MINUTES OF PREVIOUS MEETING
Minutes of the Planning Commission meeting of October 13, 1970.
Chairman Lazzari moved that the minutes of the regular meeting of the
South San Francisco Planning Commission of October 13, 1970, be approved;
seconded by Commissioner Gardner; passed by the following roll call vote:
AYES: Campredon, Gardner, Raffaelli, Zlatunich, and Lazzari
NOES: None
ABSENT: Boblitt and Rosati
ANNOUNCEMENT CONCEP~ING TAPE RECORDING OF MEETING
Chairman Lazzari announced that this meeting of the South San Francisco
Planning Commission would be recorded on tape, but that anyone who wished
to come before the Commission in order to be heard, but objected to having
his voice recorded in this manner, could request the Chairman to order the
tape recorder turned "off" for the duration of the time that he is speaking
or is heard.

UP-159 (Revised)
UP-159, revised use-permit request, of Menn Investment to construct a
36-unit dwelling group, on the easterly side of Alida Street, between
Alta Vista and Country Club Drives, in the R-3 and C-l Districts.
Secretary Pass read the following reports into the record.
Report of City Planner Daniel M. Pass
"The City Council, on Tuesday, September 8, 1970, by motion duly
adopted, and thereby approved UP-159, use-permit request of Menn
Investment to construct a 36-unit dwelling group on the easterly
side of Alida Way, between Alta Vista and Country Club Drives,
in the R-3 and C-l Districts.
"According to the said resolution, the use-permit request was re-
ferred back to the Planning Commission with the instruction that
this body issue the requested use permit upon the applicant's sub-
mittal of de novo plot plans which indicate that the proposed use
would be served by a minimum of 1-1/4 off-street parking spaces
per dwellin'g unit, and that an electrically-actuated gate would
be located across the entrance to the said use's parking area.
"Since the revised plot plans attached hereto indicate that the
applicant has complied with the aforementioned parking and en-
trance-g~te requirements of the City Council, without substantially
reducing the environmental qualities inherent in his original plan,
the Planning Department respectfully recommends that UP-159, as
revised, be issued, upon the dondition that the applicant comply
with the originally-submitted reqairements of the City's department
heads, and the subsequent requirements of the Planning Commission's
Architectural Committee.1V
Report, dated October 13, 1970, of Fire Chief John A. Marbhi
"I have examined the above subject and I am opposed to the
electrically-actuated gate as this would interfere with my
equipment response in event of an emergency, because of size
and height of gate required and because all my equipment would
have to carry gadgets to open gate.
"I would rather see the area lighted up instead of the electrically-
actuated gate and cannot approve this plan with the gate."
Report, dated October 14, 1970, of Chief of Police Salvatore Rosano
"I concur with the City Council's recommendation of 1-1/4 off-
street parking spaces per dwelling unit for this 36-unit building.
However, the Revised Plan does not meet with the approval of this
Department.

lias well as the side and rear area of the building. Police Patrol
units responding to any emergency service, prowler call, or report
of suspicious activity would have no way of driving into the area.
"As an alternative to such a device to prevent thefts, I recommend
placement of sufficient flodd lights to illuminate the entire park-
ing area if such is not already included in the detailed architect-
ural plans."

stated that the applicant had complied with the requirements of
the City Council.

San Francisco, the applicant.

Commissioner Zlatunich moved that the Planning Commission approve
,
the instant use-permit request upon the condition that the applicant
comply with the originally-submitted requirements of the City's de-
partment heads, the subsequent requirements of the Planning Commis-
sion's Architectural Committee, and the requirements imposed upon
UP-159 by the City Council on September 8, 1970, to wit:
a. the proposed use shall be served by a minimum of
1.25 off-street parking spaces per dwelling unit.
b. An electrically-actuated gate shall be located across
the entrance to the proposed use's parking area.
The Commission respectfully recommends that the City Council waive
the requirement for the electrically-actuated gate. This recommenda-
tion is based upon the Commission's finding that the required gate
would tend to prevent the City's public-safety departments from ef-
ficiently serving the subject site. This finding is supported by the
submitted recommendations of Police Chief Salvatore Rosano, and Fire
Chief John A. Marchi.
The motion was seconded by Vice Chairman Campredon and passed by the
followin~_roll call vote:
AYES: -Vice Chairman Campredon, Commissioners Gardner, Raffaelli,
Zlatunich, and Chairman Lazzari

SA-18, final map of Cabot, Cabot and Forbes Industrial Park Unit No.3,
representing the subdivision of an approximately 79-acre parcel of land,
located on the northerly side of East Grand Avenue, and on the westerly
side of Point San Bruno Boulevard, in the M-2-H District, into 12 lots
and 6 parcels of land.
Secretary Pass read the following letter into the record.
Letter dated October 23, 1970, from Richard C. Smith, C.E., of
Wilsey & Ham
"As per instructions from Cabot, Cabot & Forbes I respect-
fully request a postponement in consideration of SA-18,
final map of Cabot, Cabot & Forbes Industrial Park Unit
No.3, scheduled for your October 26, 1970, meeting. I
apologize for any inconvenience this has caused you, but there
are still areas involved that require further study."
With the concurrence of the Commission, Chairman Lazzari ordered SA-18
tabled indefinitely.

Zoning Amendment
Petition of the City Planner to amend Section 3.34 (b) of the Zoning
Ordinance of the City of South San Francisco re offstreet parking in
the R-3, Restricted Multiple Family Residential Districts.

"PETITION OF THE CITY PLANNER TO THE
HONORABLE CHAIRMAN AND MEMBERS OF THE
SOUTH SAN FRANCISCO PLANNING COMMISSION
"I, Daniel M. Pass, City Planner of the City of South San Fran-
cisco, hereby respectfully petition that Section 3.34 (b) of
the Zoning Ordinance of the City of South San Francisco be
amended, to wit:
"SECTION 3.3 RESTRICTED MULTIPLE FAMILY
RESIDENTIAL DISTRICT OR R-3 DISTRICT
"The following regulations shall apply in all R-3 districts
. and shall be subject to the provisions of Section 5.
113.34 Building Site Area Required:
(b) For each family unit in any building or
group of buildings--minimum of one thousand
(1,000) square feet of lot area, provided
that one family unit per seven-hundred-fifty
(750) square feet of lot area may be permitted
by use permit where one and one-half (1-1/2)
garage spaces per family unit are provided on
the subject site, or on a joint or community off-
street parking enclave located a maximum of three-
hundred (300) feet therefrom.1!
Report, dated October 9, 1970, of City Planner Daniel M. Pass
"The Planning Department respectfully recommends that the Planning
Commission adopt the attached, preliminary resolution, and there-
by recommend to the City Council that the proposed amendment to
Section 3.34 (b) be enacted into ordinance.
"The proposed amendment is designed to encourage apartment-house
developers to voluntarily provide one and one-half garage spaces
per dwelling unit, by incorporating a density-bonus plan. This
amendment is substantially different from traditional, negative
regulations proposed under the recommended amendment to Section
3.34 (b).

"It should be noted that the density-bonus available under
the proposed amendment to Section 3.34 (b) would be controlled
by the Planning Commission, through the use-permit process and
procedure."

Report of the Westborough Planning Committee
Secretary Pass read the following report into the record.
Report, dated October 9, 1970, of City Planner Daniel M. Pass
"Pursuant to City Council instructions of October 5, 1970, the
'Report of the Westbbrough Planning Committee' is respectfully
submitted for the Planning Commission's perusal and action.
"The Planning Department has reviewed the Report, and is of the
professional opinion that the recommendations embodied therein
are supported by the tenets and precepts of sound urban planning,
and the causes of orderly growth and developmental stability. The
Report advocates a counterattack against overcommercialization, as
well as the refutation of planning by stampede, or the solution of
complex growth and developmental problems by piecemeal remedies.
"The Department therefore recommends that the Planning Commission
recommend that the City Council adopt the 'Report of the Westborough
Planning Committee' in principle, and officially accept the consti-
tuent recommendations thereof as guidelines for the future amendment
of the City's general and specific plans, and the continuing adjudi-
cation of matters of zoning adjustment in the Westborough Community."

Westborough Planning Committee's Report on the Status of
Land Use, Zoning and General Planning in the Westborough
Community
" INTRODUCT I ON
"The Westborough Planning Committee has been meeting for several
months for the purpose of studying the over-all concept of the
present and future development of the Westborough-West Park Commu-
nity. The Committee, during this period, has studied the available
technical data (see attached bibliography), and has performed field
trips to all parts of the Westborough Community. These field trips
have been followed by indoor work sessions. This report, and the
following recommendations and conclusions are based upon the commi-
tee's studies, field trips, and analytical discussion by the membership.
"RECOMMENDATION l/SITE I:
"The committee recommends that the property located at the S.W. corner
of King Drive and Callan Boulevard, presently zoned PC-Garden Apart-
ments, remain so zoned.
"RECOMMENDATION 2/SITE II:
liThe committee recommends that the property located at the S.E. corner
of King Drive and Callan Bonlevard, adjacent to the Union '76' Service
Station, be reclassified from PC-Commercial to PC-Single Family, PC-
Duplex Family, or PC-Multiple Family.

:"REPORT OF THE WESTBOROUGH PLANNING COMMITTEE'
lIRECOMMENDATION 3/SITE III:
lilt is recommended that the property located at the N.E. corner of
Westborough Boulevard and Callan Boulevard be reserved for the ex-
pansion of the Westborough Junior High School or be restricted to
professional-service uses only. The committee does not recommend
that the PC-Commercial zoning of this small parcel be altered.
However, it should be subject to the above use proviso.
"RECO~WENDATION 4/SITE IV: WESTBOROUGH SQUARE SHOPPING CENTER
"In conjunction with the Westborough Square Shopping Center, the
committee submits the following recommendations:
A. The committee recommends that the Westborough Shopping
Center and adjacent commercial lands be reduced from
44.5 acres plus the adjoining 8.5 acres of unincorporated
territory to a maximum of 25.0 commercial acres.
B. It is recommended that the balance of these 53.0 acres be
rezoned to PC-Single Family, PC-Duplex Family, or PC-Multiple.
C. The Westborough Planning Committee further recommends that
the commercial development within this commercial center be
reqaired to reflect the strong emphasis upon the selective
trade needs of the City of South San Francisco and its West-
borough Community.
"The 'Committee feels that the undeveloped 15.0 acres of commercial
land in the Westborough Square area should be improved with quality
specialty shops, and not with discount houses, franchise shops or
service stations.
"CONCLUSION:
"If the foregoing recommendations are followed, the total commercial
area in the Westborough Community would be reduced to 34.0 acres.
This reduction is supported by the City of South San Francisco's
adopted General Plan of 1969.
"We are pleased that the Honorable City Council has called on the
citizens of South San Francisco to help better their communities.
We sincerely hope that this practice will continue."

principle, and officially accept the constituent recommendations thereof
as guidelines for the future amendment of the City's general and specific
plans, and the continuing adjudication of matters of zoning adjustment in
the Westborough Community; seconded by Commissioner Raffaeli; and failed
passage by the following roll call vote:
AYES: Commissioners Gardner and Raffaelli
NOES: Vice Chairman Campredon, Commissioner Zlatunich and Chairman

GOOD AND WELFARE, OTHER AND COMMUNICATIONS
Mr. Joseph Menicucci requested, and was given clarification by the
Secretary, of the Planning Commission's motion of approval of UP-159
(Revised) .
There being nothing further to be considered under Good and Welfare,
and there being no further communications or other matters of interest
for the Planning Commission, Chairman Lazzari announced that the next
regular meeting of the South San Francisco Planning Commission would
be held on November 9, 1970 at 8:00 P.M. in the Council Chambers of
City Hall, South San Francisco, California.
The meeting was adjourned at 9:48 P.M.
