Minutes of the Planning Commission meeting of November 23, 1970.
Commissioner Raffaelli moved that the minutes of the regular meeting of
the South San Francisco Planning Commission of November 23, 1970, be
approved; seconded by Commissioner Gardner; passed by the following roll
call vote:
AYES: Campredon, Boblitt, Gardner, Raffaelli, Zlatunich, and Lazzari

ANNOUNCE~lliNT CONCERNING TAPE RECORDING OF MEETING
Chairman Lazzari announced that this meeting of the South San Francisco
Planning Commission would be recorded on tape, but that anyone who
wished to come before the Commission in order to be heard, but objected
to having his voice recorded in this manner, could request the Chairman
to order the tape recorder turned "off" for the duration of the time
that he is speaking or is heard.

UP-173, use-permit request of R. D. Hanel, D.V.M., to establish an animal
hospital on the southeasterly side of South Spruce Avenue, approximately
210' northerly of Starlite Street, in the C~3 District.
Secretary Pass read the following reports into the record.
Report, and Recommended "Findings" and "Conditions" of City Planner Pass
"It is respectfully rec:ommended that the Planning Commission adopt the
findings embodied on the attached, preliminary Official Action Report,
and approve the requested use permit upon the condition that the
applicant comply with the submitted requirements of the City's Depart-
ment Heads, and the subsequent requirements of the Planning Commis-
sion's Architectural Committee."
FINDINGS:
"1. The establishment, maintenance, operation or the use of the
building or lands for which the permit is sought will not, under the
circumstances of the particular case, be detrimental to the health,
safety, morals, comfort and general welfare of persons residing or
working in the area of such proposed use, and will not be detrimental
or injurious to property and improvements in the neighborhood or the
general welfare of the city.
"2. The approval of the requested use permit meets the requirements
of Section 6.23 of the Zoning Ordinance.
"3. The subject facility would be orderly and aesthetic in character,
and would be served by sufficient landscaping and off-street parking.
"4. The proposed use would serve a present need in South San Fran-
cisco, without impairing the growth potential of the South Spruce
Avenue complex."
CONDITIONS:
"1. The applicant shall comply with the submitted requirements of
the City's Department Heads, and the subsequent requirements of the
Planning Commission's Architectural Committee."
"2. A maximum of twenty-one dogs shall be boarded on the subject
premises at anyone time."

"After review of plans, it does not appear that any material police
problem will arise from this establishment. Therefore, I concur in
the City Planner's recommendation."
Report, dated December 4, 1970, of Director of Public Works Louis H. Goss
"It is recommended that approval of this permit be subject to the
review and approval by this office of the complete improvement plans.
Said plans should contain, but not be limited to, plot and grade
plans showing drainage, sanitary sewer, and any other necessary
utility connections."
"It is further recommended that the floor of the proposed hospital
building be constructed at an elevation of 2.0 above the sidewalk
grade on Spruce Avenue for protection against possible flooding."

UP-175, use-permit request of Ceva Ralph Smith, to establish a second-
hand store (pawn shop) in an existing building at No. 104 Grand Avenue,
in the C-3 District.
Secretary Pass read the following reports into the record.
Report and Recommended "Findings" of City Pilianner Daniel M. Pass
IlIt is respectfully recommended that the Planning Commission adopt the
"findings" and "action" embodied in the attached, preliminary Official
Action Report."
FINDINGS:
"1. The establishment, maintenance, operation or the use of the
building or lands for which the permit is sought will not, under
the circumstances of the particular case, be detrimental to the

AMENDMENT
Proposed Amendment to Section 5.1 of the Zoning Ordinance of the City
of South San Francisco" to institute the regulation of land uses,
buildings, and structures proposed for the establishment and construc-
tion in the flood plains of the City of South San Francisco.
With the concurrence of the Commission, Chairman Lazzari ordered the
proposed Amendment to Section 5.1 of the "Zoning Ordinance of the
City of South San Francisco" held over to the Planning Commission's
regular meeting of February 8, 1971.

Proposed addenda to the General Objectives, Goals, and Policy Statements
of the General Plan, and the proposed revisions to the Plan Diagram
thereof, to wit: "The Designation of Future Solid and Liquid-Waste
Disposal Facilities.
Secretary Pass read the following reports and letter into the record.
"Pursuant to recently-enacted SB 21, cities and counties must
identify in their general plans the areas which are to be
designated as solid and liquid-waste disposal facilities."
"It is therefore respectfully recommended that the Planning
Commission adopt the attached, preliminary Resolution, and
thereby recommend to the City Council that the General Plan
be amended to include the attached, preliminary "Addenda to
the General Objectives, Goals, and Policy Statements," and
to reflect the attached, proposed revisions to the j"'Plan Diagram." "

"34A. The existing sewer treatment plant in the City's Belle Air
Industrial area should be expanded to meet the projected
liquid-waste-disposal needs of most of South San Francisco
and San Bruno. The conservation of South San Francisco's
natural, San Francisco Bay-oriented environment will require
the said plant's conversion to a higher level of secondary
treatment, with a deep-water outfall, or tertiary treatment
if required.
"34B. Since the Westborough Community's liquid-waste disposal is
handled by the Westborough County Water District, through
a contract with the North San Mateo County Sanitation District,
the said water district should urge the said sanitation dis-
trict to gauge its disposal capacity to the projected needs
of South San Francisco's fastest-growing territory.
"34C. If practicable, the jurisdiction for the disposal of West-
borough's liquid waste should be transferred from the
Westborough County Water District to the City of South San
Francisco. This transfer would enable the City's sewer
treatment plant to dispose of Westborough's liquid waste on
a gravity-flow basis, and thereby obviate the need for
expensive, less reliable pumping - an integral part of the
North San Mateo County Sanitation District's service."

~e established for the disposal of North County's solid waste.
This facility could be located at the extension of Utah Ave-
nue and Kimball Way - in adj acency to the estuary of the
Navigable Slough.
"34E. This regional or area-wide solid-waste-disposal facility,
through the employment of sound urban planning, could become
a congruous part of South San Francisco's proposed "Regional
Shoreline Park."

"Thank you for referring to us your November 27 memo concerning
designation of future solid and liquid waste facilities in your
General Plan.
"Following is our adopted Bay Plan policy concerning such facilities:
"Whenever waterfront areas are used for sewage treatment or
or waste water reclamation plants, the plants should be
located where they do not interfere with and are not in-
compatible with residential, recreational, or other public
uses of the Bay and shoreline. (p. 29, policy 6)
"It would appear from your proposed map that some of your facilities
might be in a proposed park, or within 100 feet of the Bay shoreline,
or possibly even on fill.
"As a general rule, the cited Bay Plan policy would discourage such
facilities in parks or in shoreline public access areas unless the
performance characteristics were so improved as not to interfere
with the adjacent public use. The Bay Plan policies would also
discourage such facilities so close to the shoreline as to prevent
public access to the Bay at that point. Finally, the policies pre-
clude any fill for these facilities.
"It is not clear that your proposals would be in any way contrary to
these policies, but we welcome the opportunity to report them to you
at this early stage in the planning for them so any conflict can most
probably be avoided.

Commissioner Gardner, to wit:

RESOLUTION OF THE SOUTH SAN FRANCISCO PLANNING
COMMISSION RECOMMENDING TO THE CITY COUNCIL
THEREOF THAT THE GENERAL PLAN BE AMENDED TO
INCLUDE THE PROPOSED ADDENDA TO THE GENERAL
OBJECTIVES, GOALS, AND POLICY STATEMENT THEREOF,
AND TO REFLECT THE PROPOSED REVISIONS TO THE
PLAN DIAGRAM ATTACHED THEREWITH.
WHEREAS, the South San Francisco Planning Commission, meeting in regular
session on MEilnday, December 14, 1970, conducted a public hearing on the
proposed addenda to the General Objectives, Goals, and Policy Statements
of the General Plan, and the proposed revisions to the Plan Diagram
thereof; and,
WHEREAS, notice of the said public hearing was published in the Enter-
prise~Jaurnal at least ten (10) days prior thereto; and,
WHEREAS, copies of the proposed addenda and plan-diagram reV1Slons were
transmitted to the cities of Brisbane, Daly City, Pacifica, and San
Bruno, and the County of San Mateo, the California Regional Water
Quality Control Board, the County of Alameda, the State Department of
Housing and Community Development, the State Division of Highways, the
Association of Bay Area Government, the Bay Conservation and Develop-
ment Commission, the San Francisco International Airport, the San Mateo
Regional Planning Committee, the City and County of San Francisco, and
the California Public Utilities Commission at least ten (10) days prior
to the said public hearing; and,
WHEREAS, the Planning Commission made the following findings:
1. The proposed amendments would bring the General Plan of the City
of South San Francisco into compliance with recently-enacted SB 21,
"An act to amend Section 65302 of the Government Code, relating to
waste disposal facilities."
2. The proposed amendments would provide the City of South San
Francisco with guidelines for the long-range solution of its solid
and liquid-waste disposal.
3. The proposed amendments are supported by Louis H. Goss, Di:rector
of Public Works, John Collins, Superintendent of the sewage treatment
plant, Robert Maxey, Recreation and Park Superintendent, Daniel M. Pass,
City Planner, and Neal Martin, Planning Consultant, and

NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the
City of South San Francisco recommend to the City Council thereof
that the General Plan be amended to include the following, proposed

Proposed reclassification of the 1.28-acre parcel of land at the north-
easterly corner of Westborough and Callan Boulevards from "Neighborhood
Commercial" to "Medium-High Density Residential," and of a 1.28-acre
parcel of land near the southwesterly corner of Callan Boulevard and
King Drive from "Medium-High Density Residential" to "Neighborhood
Commercial" in the General Plan of the City of South San Francisco;
and the amendment of the "Plan Diagram" @f the General Plan to reflect
these proposed reclassifications.
Secretary Pass read the following report into the record.
Report, dated November 24, 1970, from City Planner Daniel M. Pass
"1. The proposed reclassifications and amendments would not increase
the commercial acreage sanctioned by the General Plan, but would
merely designate a new location for one of the Westborough Community's
proposed neighborhood-commercial enclaves.
"2. The proposed residential-commercial transfer would remove excess
commercial acreage from the "civic center" of the Westborough
Community, and reestablish it innocuously along a proposed off~rarnp
of the future Skyline Freeway. The said transfer would substantially
improve the projected land-use pattern of the Greendale Neighborhood
without placing the orderly growth and developmental stability of the
West Park Neighborhood in appreciable jeopardy.
"3. Skillful siting and three-dimensional planning could result in
the establishment of an excellent residential cluster at the north-
easterly corner of Westborough and Callan Boulevards.

WHEREAS, the South San Francisco Planning Commission, meeting in regular
session on Monday, December 14, 1970, conducted a public hearing on the
City Planner's recommendation that the 1.28-acre parcel of land at the
northeasterly corner of Westborough and Callan Boulevards be reclassified
from "Neighborhood Commercial" to "Medium-High Density Residential," and
that a certain 1.28-acre parcel of land near the southwesterly corner of
Callan Boulevard and King Drive be reclassified from "Medium-High Density
Residential" to "Neighborhood Commercial" in the General Plan of the City
of South San Francisco; and, that the "Plan Diagram" of the General Plan
be amended to reflect these proposed reclassifications; and,
WHEREAS, notice of the said public hearing was published in the Enterprise-
Journal at least ten days prior thereto; and,
WHEREAS, notice of the said public hearing was also transmitted to the
following political subdivisions and agencies at least ten days prior
thereto:
Brisbane, Daly City, Pacifica, and San Bruno, and the County of
San Mateo, the California Regional Water Quality Control Board,
the County of Alameda, the State Department of Housing and
Community Development, the State Division of Highways, the
Association of Bay Area Governments, the Bay Conservation and
Development Commission, the San Francisco International Airport,
the San Mateo Regional Planning Committee, the City and County

GOOD AND WELFARE, OTHER AND COMMUNICATIONS.
Mr. Jimmie Brusco, 635 Palm Avenue, South San Francisco, Calif. expressed
his extreme dissatisfaction with the state of the landscaping on South
Spruce Avenue.
City Planner Pass advised the Commission that on Monday night, November 16,
1970, City Council approved staff recommendations for establishment of a
"Planning Enforcement Board" as a means of enforcing landscape maintenance
on commercial and industrial properties. Mr. Pass further noted that the
first meeting should be on or about January IS, 1971, with the City Planner
as Chairman, and that recommendations and procedures for enforcing landscape
maintenance will be brought to fruition.
Announcement by Chairman of Notice of Planning Commission Meetings
Notice is hereby respectfully given that the South San Francisco Planning
Commission will not meet in regular study session on Monday, December 21,
1970, or in regular session on Monday, December 28, 1970. The Commission
will next meet in study session on Monday, January 4, 1971, and will next
meet in regular session on Monday, January 11, 1971, at 8:00 P.M. in the
Council Chambers of City Hall, South San Francisco, California.
There being nothing further to be considered under Good and Welfare, and
there being no further communications or other matters of interest for the
Planning Commission, Chairman Lazzari wished one and all a Merry Christmas
and a Happy New Year. The meeting was adjourned at 9:47 P.M.
