MINUTES OF PREVIOUS MEETING
Minutes of the Planning Commission Meeting of September 8, 1969
Commissioner Lazzari moved that the minutes of the regular
meeting of the South San Francisco Planning Commission of
September 8, 1969 be approved; seconded by Commissioner
Raffaelli; passed by the following roll call vote:
AYES: Lazzari, Boblitt, Campredon, Gardner, Raffaelli,
Zlatunich
NOES ~ None
ABSENT: Rosati
ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Zlatunich announced that this meeting of the South
San Francisco Planning Commission would be recorded on tape,
but that anyone who wished to come before the Commission in
order to be heard, but objected to his voice being recorded
in this manner., could request the Chairman to order the tape
recorder turned "offY' for the duration of the time he is
speaking or is heard.

UP-133

UP-133, use permit request of the Clay Development Company to
locate a billboard (outdoor advertising structure) at No. 177
South Airport Boulevard in the M-2-H District. Secretary Pass
read the following reports from the following departments into
the record.
Report of City Planner Daniel M. ?ass
nIt is respectfully recommended that the Planning Commission
adopt the findings embodied in the attached, preliminary
Official Action Report, and deny the requested use permit."
The Secretary then read the said findings into record, to wit:
Hl. The establishment, maintenance., operation or the use
of the building or lands for which the permit is sought
will., under the circumstances of the particular case, be
detrimental to the health, safety, morals, comfort and
general welfare of persons residing or working in the area
of such proposed use, and will be detrimental or injurious
to property and improvements in the neighborhood or the
general welfare of the city. (x)
ft2. The approval of the requested use permit does not meet
the requirements of Section 6.23 of the 7.oning Ordinance. (x)
Schedule of Additional Findings
ul. The approval of the proposed billboard would augment
the confusion created by the many billboards and appurtenant
signs which are situated along the BayshoreB!reeway's tra-
versal of South San Francisco. (x)
02. Any increase in the said sign confusion would tend to
jeopardize the aesthetic 'character and orderly growth of
South San Francisco's freeway frontage, and provide this
municipality with the appearance of a 'sign jungle.'
"3. The location of additional billboards along the
Bayshore Freeway would increase the land~use disharmony
between the involved frontage and well-planned developments
of the South San Francisco and Cabot, Cabot and Forbes
Industrial Parks, where sign control is successfully and
effectively practiced. (x) 0

is quite obvious that there are ample signs along
roadways. Many of these cause distraction to drivers in
the congested areas and have contributed only to a
higher accident frequency. Respectfully submitted,"
Mr. Walter S. Long, agent of the applicant, spoke in support
of the a:pplicatioD., and alleged that his principals required
the proposed billboard for interim economic reasons. He
noted that the said principals. had~Jn\attempted, without success,
to fully deve their 5.B-acre parcel, and felt that the bill-
board :proposed under UP-133 waula help defray the~r taxes.
Commissioner Gardner expressed the view that the. location of
the proposed billboard on the subject acreage would not con-
stitute an appreciable economic factor, and therefore was not
justified on grounds related thereto.
Chairman Zlatunich and Commissioner Campredon, then, through
a series of questions and observ'ations t established the
precise location of the proposed billboard with respect to
the travelway of the Bayshore Freeway.
Chairman Zlatunich stated that he felt that the subject bill-
board would be located in an area which is currently congested
with signs, and that the. location of additional signs therein
would convert said area into a sign jungle.
Mr. Long asked the Chairman whether the Commission would favor
the billboa.rd question if a sho.rt tenure was placed upon
its existence. The Chairman asked the City his
view on this proposed time limitation.. Pass told the Commis-
sion that he felt that the difficulties and planning problems
inherent in the proposed land use would not be entirely cured
by a short tenure, and that the high cost of construction of
the billboard would economically argue for its perpetuity. He
advised the Chairman that it would be better if the Commission
precluded the said billboard ~b initio.
There being no further comments by any of the Commissioners
Chairman Zlatunich declared questioning closed and

RZ-13, continued hearing of a petition of Caesar-Callan Homes,
Inc., to amend the Westborough-West Park No.1 & No.2 Planned
Community District to allow certain commercial and quasi-
commercial uses to be established at the southwesterly corner
of Callan Boulevard and King Drive. (Continued from September 8,
1969)
The Secretary read the communication, dated October 8, 1969,
from Mr. Ichiro Sasaki, AlA, of the firm of Caesar-Callan Homes,
Inc e :
rtDear Mr.. Pass:
reference to subject RZ-13 scheduled for hearing before
the South San Francisco Planning Commission on October 14,
1969, we wish to respectfully withdraw our application with-
out prejudice at this t The reason for this requested
withdrawal is that after further study of the subject area,
we feel that.a substantial revision to our requested amend-
ment would be appropriate. It is anticipated that a revised
application will be submitted to the Planning Commission at
an early date for their consideration.

Chairman Zlatunich then ordered the matter in question to stand
withdrawn.
GOOD AND WELFARE
The Commissioners spoke at length about the scruffy appearance
of -the City's many s purions signs, and es pec ially noted the
deterioration of the aesthetic qualities of many of South San
Francisco's service stations as a result of inadequate sign-
ordinance enforcement. The Commissioners felt that enforce-
ment procedures should be directed against unapproved sculpture,
such as the huge female figure located at the northwesterly
corner of Baden and Cypress Avenues.
Chairman Zlatunich advised the Commission that the City of
Millbrae was considering the adoption of a new sign ordinance,
which according to press releases thereon, seemed worthy
perusal by the Commissioners. He then instructed the Secretary
to attempt to procure a the proposed legislation

Mr. D. . Albright, President the Westborough Homeowners
Improvement Association, then addressed the Commis on, and
requested information pertaining to the legality of Dennys'
freestanding sign at the northwesterly corner of Westborough
Boulevard and the Junipero Serra Freeway. The Secretary
advised the Commission that he would review the use permit
under which Dennys' signs were processed, and start removal
proceedings if the subject sign were unauthorized. Chairman
Zlatunich expressed his support of this procedure.
