MINUTES OF PREVIOUS MEETING
Minutes of the Planning CdIlunission meeting of December 14, 1970
Commissioner Raffaelli moved that the minutes of the regular meeting
of the South San Francisco Planning Commission of December 14, 1970
be approved; seconded by Commissioner Gardner; passed by the following
roll call vote:
AYES: Boblitt, Gardner, Raffaelli, Zlatunich and Lazzari
NOES: None
ABSENT: Vice Chairman Campredon and Commissioner Rosati
ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Lazzari announced that this meeting of the South San Francisco
Planning Commission would be recorded on tape, but that anyone who
wished to come before the Commission in order to be heard, but objected
to having his voice recorded in this manner, could request the Chairman
to order the tape recorder turned "off" for the duration of the time
that he is speaking or is heard.

UP-176, use-permit request of Park 'n Fly to redevelop* two painted
bulletins (billboards) at No. 101 Terminal Court, in the M-2-H
District. Said painted bulletins are approximately 25' x 60', or
1500 square-feet each.
*The requested redevelopment includes a request for a minor
relocation.
Secretary pass read the following reports and letter into the record.
Report and Recommended "Findings" of City Planner Daniel M. Pass
"It is respectfully recommended that the Planning Commission
adopt the "findings" and action indicated in the attached,
preliminary Official Action Report."
FINDINGS:
"1. The establishment, maintenance, operation or the use of
the building or lands for which the permit is sought will not,
under the circumstances of the particular case, be detrimental
to the health, safety, morals, comfort and general welfare of
persons residing or working in the area of such proposed use,
and will not be detrimental or injurious to property and
improvements in the neighborhood or the general welfare of
the city.
"2. The approval of the requested use permit meets the require-
ments of Section 6.23 of the Zoning Ordinance.
"3. The granting of the requested use permit would enable the
applicant to improve the physical appearance of two, existing
billboards.
"4. The granting of the requested use permit would not increase
the number of billboards in this municipality, and therefore
would not be in derogation of the Planning Commission's Bayshore
Freeway, billboard-limitation policy."
Letter, dated December 17, 1970, from Martin J. Bloom, Park 'n Fly
"Mr. Daniel M. Pass, City Planner
P. O. Box 711, South San Francisco, California
"In accordance with our telephone conversations, we are enclosing
25 copies of the Park 'n Fly plot plan showing the proposed new
double-faced billboard to be erected at the South end of our
property, 25 copies of a scale elevation of the billboard, and a
check for $20.00 for the filing fee for a use permit request.
You will note that the plot plan also shows the location of the
existing billboard which would be torn down prior to erection of
this proposed new board.
"We have been unable to accurately determine the exact size of the
existing billboard faces; the best inforation available indicates

"that the existing faces are each approximately 25' x 60' in size.
Accordingly, we are making application for the new sign to have
the same size faces. It is not our intent to change the area of
the sign; if anything in your records would indicate that the
present signs are smaller than this, please advise us and we will
immediately amend our application to conform to the present size.
We are sending a copy of this letter to our parking lot manager,
Miss Elizabeth Gemmell, to contact you so as to sign the appli-
cation on behalf of Park 'n Fly of San Francisco, Inc. If any-
thing is missing from the enclosures, please phone me collect so
that we may correct the situation prior to the filing deadline
of December 24.

UP-178, use-permit request of Toyota Motor Sales to locate an
appurtenant, 385 sq. ft. + sign on a proposed building to be located
at the southeasterly corner of Forbes Blvd. and Allerton Avenue, in
the M-2-H District.
Secretary Pass read the following reports into the record.
Report, and recommended "Findings" of City Planner Daniel M. Pass
"The Planning Department respectfully recommends that the Planning
Commission adopt the "findings" and action indicated in the
attached, preliminary Official Action Report."
FINDINGS:
"The establishment, maintenance, operation or the use of the
building or lands for which the permit is sought will not, under
the circumstances of the particular case, be detrimental to
the health, safety, morals, comfort and general welfare of
persons residing or working in the area of such proposed use,
and will not be detrimental or injurious to property and
improvements in the neighborhood or the general welfare of
the city.
2. The approval of the requested use permit meets the require-
ments of Section 6.23 of the Zoning Ordinance.
3. Since the proposed sign would advertise a land use which
will occupy a 6.7-acre building site, it is not excessive.
4. The F. W. Woolworth facility in the Cabot, Cabot and Forbes
Industrial Park is advertised by a 432 sq. ft. sign and a 192
sq. ft. sign. These signs were approved by the Planning Commis-
sion on February 8, 1965, under Resolution No. 1854.

"bus-stop" kiosk at the southeasterly corner of Callan Boulevard
and Greendale Drive (opposite Duhallow Way), in the Westborough-
West Park No.3 Planned Community District.
Secretary Pass read the following reports into the record.
Report, and recommended "Findings" and "Conditions" of City Planner

"FINDINGS:
1. The establishment, maintenance, operation or the use of the
building or lands for which the permit is sought will not, under
the circumstances of the particular case, be detrimental to the
health, safety, morals, comfort and general welfare of persons
residing or working in the area of such proposed use, and will
not be detrimental or injurious to property and improvements in
the neighborhood or the general welfare of the city.
2. The approval of the requested use permit meets the require-
ments of Section 6.23 of the Zoning Ordinance.
3. The proposed kiosk would serve the public during clement and
inclement weather.
4. The proposed kiosk would be architecturally-compatible with
the residential townhouses in Westborough-West Park."
"CONDITIONS:
1. The applicant shall comply with the submitted requirements of
the City's Department Heads, and the subsequent requirements of the
Planning Commission's Architectural Committee.
2. The requested use permit is granted for a period of two years,
in order to perpetuate the Planning Commission's control over the
proposed temporary use."
Report, dated December 30, 1970, Landscape Specialist John Hoffman
I have reviewed the Drwgs, Sheets 1-3 incl. for this project.
My comments are:
1. It appears compatible with the overall landscaping of
the West Park Planned Community.
2. Area devoted to landscaping appears to be adequate.
3. Since final landscape plans are not available for review
at this time, applicant should be informed that the plans will
have to conform to the Planning Commission's minimum landscape
standards and will be reviewed by the Architectural Committee.
4. I concur with the recommendation of the City Planner."

"This Department has no objection to subject structure. How-
ever, it is recommended that the kiosk be placed on the north-
east corner of Callan Boulevard. Stop, as proposed, presents
possibility of sight obstruction."

"Please be advised this office has no objection to the construc-
tion of said temporary bus stop so long as it lies entirely
outside of the areas dedicated to the City for public use."

"The Planning Department has been in telephone communication with
Mr. Bob Fuehrer of the J. H. Snyder Co., regarding Chief of
Police Salvatore Rosano's Report, dated December 31, 1970.
"Since the lands located at the northeasterly corner of Callan
Boulevard and Greendale Drive (opposite Duhallow Way), belong
to the Catholic Church for a proposed school site, the J. H.
Snyder Co. cannot comply with Chief Rosano's report of December 31,
1970.
'Bowever, the Planning Department, in oral communication with both
the Chief of Police and the J. H. Snyder Co. has learned that a
mutually acceptable location can be found southerly of the pro-
posed location on Callan Boulevard, between Duhallow Way and
Meath Drive."

1. The applicant shall comply with the submitted requirements of
the Landscape Specialist and the Director of Public Works and the
subsequent requirements of the Planning Commission's Architectural
Committee.
2. The requested use permit is granted for a period of two years,
in order to perpetuate the Planning Commission's control over the
proposed temporary use.
3. The applicant shall comply with the subsequent requirements of
the Chief of Police."

Zoning Amendment
Petition of the City Planner to amend Section 3.34 (b) of the
Zoning Ordinance of the City of South San Francisco re off-
street parking in the R-3, Restricted Multiple Family Residential
Districts.
With the concurrence of the Commission, Chairman Lazzari ordered
the Zoning Amendment tabled indefinitely.

SPECIAL REPORTS
City Planner Pass advised the Commission that the Planning Department
anticipated an increase in Planning Activities during 1971.
Mr. Pass further noted that ground had recently been broken on the
Stonegate Ridge Development, and he fully expected, from the nUmeID(!)U$'
inquiries regarding the undeveloped parcels in Westborough, to see
increased activity; in the West Park 144, 4-plex lots (to Single Family
Dwellings/Townhouses)'; in the Juniper Neighborhood (Westborough No. 4/
zoned R-3); "the Jolly King" (Westborough No. 5/zoned R-3); and
Greenview Commons/zoned R-3.
The City Planner noted that the Planning Department had recently
received notice of the Levitz Furniture Company to locate on the S.&H.
Green Stamp Site, which would add a considerable amount of sales tax
revenue to the city's coffers.
Mr. Pass advised the Commission that the Planning Department intended
to keep the Planning Commission fully informed on all activity per-
taining to Planning that was processed by his office.
GOOD AND WELFARE, OTHER AND COMMUNICATIONS.
Commissioners Zlatunich and Boblitt noted, that the Division of Highways
had placed a San Francisco directional sign, on a traffic island on
Airport Blvd., that completely obliterated the City of South San Fran-
cisco's sign and inquired of the Assistant City Engineer Ray Maxwell
if the San Francisco sign could be removed.
Mr. Maxwell advised the Commission that he would look into the matter
with the Division of Highways, to see what could be done to correct
the situation, and report back to the Planning Commission the results
of his investigation.
There being nothing further to be considered under Good and Welfare,
. and there being no further communications or other matters of interest
for the Planning Commission, Chairman Lazzari announced that the next
regular meeting of the South San Francisco Planning Commission would be
held on January 25, 1971 at 8:00 P.M. in the Council Chambers of City
Hall, South San Francisco, California.
The meeting was adjourned at 8:47 P.M.
