"The subject application has been reviewed by this
office and I endorse the City Flanner's recommenda-

The City Planner's analysis and recommendation are well
supported the self-evident situation that is existing,
and has the past three or four years, at the

"tvest Park was presented to the City as a planned community
offering the residents an unusual opportunity to buy a home
in an environment with beautifully landscaped common greens,
parks and schools.. If . the City permits tNest Park to become
instead another "s lurbYYwith a service station on every
major corner, then the City is not fulfilling the promises
it made to the citizens who bought homes in West Park or
to those people who will be buying the new homes now under
construction or to be constructed West Park."
