MINUTES OF PREVIOUS MEETING
Minutes of the Planning Commission meeting of February 8, 1971.
Commissioner Raffaelli moved that the minutes of the regular meeting of the
South San Francisco Planning Commission of February 8, 1971 be approved;
seconded by Commissioner Gardner; passed by the following roll call vote:
AYES: Gardner, Raffaelli, Zlatunich and Chairman Lazzari
NOES :, None
ABSENT: Vice Chairman Campredon and Commissioner Boblitt
ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Lazzari announced that this meeting of the South San Francisco
Planning Commission would be recorded on tape, but that anyone who wished
to come before the Commission in order to be heard, but objected to having
his voice recorded in this manner, could request the Chairman to order the
tape recorder turned "off" for the duration of the time that he is speaking
or is heard.

UP-184, use-permit request of Cummings & Co. per pro Sherman Clay to
locate a 225 sq. ft. appurtenant sign at No. 120 Produce Avenue, in
the M-2-H District.
Secretary Pass read the following letter into the record:
"Mr. Pass, City Planner, City Hall, South San Francisco, Ca.
Re: Application for UP #184 Cumming and Company
1551 East 38th Street - Oakland, California
We would like to withdraw our application for Use Permit #184
for a free standing sign on the westerly side of Produce
Avenue, about 150' southerly of San Mateo Avenue, 120 Produce
Avenue.
We will reapply later for this identification sign for Sherman Clay,
using a different color scheme, which we hope will be more accept-
able to the Planning Department.

With the concurrence of the Commission, Chairman Lazzari ordered UP-184
to stand withdrawn.

PM-72 , tentative parcel map of the Cabot, Cabot, and Forbes Co.
representing the subdivision of an approximately 1.828-acre lot,
located on the southerly side of Forbes Boulevard, about 500'
westerly of Kauffmann Court, in the M-2-H District, into two
parcels of land.
Secretary Pass read the following reports into the record.
Report of City Planner Daniel M. Pass
"The proposed subdivision meets the requirements of the State Subdivision
Map Act, and the regulatory standards of the Subdivision Ordinance of the
City of South San Francisco. Said subdivision would create two well-
designed industrial parcels of land. The smaller parcel would have
sufficient area to accommodate an approximately 15,000 sq. ft. warehouse,
and the standard amenities required by Cabot, Cabot and Forbes."
"It is therefore respectfully recommended that the Planning Commission
approve the instant tentative parcel map upon the condition that the
subdivider comply with the submitted requirements of the City's depart-
ment heads."
Report, dated February 10, 1971 of Chief Building Inspector Leonard Pittz
"I have examined the Tentative Parcel Map, PM-72 being a
resubdivision of Lot 5, Block 2, Cabot, Cabot and Forbes
Industrial Park Unit No. 2 and recommend its approval."
Report, dated February 11, 1971 of Director of Public Works Louis Goss:
"Please be advised that this office has checked subj ect tentative
parcel map and concurs with the recommendation of the City Planner
that the Planning Commission approve instant tentative parcel map."

representing the subdivision of an approximately 10.732-acre
parcel of land, located on the southerly side of King Drive,
about 820' easterly of Callan Blvd., in the PC-SF and PC-P Zones,
in the Westborough-West Park Planned Community District.

Secretary Pass read the following reports and letter into the record.
Report of City Planner Daniel M. Pass
flThe proposed subdivision meets the requirements of the State
Subdivision Map Act, and the regulations and standards con-
stituent to the Subdivision Ordinance of the City of South San
Francisco. Said subdivision would create 112 townhouse lots,
four minor streets, and four common greens, in accordance with
the approved General Development Plan of the Westborough-West
Park No.3 Planned Community District. (A large part of the
Westborough-West Park No. 3D acreage was formerly situated
within the City of Daly City.)
"In light of the above factors, the Planning Department respect-
fully recommends that the Planning Commission approve the instant
tentative map upon the condition that the subdivider comply with
the submitted requirements of the City's Department Heads."
Secretary Pass further noted that the Planning Department had received
communication that an effective transfer of the lands, located in the
City of Daly City and the City of South San Francisco, had taken place
on February 9, 1971.

Gentlemen:
Transmitted herewith on behalf of our client, J. H. Snyder Company, are
27 prints each of our "Tentative Map, Westborough-West Park Unit No. 3-D,
South San Francisco, Calif." and "General Grading Plans, Westborough-West
Park Unit No. 3-D, South San Francisco, Calif.". Also transmitted here-
with is filing fee check from the J. H. Snyder Company in the amount of
$386.00 per the requirements of Section 9.07 of your Ordinance 6p3, for
this 112 lot unit of the Westborough-West Park Unit No.3 Planned
Community District
In accordance with the requirements of the section 9.04 of said Ordinance
we submit the following statements, (some of which appear on the face of
the Tentative Map) :
a. The property is presently zoned Plannned Community S-F, for
Single Family residential use in accordance with Ordinance
575, and the proposed use is the same.

l~. Soils report covering all of the Westborough-West Park Unit
No. 3 area has previously been submitted by the Consulting
Soil Engineers for the project, Gribaldo-Jones and Associates.
c. Cut and fill slope banks will be protected from erosion by
appropriate drainage facilities, and by suitable erosion
control planting to be done in accordance with recommendations
from the landscape consultant, Anthony M. Guzzardo and Asso-
ciates.
d. Front yard depths and building setback lines conform to the
requirements of Ordinance 575.
e. Water supply and sewage disposal will be handled by a complete
water distribution main system and sewage collection system
constructed to the standards of the Westborough County Water
District and connecting into their existing facilities.
f. One 4-inch tree per lot, will be provided.
g. Public areas in Westborough-West Park Unit No.3 area have
been provided connection with previous submissions, and there
are no public areas within this unit. However, common green
areas, as shown on Tentative Map, are being provided for the
use and benefit of the property owners and residents of the
development.
h. Street lighting with electroliers conforming to the require-
ments of the South San Francisco Department of Public Works
will be provided as shown on the Tentative Map.
i. All lots will be offered for sale, with houes.
j. Four copies of the preliminary title report are also submitted.
k. The only exception to this ordinance is the forty-four foot
width cul-de-sac streets which are shown in conformance with
the previously approved and adopted General Plan for the area.
1. As indicated by the note on the Tentative Map, gas and electric
facilities are to be provided by extension from the existing
P.G.& E. systems in the area and all facilities will be under-
ground. Easements as required, will be provided and shown on
the final subdivision map."
!VA small portion of the area within the Tentative Map has just been
annexed to the City of South San Francisco, in connection with the
straightening of the common line between South San Francisco and Daly
City along King Drive. The enabling legislation by the San Mateo County
Board of Supervisors authorizing the boundary line adjustment between
the two cities passed on January 12, 1971 and it is anticipated that the
Certificate from the Secretary of State confirming the boundary line re-
adjustment, and making said readjustment effective, if not already deliv-
ered to the City Clerk should be delivered prior to the hearing on this

Report, dated January 26, 1971, of Louis H. Goss, Director of Public Works
"Subject Tentative Map complied substantially with the requirements
of Chapter 9, Section 9.03 of the Subdivision Ordinance. Prior to
the approval of said Tentative Map, the following revisions on the
map are needed:
1. Show catch basin at the southwest corner of Savannah Court
and manhole at the intersection of Savannah Court and
Greendale Drive.
2. Kent Way between King Drive and Greendale Drive will be a
collector. Therefore, the right of way should be 60 feet
and distance between faces of curb should be 40 feet.
3. Base and pavement thickness shall be as per City Engineer's
recommendation.
4. The location map should be revised to include all data"as
required under Sec. 9.03-a of the Subdivision Ordinance.
"Similar to one of the requirements for West Park Unit 3B, it is recom-
mended that the developer provide by agreement with owners of lands
adjacent to King Drive to realign the boundaries and dedicate the right
of way of King Drive between the easterly and westerly lines of Unit 3D.
It is also recommended that the developer provide by separate agreement
and bond to improve the right of way of King Drive between the easterly
and westerly lines of Unit 3D before the final map is approved.
"Design and improvement shall comply with the requirements of Chapter 4,
5 and 6 of t~e Subdivision Ordinance. Review and approval of this Tenta-
tiye Map shall not be construed as approval of the proposed design and/or
improvement as shown on this Tentative Map Final improvement plans must be
completed and approved by this office before the final map is recommended
for approval. If

"Reference is made to inter--office memorandum of January 26, 1971 from
the Director of Public Works on the subject Tentative Map.
1. The catch basin and manhole at the intersection of Savannah
Court and Greendale Drive were inadvertently left off of
the map, and have been added thereto.
2. The right of way width for Kent Way between King Drive and
Greendale Drive was established as fifty feet at the time
of approval of the General Development Plan for Westborough-
West Park Unit No.3 in 1968. Additionally, this street width was

"shown on the approved Tentative Map of Westborough-West Park
Unit No.3-B" of which this street is a part. Accordingly,
on the basis of these prior approvals of the street width
standards in this area, we cannot comply with the recommenda-
tion from the office of the Director of Public Works.
"3. In accordance with the practice in the previous units of this
development, the structural thickness of the pavement will be
per the recommendations of the soil engineer~ and in con-
formity with the standards and criteria previously established
with the office of the City Engineer.
"4. The Tentative Map has been revised with the insertion of a new
larger scale detailed Location Map, which we feel completely
c0nforms with the requirements of section 9.03a of the sub-
division ordinance.
"Appropriate agreements and bonds will be provided at the time of the
filing of the final subdivision map to guarantee the improvement of
King Drive. Street improvements in this unit will be constructed in
accordance with previously adopted and approved standards for the
Westborough-West Park Unit No.3 Planned Community Development, and
in accordance with the previously submitted typical sections details,
and specifications.
"Fifteen copies of revision 1 from the Tentative Map of Westborough-
West Park Unit No. 3-D, revised as discussed above are transmitted
herewith. We trust that with the revisions and comments in this letter,
this Tentative Map will meet with your approval.

Report, dated February 3, 1971, of Director of Public Works Louis H. Goss
"Reference is made to letter dated February 1, 1971, from Theodore
V. Tronoff referring to memorandum dated January 26, 1971, from this
office to the Planning Commission.
"In reference to Paragraph 2 of above-reference letter, this office
will accept a right of way width of 50 feet provided that the pavement
be constructed to a width of 40 feet between curbs. In the event that
utilities are required in back of the sidewalk, it will be necessary
for the developer to grant an easement for the required utilities.VI
Report, dated February 19, 1971, of John Hoffman, Landscape Specialist
"Review of the grade plan for West Park 3D indicates that there will
be some difficult grades in the common greens. It is my recommenda-
tion that the acceptance of the subdivision map be made with the
understanding that the developer will devote extra attention to
developing thos e problem areas in order to minimize the amount of
area devoted to unuseable slopes, or to compensate for the slopes by
providing ~ither additional level land in the common greens, or
additional amenities.

"Also, the 'Subdivision Statement'on the map should be changed to
read as follows:
Item M. "One street tree per lot will be provided except at
corner lots where one street tree per 25 feet of street
abutment will be provided."
Items J, K, & L. Add: "Utility services will be provided from
fronts of lots."
Item C. "Street improvements will be constructed in the proposed
streets, and common green improvements will be con-
structed in the proposed common greens, as shown on the
plans and typical sections in accordance with the stan-
dards of the City of South San Francisco and the
previously adopted standards in West Park Unit No.3."

and Kimball Way.

Secretary Pass read the following reports into the record.
Report and Recommendation of City Planner Daniel M. Pass
"Re: Civil Engineer Hans R. Mulberg's Proposed Street Layout
for the Swift Property and Adjoining Territory on East Grand
Avenue and Kimb all Way"
"1. Section 65402 (a) of the State Planning and Zoning Law, in
recognition of the paramount position of the General Plan in
urban planning programs, provides that no real property 'shall be
acquired by dedication or otherwise' for streets prior to the
Planning Commission's consideration of the streets' conformance
with the adopted General Plan and its rendering of a report
thereon.
"2. The plat submitted by Civil Engineer Hans Mulberg proposes
that the 1 ands of Swfft and Company, and a part of the adj oining
property of Mr. Arthur Haskins be served by the realignment of
Kimball Way, the widening of the Grand Avenue artery, and the
establishment of two, minor industrial streets.
"3. The Planning Department's perusal of the Mulberg PI at
indicates that the proposed street layout conforms to the adopted
Genderal Plan of the City of South San Francisco, and to the street
standards embodied in the Subdivision Ordinance thereof. The said
layout is also consonant with the 'Proposed Specific Plan of Plan
Lines for the Extension of Utah Avenue and Kimball Way.' II
RECOMMENDATION: "The Planning Department respectfully recommends
that the Planning Commission find that the proposed street layout
conforms to the adopted General Plan, and report this finding to
the Honorable City Council.'
Report, dated January 18, 1971, of Director of Public Works Louis H. Goss
"Please be advised that this office has checked the proposed street
layout in the plan titled 'Swift and Co. Development, South San
Francisco, Calif., Request for General Plan Clearance of Street
Dedications in Accordance with Section 65402 of the State Planning
and Zoning Law' and concurs with the City Planner's recommendations
that the Planning Commission find the proposed street layout conforms
to the adopted General Plan."

the Norton Simon interests, Cabot" Cabot and Forbes Co. and Utah Construction Co.
Jack E. Corey, and held over to the Commission's regular meeting on March 8,
1971. The motion was seconded by Commissioner Raffaelli, and passed by the
following roll call vote:
AYES; Commissioners Gardner, Raffaelli, Zlatunich and Chairman Lazzari
NOES; None
ABSENT: Vice Chairman Campredon and Commissioner Boblitt.
GOOD AND WELFARE, OTHER AND COMMUNICATIONS
There being nothing to be considered under Good and Welfare, and there being no
further communications or other matters of interest f~!f! the Planning Commission,
Chairman Lazzari announced that the next regular meeting of the South San Fran-
cisco Planning Commission would be held on March 8, 1971 at 8:00 P.M. in the
Council Chambers of City Hall, South San Francisco, California.
The meeting was adjourned at 8:45 P.M.
