HomeMy WebLinkAboutMinutes 11/17/1969 Minutes of the Special Planning Commission Meeting of November 17, 1969 The South San Francisco Planning Commission met in special session on Monday, November 17, 1969, in the Conference Room of the City Hall of the City of South San Francisco. The meeting was called to order by Chairman Zlatunich at 7: 30 0' clock "p ~ m. , with the following members present: Vice-Chairman Lazzari and Commissioners Boblitt, Campredon, Gardner, Raffaelli, and Rosati Absent: None Also present was City Planner Daniel M. Pass. The sole item on the Commission's agenda was the con- tinued consideration of RZ-14, petition of Caesar-Callan Homes, Inc., to reclassify an approximately 2.1-acre parcel of land, located at the southwesterly corner of Callan Boulevard and King Drive, in the Westborough-West Park No.1 & 2, Planned Community District, from PC-Multiple Family (PC-MF) to PC-Commercial (PC-C). Chairman Zlatunich announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commis- sion in order to be heard, but objected to his voice being recorded in this manner, could request the Chairman to order the tape recorder turned HoffT! for the duration of the time that he is speaking or is heard. Ed Wynne, Attorney-at-Law for Caesar-Callan Homes, Inc., requested that the minutes of the Planning Commission's meeting of November 10, 1969, be amended by the expunging of the oral presentations in advocacy of the establishment of certain specific uses, namely a Gulf Service Station and a 711 market, in the proposed PC-C subzone. The Secretary advised the Chairman that the presenta~ tions of the representatives of the Gulf Oil Company and the 711 markets could not be expunged since they were ( an integral part of the petitioner's case during the public hearing on RZ-14. The Secretary also noted that Attorney Wynne had introduced the said representatives at the said public hearing. The Commissione~ then discussed, at length, the nature of an amendment under the P-C District regulations, and compared and contrasted the P-C amendment procedures and processes with those of traditional rezoning and use-permit requests. - 974 - November 17, 1969 - :g:~.,..14 - Upon the advice of the Secretary, Chairman Zlatunich announced that the public hearing on RZ-14 had been closed at the meeting of November 14, 1969, and that the members of the public could address the Commission only in response to questions of the members of the Commission. There being no further comments, and no questions from the Commission, Chairman Zlatunich asked the Commissioners for the introduction of a resolution. Commissioner Rosati introduced Resolution No. 2105, embodying a recommendation to the City Council that the petitioned reclassification be enacted into ordinance. The said resolution was adopted by the following roll call vote AYES: Lazzari, Campredon, Gardner, and Rosati NOES: Boblitt, Raffaelli, and Zlatunich ABSENT: None There being no other matters on the agenda of the special meeting, the Chairman adjourned the said meeting at 8:30 p.m. and announced that the Planning Commission would next meet in regular session on November 24, 1969, at 8:00 p.m. Daniel M. I I I I WHEREAS-, the Planning Commission, meeting in regular session Monday1 November 10, 1969, at 8 olclock p.m., con- ducted a publiQ hearing on RZ-14, petition of Caesar-Callan Homes, Inc., t~ reclassify an approximately 2.1-acre parcel of land, locat~d at the southwesterly corner of Callan Boulevard and King Drive in the Westborough-West Park No.1 I and 2 Planned ~ommunity District, from Planned Community- Multiple Family (PC-MF) to Planned Community-Commercial (PC-C); and, I WHEREAS, *otice of the said public hearing was advertised in the Enterpr~se-Journal, and posted on or near the subject premises at least 10 days prior thereto; and I WHEREAS, the Planning Commission considered the oral testimony of t*e proponents and opponents of the petition, as well as the written report of the City's department heads; and I , I I WHEREAS, the Commission continued its consideration of the subject matter at the special meeting of Monday, November 1 7, 19 6 9 ; and, I I WHEREAS-, notice of the said special meeting was trans- mitted on NoverPber 14, 1969, to the Enterprise-Journal, the Advance Star, ~ruce Rosengren, President of the West Park Homeowners Ass9ciation, and Bob Albright, President of the Westborough Ho$eowners Improvement Association, and the petitioner, Caesar-Callan Homes, Inc.; and, WHEREAS, the Commission made the following findings; 1. The subject site is located at an intersection which is dominated ?y commercial uses. 2. Residentiat uses abutting upon Carter Drive would be buffered from the proposed commercial uses by an apart- ment complEj;x. - 976 - RZ-14 November 17, 1969 3. The proposed commercial development would not be detri- mental to Westborough or its several neighborhoods. 4. The location of the proposed Skyline Freeway Interchange would limit residential enjoyment on the subject site. THEREFORE, BE IT RESOLVED that the Planning Commission of the City of South San Francisco recommends to the City Council thereof that the proposed amendment to the Westborough- West Park 1 and 2 Planned Community Districts be enacted into ordinance. * * * * I hereby certify that the foregoing Resolution was regularly introduced and adopted by the Planning Commission of the City of South San Francisco at a special meeting held on the 17th day of November, 1969, by the following vote: AYES: Lazzari, Campredon, Gardner, and Rosati NOES: Boblitt, Raffaelli, and Zlatunich ABSENT: None ~ A.lIfI~ Daniel M.
