MINUTES OF PREVIOUS MEETING
Minates of the Planning Commission meeting of November 9, 1970.
Commissioner Raffaelli moved that the minutes of the regular meeting of
the South S'an Francisco Planning Commission of November 9, 1970, be
approved; seconded by Commissioner Gardner; passed by the following
roll call vote:
AYES: Campredon, Boblitt, Gardner, Raffaelli, Rosati, Zlatunich, and
Lazzari
NOES: None
ABSENT: None
ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Lazzari announced that this meeting of the South San Francisco
Planning Commission would be recorded on tape, but that anyone who
wished to come before the Commission in order to be heard, but objected
to having his voice recorded in this manner, could request the Chair-
man to order the tape recorder turned "off" for the duration of the
time that he is speaking or is heard.

UP-168, use-permit request of the Blue Line Transfer, Inc. to estab-
lish a solid-waste transfer station on the southerly side of Oyster
Point Boulevard, approximately 1270' easterly of Industrial Way, in
the M-2-H District.
Secretary Pass read the following reports and letter into the record.
Report and Recommended "Findings" and "Conditions" of City Planner
Daniel M. Pass
"It is respectfully recommended that the Planning Commission adopt
the "findings" listed in the attached, preliminary Official Action
Report, and approve the requested use permit apon the condition
that the applicant comply with the submitted requirements of the
City's department heads, and the subsequent requirements of the
Planning Commission's Architectural Committee."
FINDINGS:
"1. The establishment, maintenance, operation or the use of the
building or lands for which the permit is sought will not, under
the circumstances of the particular case, be detrimental to the
health, safety, morals, comfort and general welfare of persons
residing or working in the area of such proposed use, and will
not be detrimental or injurious to property and improvements in
the neighborhood or the general welfare of the city.
"2. The approval of the requested ase permit meets the require-
ments of Section 6.23 of the Zoning Ordinance.
"3. The proposed use would be characterized by sound site planning."
CONDITIONS:
"1. The applicant shall comply with the submitted requirements of
the City's department heads, and the subsequent requirements of the
Planning Commission's Architectural Committee.
"2. The Commission's conditional approval of the requested use
permit does not constitute its approval of the submitted building
elevations of the proposed station. The Architectaral Committee is
instructed to hold the proposed building to the architectural stan-
dards of the newer facilities in the Cabot-Utah Industrial Neighbor-
hood."
Report, dated November 9, 1970, of Fire Chief John A. Marchi
"The above will have to have an extinguisher for every 3,000 square
feet, plus a wet standpipe so located that every part of the baild-
ing can be reached therefrom with a hose not exceeding 75 feet in
length. "
Report, dated November 10, 1970, of Landscape Specialist Hoffman
"I have reviewed the plans for the subject project. My recommenda-
tion is that a building of this size and for this use with the
attendant truck traffic and other problems will need careful

"landscape planning to make it environmentally acceptable. The
landscaping shown on the site plan submitted does not provide
adequate landscaping in my opinion.
"1. The top of the huge agly building is at least 40 feet
above street level. The truck loading is all toward the
front of the building visible from the street and at a
higher elevation than the street. It needs a lot of
screening from the street by mounds, by masses of trees and
shrubs, or by lowering the elevation of the bailding.
,,2. The site plan shows no landscaping or screening on the
west side. It needs screening there.
"3. In calculating the total area of landscaping, 15.5%,
large areas of ice plant to the rear and far east side of
the site are included. This landscaping shoald not be
credited to this site. It does not relate to the bai1ding
or serve a useful purpose in screening the building.
"4. The stark north (front) elevation of this building cries
out for planting. A raised planter at the level of the
concrete footing and at least ten feet wide would help. The
building may have to be moved back to accommodate the parking,
or the parking could be moved to the rear of the building.
"In summary, my recommendation is to require a new and improved
landscape plan for this site."

"It is recommended that approval of this permit be subj ect to the
review and approval by this office of the complete improvement
plans. Said plans should contain, but not be limited to, plot
and grade plans showing drainage, sanitary sewer, and any other
necessary utility connections."
Letter, dated November 20, 1970, from E. W. Wright, Assistant to the
President, Haas and Haynie Corporation
"Re: UP-168, Application for Use Permit by Blue Line Transfer,
Inc., to Construct a Solid-Waste Transfer Station in the M-2-H
District on Oyster Point Boulevard, South San Francisco.
"The Haas and Haynie Corporation would like to take this opportunity
to express its deep concern over the proposed use requested for the
property adjoining ours on Oyster Point Boulevard. We are located
adjacent to the easterly boundary of the proposed development. Our
facilities here have been in constant use for the past five years.
"The present condition of Oyster Point Boulevard, the freeway on-
ramp and the intersection of Industrial Way as well as the rail
crossings just westerly of the subject property combine to make
dangerous traffic conditions during certain peak traffic periods
of the day. Adding to the existing traffic conditions, a continuous

"heavy flow of rubbish trucks in and out of the site all day long
with the heaviest flow to the site coinciding with the early
morning arrival of employees and material shipment to the adjacent
facilities woald certainly pose additional safety hazards.
"For the above reasons, we feel that the proposed use would con-
stitute a danger to the safety of persons working in the area of
the proposed use and the general public using Oyster Point Boule-
vard.
"We respectfully request that you deny the proposed use permit
until such time as it coald be demonstrated that the volume of
vehicle traffic in and out of the proposed site could be accommo-
dated on Oyster Point Boulevard without aggrevating existing
traffic safety conditions."

Commissioner Rosati moved that the Planning Commission adopt the
findings and conditions, as set forth in the preliminary Official
Action Report, and approve UP-168 upon the following conditions:
1. The applicant shall comply with the submitted requirements of
the City's department heads, except those submitted by the Landscape
Specialist, and the subsequent requirements of the Planning Commis-
sion's Architectural Committee.
2. The Commission's conditional approval of the requested ase
permit does not constitute its approval of the submitted building
elevations of the proposed station. The Architectural Committee is
instructed to hold the proposed building to the Architectural stan-
dards of the newer facilities in the Cabot-Utah Industrial Neighborhood.
The motion was seconded by Vice Chairman Campredon and passed by the

V-90, variance request of Paul Kilmartin to construct a 4-uni t apart-
ment house in the required side and level rear yards of the
building site thereof, located on the southerly side of Gardiner
Avenue, opposite Lewis Avenue, in the R-3 District.
Secretary Pass read the following reports into the record.
Report and recommended "Findings" and "Conditions" of City Planner
Daniel M. Pass
"It is respectfully recommended that the Planning Commission adopt
the "findings" and "action" indicated in the attached, preliminary
Official Action Report."
FINDINGS:
"1. There are exceptions or extraordinary circumstances or condi-
tions applying to the land or building referred to in the applica-
tion, which circumstances or conditions do not apply generally to
land or buildings in the same district.
"2. The granting of the application is necessary for the preserva-
tion and enjoyment of substantial property rights of the petitioner.
"3. That the granting of the application will not, under the cir-
cumstances of the particular case, materially affect adversely
the health or safety of persons residing or working in the neighbor-
hood of the property of the applicant, and will not, ander the
circumstances of the particular case, be materially detrimental
to the public welfare or injurious to property or improvements in
said neighborhood.
4. The granting of the requested variance will be in harmony with
the general purpose of the Zoning Ordinance.
5. The requested variance is necessary to prevent practical diffi-
culties, unnecessary hardships, and results inconsistent with the
gneeral purpose of the Zoning Ordinance.
6. The requested side-yard variances are supported by the steep
terrain of the subject building site, and the resultant limitation
on the buildable area thereof.
7. The terracing of the rear yard of the subject building site to
a 5% grade would be impracticable and impractical. A level-rear-
yard variance for a proposed building on the lands in question was
granted on May 3, 1965, under Variance 1883.

FINDINGS:

"The proposed resubdivision meets the requirements of the State Sub-
division Map Act, and the fegtllatory standards of the Subdivision
Ordinance of the City of South San Francisco. Said resubdivision
would create two well-designed industrial parcels of land, and
enable the subdivider to provide the additional parking required for
its planned increase in the occupancy of its existing warehouses.

GOOD AND WELFARE, OTHER AND COMMUNICATIONS
Mr. George Avanessian, requested, and was given clarification of the
conditions for approval placed on UP-168, by Secretary Pass, upon
instructions by Chairman Lazzari.
There being nothing further to be considered under Good and Welfare,
and there being no further communications or other matters of interest
for the Planning Commission, Chairman Lazzari announced that the next
regular meeting of the South San Francisco Planning Commission would
be held on December 14, 1970 at 8:00 P.M. in the Council Chambers of
City Hall, South San Francisco, California.
The meeting was adjourned at 8:57 P.M.
