MINUTES OF PREVIOUS MEETING
Minutes of the Planning Commission meeting of March 8, 1971
Commissioner Raffaelli moved that the minutes of the regular meeting of the
South San Francisco Planning Commission of March 8, 1971 be approved;
seconded by Commissioner Gardner; passed by the following roll call vote:
AYES: Boblitt, Gardner, Raffaelli, and Zlatunich
NOES: None
ABSENT: Vice Chairman Campredon and Chairman Lazzari
ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Acting Chairman Zlatunich announced that this meeting of the South San
Francisco Planning Commission would be recorded on tape, but that anyone
who wished to come before the Commission in order to be heard, but objected
to having his voice recorded in this manner, could request the Chairman to
order the tape recorder turned "off" for the duration of the time that he
is speaking or is heard.

Secretary Pass reas the following interoffice memorandum dated March 12,
1971, into the record:
"TO: The Honorable Chairman and Members of the
South San Francisco Planning Commission
SUBJECT: The Regional Planning Committee's Ways and Means Committee's
"Parks and Open Space - Financing the Plan"
FROM: Daniel M. Pass, City Planner and
Robert Maxey, Superintendent of Recreation & Parks
"The Superintendent of Recreation and Parks and the City Planner have
reviewed the submitted report of the Regional Planning Committee's Way
and Means Committee. This report embodies recommendations for the
financing of the County's Park and Open Space Plan.
"The report recommends that the plan be effectuated and financed inttwo
stages. The first stage, the 1970-1979 phase, woald include the purchase
and rudimentary development of 315 acres of San Bruno Mountain. This
purchase and development of the San Bruno Mt. "saddle" and adjacent smaller
parcels of land constitutes the only substantial value South San Francisco
and North San Mateo County would procure from the instant $40,000,000 program.
"While the subject report indicates that the Oyster Point Marina would
remain a municipal project, it recognizes that the Belle Air Peninsula
would have regional open-space significance. This recognition, however,
cannot be interpreted as the Ways and Means Committee's acceptance of the
General Plan of the City of South San Francisco, since the General Plan
clearly indicates that the Oyster Point Marina and the Belle Air Peninsula
are constituent components of South San Francisco's incipient Shoreline
Regional Park. It should also be noted that the acquisition and develop-
ment of the Belle Air Peninsula are not proposed under the initial stage
of the County's Parks and Open Space Plan.
"In the humble opinion of the writers, the report of the Ways and Means
Committee does not subscribe to the principle that regional park and open
space facilities should be concentrated at centers of population. While
most of the population of the County of San Mateo is confined to North
County, most of the proposed regional parks would be located in the
southerly part thereof.
"In light of the above factors, the writers cannot recommend that the
Planning Commission endorse the report of the Regional Planning Committee's
Ways and Means Committee. In the absence of RPC's inclusion of the ac-
quisition of the lands of the California Golf Club, and the remaining
private lands constituent to the Shoreline Regional Park in the 1970-79
phase of the Parks and Open Space Plan, the proposed $40,000,000 project
does not merit the City of South San Francisco's suport."

Commissioner Raffaelli moved that the Planning Commission adopt the joint
report of the City Planner and the Superintendent of Recreation and
Parks regarding: The Regional Planning Committee's Ways and Means
Committee's "Parks and Open Space - Financing the Plan", and respectfully
recommend that the City Council not endorse the Ways and Means Committee's
report, or the program recommended therein.
The motion was seconded by Commissioner Gardner, and passed by the
following roll call vote:

minutes accepted and placed on file.

UP-187, use-permit request of Oliver Allen to construct a 22-unit
apartment house on the northeasterly side of Alida Way, between Alta
Vista and Northwood Drives (next to 328 Alida Way), in the "U" District.
Secretary Pass read the following reports into the record.
Report and Recommended "Findings" and "Conditions" of City Planner Pass
"The Planning Department respectfully recommends that the Planning
Commission adopt the '"'findings" and action embodied in the attached,
preliminary Official Action Report."
Findings:
"I. The establishment, maintenance, operation or the use of the build-
ing or lands for which the permit is sought will not, under the circum-
stances of the particular case, be detrimental to the health, safety,
morals, comfort and general welfare of persons residing or working in
the area of such proposed use, and will not be detrimental or injurious
to property and improvements in the neighborhood or the general welfare
of the city.
2. The approval of the requested use permit meets the requirements of
Section 6.23 of the Zoning Ordinance.
3. The proposed apartment-house development would be consonant with
the adopted General Plan of the City of South San Francisco.
4. The proposed development would be characterized by sound site
pI anning, and a strong emphasis on "open space."
5. The proposed development would con'l3ain ample landscaping and off-
street parking."
Conditions:
"The applicant shall comply with the submitted requirements of the
City's department heads, and the subsequent requirements of the
Planning Commission Architectural Committee."
Report, dated March 12, 1971, of Landscape Specialist John Hoffman
"Site plan for subject apartment house development was reviewed and
an inspection was made of the site by me. My recommendations are:
'1. To retain a row of existing trees on the West side of the site.
It appears from my site inspection that two of the largest of these
trees will be endangered by the proposed construction. A modifica-
tion of the building plan may be necessary to preserve these trees.
2. The rear of the propery is visible fIDom EI Camino Real. There-
fore any space not required for parking or maneuvering to be
utilized for landscaping.
3. Working drawings to meet the usual requirements of the Archi-
techural Committee r s "Minimum Design Standards for Landscaping". if

Report, dated March 15, 1971, of Director of Public Works Louis H. Goss
"This office recommends approval of said use permit subject to the
submittal of a detailed grading plan showing necessary retaining
walls, cross-sections, and the method proposed for draining all
storm water from the site. Said plan should also show the proposed
sanitary sewer connection.
"All easements across private property necessary for utility connec-
tions shall be obtained by the applicant prior to the issuance of a
building permit.
"Any grading utilities or construction within the City and County of
San Francisco right of way must be authorized by the City and County
of San Francisco. Proof of authorization shall be submitted to this
office prior to the issuance of a building permit."

with its entry less than the required setback from the adjacent side-
walk, and to resultantly cover 67% of the building site at No. 216
Chapman Avenue, in the R-2 District.
Secretary Pass read the following reports into the record.
Report, and Recommended "Findings" of City Planner Daniel M. Pass
"The Planning Department respectfully recommends that the Planning
Commission adopt the findings listed in the attached, preliminary
Official Action Report, and grant the requested variances.
FINDINGS:
"There exceptions or extraordinary circumstances or conditions
applying to the land or building referred to in the application, which
circumstances or conditions do not apply generally to land or buildings
in the same district.
2. The granting of the application is necessary for the preservation
and enjoyment of substantial property rights of the petitioner.
3. That the granting of the application will not, under the circum-
stances of the particular case, be materially detrimental to the public
welfare or injurious to property or improvements in said neighborhood.
4. The granting of the requested variance will be in harmony with the
general purpose of the Zoning Ordinance.
5. The requested variance is necessary to prevent practical difficulties,
unnecessary hardships, and results inconsistent with the general purpose
of the Zoning Ordinance.
6. The requested variances are supported by the substandard square-
footage, width, and depth of the subject building site.
7. The proposed construction would bring the garage-setback and lot-
coverage of the subject development into closer conformity to the R-2
District regulations.
8. The proposed construction would eliminate the substandard distance
between the existing single-family dwelling and its detached garage."

"The Planning Department respectfully recommends that the Planning Com-
mission adopt the "findings" and action indicated in the attached,
preliminary Official Action Report."
FINDINGS:
"1. There are no exceptions or extraordinary circumstances or conditions
applying to the land or building referred to in the application, which
circumstances or conditions do not apply generally to land or buildings in
the same district.
2. The granting of the application is not necessary for the preservation
and enjoyment of substantial property rights of the petitioner.
3. That the granting of the application will, under the circumstances of
the particular case, materially affect adversely the health or safety of
persons residing or working in the neighborhood of the property of the
applicant, and will, under the circumstances of the particular case, be
materially detrimental to the public welfare or injurious to property or
improvements in said neighborhood.
4. The granting of the requested variance would not be in harmony with
the general purpose of the Zoning Ordinance.
5. The requested variance is not necessary to prevent practical diffi-
culties, unnecessary hardships, and results inconsistent with the general
purpose of the Zoning Ordinance.
6. The requested variance is not related to the physical characteristics
of the subject building site, and is therefore not supported by a read
hardship.
7. The granting of fence-height variances would be incompatible with
traffic safety in this municipality's residential districts."

"Reference noted subject, this Department concurs in the recommendation
of the Planning Department that said request be denied."

Chairman Zlatunich declared the motion for denial of the request
and informed the applicant of his right to appeal the decision
Planning Commission, if he wished to do so, within 10 days here-
His appeal should then be filed with the City Clerk in order to
second hearing set before the City Council.

the subdivision of an approximately 7515 square-foot lot, located at
the northeasterly corner of Grand Avenue and Forest View Drive, in
the R-l District, into two parcels of land.
Secretary Pass read the following letter and reports into the record.
"The Planning Commission
City Hall, 400 Grand Avenue, South San Francisco, Ca.
"As engineers representing the owner, Atlas Realty Company, we
are enclosing for your consideration 25 prints of the Tentative
Parcel Map of a portion of Lot 20, Block 18, Sunshine Gardens,
Subdivision No.4, South San Francisco, California. We are also
enclosing a check, in the amount of $50.00, to cover the filing
fee. If any additional information is required, please feel
free to call on us.

Report, dated March 3, 1971, of City Planner Daniel M. Pass
"The proposed subdivision would create a building site which
would substantially fail to meet the width and area requirements
of the Subdivision and Zoning Ordinances of the City of South
San Francisco. The approval of the said subdivision would create
a lot which could not be properly developed in the absenc e of
the property owner's procurement of several bulk variances.
"The granting of the requested lot-width, lot-depth, and lot-area
exceptions would be tantamount to the granting of a special
privilege, and therefore would not be consistent with Section
701 of Ordinance No. 603.
"The Planning Department respectfully recommends that the Planning
Commission deny the instant tentative parcel map. The Department
suggests that the subdivider consider the subject parcel's use as
a tot lot, or as a landscaped entry into Sunshine Gardens."
Report, dated March 5, 1971, of Landscape Specialist John E. Hoffman
"The use of substandard lots for purposes of building sites is con-
trary to the goals and objectives of the South San Francisco Beauti-
fication Program as adopted by City Planning Commision Resolution
No. 2107 which has among its goals:
'1. To create an environment in the City which contains
beauroy and open space...'
'2. To enhance the City's environmental image within the
metropolitan area..'
'3. To protect the property values and upgrade the general
appearance of the City.'

"Approval of the subject parcel map would be detrimental to our city's
goals as stated above. Therefore, I concur with the recommendations
of the City Planner to deny the application for the subject parcel
map. "
Report, dated March 12, 1971, of Chief Building Inspector Leonard Pittz
"I have examined the Tentative Parcel Map-74 being a subdivision
of Lot 20, Block 18, Sunchine Gardens No.4 and concur with the
Planning Department's recommendation for denial for use as a
buildable lot.
"However, if the subdivision is approved for other use the following
corrections would be required for a final map:
1. Lot 20 should be shown in its entirety with the proposed new lot
lines shown.
2. The larger portion of Lot 20 would be renumbered to Lot 21
and the smaller portion to Lot 22.
3. The former Lot No. 20 would be shown in dotted lettering on
both parcels and the new lot numbers in solid lettering.
4. The Block No. 18 would be shown as indicated, solid lettering,
circled.
5. The Parcel Map title should read, being a subdivision of Lot 20,
Block 18, Sunshine Gardens No.3, South San Francisco, San Mateo
County, California."

Acting Chairman Zlatunich declared the motion for denial of the request
passed and informed the applicant of his right to appeal the decision
of the Planning Commission, if he wished to do so, within 15 days
hereafter. His appeal should then be filed with the City Clerk in
order to have a second hearing set before the City Council.

Proposed Street Layout for the Swift Property and Adjoining
Territory on East Grand Avenue and Kimball Way.
(Continued from Planning Commission Meeting of March 8., 1971)
Mr. Ron Brazil., Associated Construction and Engineering Company, 127
Beacon Street, South San Francisco, California, appeared before the
Commission and requested that the Proposed Street Layout for the
Swift Property and Adjoining Territory on East Grand Avenue and
Kimball Way be removed from the agenda for an indefinite period.
Mr. Brazil advised the Commission, that the i~stant matter
would not appear before the Commis.sion until all matters pertaining
to it were resolved.
With the concurrence of the Commis.sion, Acting Chairman Zlatunich
ordered the instant matter removed from the agenda for an indefinite
period.
GOOD AND WELFARE, OTHER AND COMMUNICATIONS
Secretary Pass advised the Commission that there would be no study
session on March 29, 1971, and that the next study session would be
held on April 5., 1971
There b€ing nothing further to be considered under Good and Welfare, and
there being no further communications or other matters of interest for
the Planning Commission, Acting Chairman Zlatunich announced that the
next!:regular meeting of the South San Francisco Planning Commission would
be held on April 12, 1971 at 8:00 P.M. in the Council Chambers of City
Hall, South San Francisco, California.
The meeting was adjourned at 9:06 P.M.
