Timmons Assistant City Engineer Raymond Maxwell Chief Building Inspector Leonard Pittz MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission meeting of January 11, 1971 Commissioner Zlatunich moved that the minutes of the regular meeting of the South San Francisco Planning Commission of January 11, 1971 be approved; seconded by Vice Chairman Campredon; passed by the following roll call vote: AYES: Campredon, Boblitt, Gardner, Raffaelli, Zlatunich and Lazzari NOES: None ABSENT: Rosati ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Lazzari announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission in order to be heard, but objected to having his voice recorded in this manner, could request the Chairman to order the tape recorder turned "off" for the duration of the time that he is speak- ing or is heard. - 1300 - January 25, 1971 - UP-ISO - UP-ISO, use-permit request of the Levitz Furniture Company to locate several, appurtenant signs with an aggregate area of 2400 square feet at No. 900 Dubuque Avenue, in the M-2-H District. Secretary Pass read the following reports into the record. Report and Recommended "Findings" of City Planner Daniel M. Pass "The Planning Department respectfully recommends that the Planning Commission adopt the findings listed in the attached, preliminary Official Action Report, and grant the requested use permit." FINDINGS: "1. The establishment, maintenance, operation or the use of the building or lands for which the permit is sought will not, under the circumstances of the particular case, be detrimental to the health, safety, morals, comfort and general welfare of persons residing or working in the area of such proposed use, and will not be detrimental or injurious to property and improvements in the neighborhood or the general welfare of the city. "2. The approval of the requested use permit meets the requirements of Section 6.23 of the Zoning Ordinance. "3. Since the proposed sign area would advertise an 8.4-acre complex, it would not be excessive. "4. The proposed appurtenant signs would not adversely affect the character and amenity of the Dubuque Avenue-Oyster Point Boulevard area. Names and Addresses of Proponents and Opponents Proponents: Oral presentation by Mr. Thomas W. Short, Architectural Supervisor of the Applicant, 2801 W. Indian School Road, Phoenix, Arizona, 85017. Opponents: None Commissioner Raffaelli moved that the Planning Commission adopt the findings as set forth in the preliminary Official Action Report, and approve UP-180 upon the condition that the applicant limit the appur- tenant signs to an aggregate area of 1900 square feet; seconded by Commissioner Gardner; passed by the following roll call vote: AYES: Vice Chairman Campredon, Commissioners Gardner, Raffae1i, and Chairman Laz zari NOES: Commissioners Boblitt and Zlatunich ABSENT: Rosati This action rescinded a prior action which would have denied the applicant the proposed use permit. - 1301 - UP-I81 January 25, 1971 UP-18l, use-permit request of Roy Gray to establish a portable-kennel manufactory in an existing building at No. 21S Cypress Avenue, in the C-2 District. Secretary Pass read the following reports into the record. Report and Recommended "Findings" and "Conditions" of City Planner Daniel M. Pas s. "The Planning Department respectfully recommends that the Planning Commission adopt the "findings" and action embodied in the attached, preliminary Official Action Report." FINDINGS: "I. The establishment, maintenance, operation or the use of the building or lands for which the permit is sought will not, under the circumstances of the particular case, be detrimental to the health, safety, morals, comfort and general welfare of persons residing or working in the area of such proposed use, and will not be detrimental or injurious to property and improvements in the neighborhood or the general welfare of the city. "2. The approval of the requested use permit meets the requirements of Section 6.23 of the Zoning Ordinance. "3. The proposed, limited manufactory would create no dust, noise, odor, or smoke problems, and would be compatible with other uses in the Cypress Avenue - Third Lane area. CONDITIONS: "The proposed use shall be approved for a period of two years in order to perpetuate the Planning Commission's direct control over the comprehensive renewal of this municipality's urban core." Opponents: None Commissioner Zlatunich moved that the Planning Commission adopt the findings and conditions as set forth in the preliminary Official Action Report, and approve UP-181 upon the condition that the applicant comply with the sub- mitted requirements of the City's reporting department heads; seconded by Commissioner Gardner; passed by the following roll call vote: AYES: Commissioners Boblitt, Gardner, Raffaelli, Zlatunich, and Chairman Laz zari NOES: Vice Chairman Campredon ABSENT: Rosati - 1302 - PM-67 January 25, 1971 PM-67, parcel map of Ford Frazier, representing the subdivision of an approximately .89-acre parcel ot land, located at the southeasterly corner of Alta Vista Drive and conmar Street, opposite Dianne Court, in the R-l District, into 5 lots. Secretary Pass read the following reports into the record. Report of City Planner Daniel M. Pass "The proposed subdivision meets the requirements of the State Subdivision Map Act, and the regulatory provisions and design standards embodied in the Subdivision and Zoning Ordinances of the City of South San Francisco., Said sabdivision would create five well-proportioned, low-density residen,.. tial lots. In light of the above factors, the Planning Department respectfully recommends that the Planning Commission approve the instant tentative parcel map upon the condition that the subdivider comply with the attached requirements of the City's department heads." Report, dated January 14, 1971, of Chief Building Inspector Leonard Pittz "I have examined the Tentative Parcel Map PM-67 being a subdivision of the lands of Ford F. & Dorothy A. Frazier, County Assessor's Number 13- 233-010 and recommend its approval with the following corrections to be made on the final map: '1. Prepare final map on standard size 18" x26" sheet or sheets. '2. Number all five lots beginning with the lot the Frazier house is on as Number 1, Lot 1 as shown as Number 2, etc. '3. Eliminate location of buildings on Final Map. '4. Change title to read as follows: Parcel Map, being a five-parcel subdivision of Lands of Ford F. and Dorothy A. Frazier, as recorded by the County Recorder of San Mateo County, February 13, 1950 in Book 1806 at Page 78 and located in the City of South San Francisco." Report, dated January 15, 1971, of Direcibor of Public Works Louis H. Goss "This office has reviewed the Tentative Parcel Map of said resubdivision. It is recommended the Planning Commission approve this resubdivision." The motion was passed by the following vote: AYES: Campredon, Boblitt, Gardner, Raffaelli, Zlatunich, and Chairman Laz zari NOES: None ABSENT: Rosati - 1303 - January 25, 1971 Proposed Street Layout for the Swift Property and Adjoining Territory on East Grand Avenue and Kimball Way. Secretary Pass read the following reports into the record. Report and Recommendation of City Planner Daniel M. Pass "Re: Civil Engineer Hans R. Mulberg's Proposed Street Layout for the Swift Property and Adjoining Territory on East Grand Avenue and Kimball Way" "1. Section 6S402(a) of the State Planning and Zoning Law, in recogni.,.. tion of the paramount position of the General Plan in urban planning programs, provides that no real property "shall be acquired by dedica- tion or otherwise" for streets prior to the Planning Commission's consideration of the streets' conformance with the adopted General Plan and its rendering of a report thereon. "2. The plat submitted by Civil Engineer Hans Mulberg proposes that the lands of Swift and Company, and a part of the adjoining property of Mr. Arthur Haskins be served by the realignment of Kimball Way, the widening of the Grand Avenue artery, and the establishment of two, minor industrial streets. "3. The Planning Department's perusal of the Mulberg Plat indicates that the proposed street layout conforms to the adopted General Plan of the City of South San Francisco, and to the street standards embodied in the Subdivision Ordinance thereof. The said layout is also consonant with the "Proposed Specific Plan of Plan the Extension of Utah Avenue and Kimball Way." RECOMMENDATION: "The Planning Department respectfully recommends that the Planning Commission find that the proposed street layout conforms to the adopted General Plan, and report this finding to the Honorable City Council. " Report, dated January 18, 1971, of Director of Public Works, Louis H. Goss "Please be advised that this office has checked the proposed street layout in the plan titled "Swift and Co. Development, South San Francisco, Calif., Request for General Plan Clearance of Street Dedications in Accordance with Section 65402 of the State Planningcnd Zoning Law" and concurs with the City Planner's recommendation that the Planning Commission find the pro- posed street layout conforms to the adopted General Plan." Report, dated Janaary 18, 1971, of Chief of Police, Salvatore Rosano "The Police Department concurs with the recommendations of the Planning Department regarding noted subject provided that the off-set intersections, as proposed on East G;Eand Avenue, are separated by 300+ feet. - 1304 - January 25, 1971 Proposed Street Layout for the Swift Property and Adjoining Territory on East Grand Avenue and Kimball Way Names and Addresses of Proponents and Opponents: Proponents: Hans R. Commissioner Raffaelli moved that the Planning Commission table indefinitely, the Proposed Street Layout for the Swift Property and Adjoining Territory on East Grand Avenue and Kimball Way; seconded by Commissioner Gardner; passed by the following roll call vote: AYES: Vice Chairman Campredon, Commissioners Boblitt, Gardner, Raffaelli, Zlatunich, and Chairman Lazzari NOES: None ABSENT: Rosati GOOD AND WELFARE, OTHER AND CO~1UNICATIONS Considerable discussion ensued amongst the Commissioners regarding signs in the industrial area. City Planner Pass advised the Commission that his office planned to present the Commission with "guidelines" for signs, and possible adoption, at a future meeting. There being nothing further to be considered under Good and Welfare, and there being no further communications or other matters of interest for the Planning Commission, Chairman Lazzari announced that the next regular meet- ing of the South San Francisco Planning Commission would be held on Febraary 8, 1971 at 8:00 P.M. in the Council Chambers of City Hall, South San Francisco, California.
