted,
without first making application to, and procuring from, the
Planning Commission of the City of South San Francisco authoriz-
ing the erection of said building.
Section 2. All departments, officials, and public
employees of the City of South San Francisco vested with the
duty or authority to issue permits or licenses shall conform
to the provisions of this ordinance and shall issue no permit
or license for uses, buildings, or purposes in conflict
with the provisions of this ordinance. Any such permit or
license issued in vonflict with the provisions of this ordinance
shall be null and void. It shall be the duty of the building
inspector of the city to enforce the provisions of this
ordinance pertaining to the erection, construction,
reconstruction, moving, conversion, alteration, or addition
to any building or structure.
Section 3. This ordinance is hereby declared
to be an urgency measure and shall take effect i~ediately
upon its final adoption. There follows a statement of the
urgency: The City Council of the City of South San Francisco,
through the Planning Co~ission and the City Attorney of said
City are presently in the process of adopting a new I~ster
Zoning or Districting Plan for said city, which, because of
the requirements of law, ~ocannot become effective for
several ~onths. The need for this new I~aster Zoning or
Districting Plan is occasioned by the fact that said city
has experienced in the past five years a tremendous growth
and developmen~ and such gre~th and development have been
accompanied by mny problems, one of which is parking. So
that said problems, and particularly the problem of parking,
will not become more ~aeute and pressing, it/necessary
that no building or structure be erected or ot~erwise altered
other than residen~es in the residential zones as now
without
constituted~ ~ stedy of the parking problems and other
problems being ~ade by the Planning Co~ission, and then
only upon~the issuance of ~ use permit Subject to such
limitations and restrictions as said Planning Co~Jaission shall
specify.
Section 5. Any person, firm, or corporation,
whether as principal, agent, employee or otherwise, violating
or causing the violation of any of the provisions of this
ordinance shall be guilty of a misdemeanor and, upon conviction
thereof, shall be punished by a fine of not more than three
hundred dollars ($300.00) or by imprisomaent for a term not
exceeding six (6) months, or by both such fine and imprisonment.
Such person, firm, or corporation shall be deemed to be guilty
of a separate offense for each and every day during any
portion4of which any violation of this ordinance is comaitted
or continued by such person, firm, or corporation, and shall
be punished as herein provided.
Section 4. The provisions of this ordinaace shall
be applicable until such date as said proposed new i~aster Zoning
or Districting Plan becomes effective, unless this ordinaBce be
sooner repealed.

Passed and adopted as an ordinance of the City of
South San Francisco at a regular meeting of the City Council of
said City held on the [Sth day of June 1953
