Timmons Assistant City Engineer Raymond Maxwell Building Inspector Roy Ghilardi MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission meeting of March 22, 1971 Commissioner Raffaelli moved that the minutes of the regular meeting of the South San Francisco Planning Commission of March 22, 1971 be approved; seconded by Commissioner Zlatunich; passed by the following roll call vote: AYES: Campredon, Boblitt, Raffaelli, Zlatunich, and Lazzari NOES: None ABSENT: Commissioner Gardner ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Lazzari announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission in order to be heard, but objected to having his voice recorded in this manner, could request the Chairman to order the tape recorder turned "off" for the duration of the time that he is speaking or is heard. - 2349 - UP-185 April 12" 1971 UP-185, use-permit request of Cummings & Co. to locate a 196 sq. ft. illuminated" appurtenant sign on the roof of the building at No. 110 Produce Avenue, in the M-2-H District. Secretary Pass read the following letter into the record. "Mr. Daniel Pass, Planning Division of City of South San Francisco 400 Grand Avenue, South San Francisco, Calif. "Re: Sherman Clay Sign, 100 Produce Avenue, South San Francisco "We expect to change the Sherman Clay signing at the Produce Avenue location; therefore we request that our application be withdrawn. Thank you for your assistance in this matter Sincerely, Cummings and Company" With the concurrence of the Commission, Chairman Lazzari ordered UP-185 to be withdrawn. - 2350 - UP-186 April 12, 1971 UP-186, use-permit request of Savoy Auto Parks & Garages, Inc. to establish an automotive car wash on the northerly side of South Spruce Avenue, approxi- mately 200' westerly of Myrtle Avenue (extended), in the P-C-M District. Gasoline will be retailed on the subject premises. Secretary Pass read the following reports and letter into the record. Report and recommended "Findings" and "Conditions" of City Planner Pass "It is respectfully recommended that the Planning Commission adopt the findings and conditions embodied in the attached, preliminary Official Action Report, and conditionally grant the requested use permit." FINDINGS: 1. The establishment, maintenance, operation or the use of the build~ ing or lands for which the permit is sought will not, under the cir- cumstances of the particular case, be detrimental to the health, safety, morals, comfort and general welfare of persons residing or working in the area of such proposed use, and will not be detrimental or injurious to property and improvements in the neighborhood or the general welfare of the city. 2. The approval of the requested use permit meets the requirements of Section 6.23 of the Zoning Ordinance. 3. The implementation of the revised plans would improve the site planning and architectural quality of the proposed car wash. 4. Under the revised plans, the landscaped buffer between the proposed car wash and the adjacent residential lots would not be decreased." CONDITIONS: 1. The applicant shall comply with the requirements embodied in the submitted reports of the City's Department Heads, and the subsequent requirements of the Planning Commission's Architectural Committee. 2. Report, dated March 29, 1971, of Landscape Specialist John E. Hoffman "I have reviewed the site plan presented with the appliction for the subject use permit. My recommendation: 1. The site plan is adequate for use permit application. 2. Applicant be advised to prepare landscaping working drawings that meet the requirements of the City's "MINIMUM DESIG~ STANDARDS FO~ LANDSCAPING", for review by the Architectural Commlttee at the tlme of application for building permit." - 2351 - UP-186 April 12, 1971 Report, dated March 30, 1971, of Fire Chief John A. Marchi: "I can only approve the above subject providing the applicant provides a minimum 15 feet wide clear space along the westerly property line of the subject building site. Compliance with this condition will require the applicant to limit the service at his most westerly pump island, and to clearly mark the above mentioned clear space, "For Fire Depart- ment Use Only". This recommendation is similar to my previous recom- mendation of April 3, 1970, pertaining to UP-146 filed by Frontier Construction Company. Also, as previously submitted by me, "A fire alarm box will have to be installed and spotted according to the specifications of the fire department, and also the underground gaso- line tanks will have to meet the South San Francisco Fire Department's requirements relating to underground tanks and locations." " Report, dated April 2, 1971, of Chief of Police Salvatore Rosano "This Department has commented on this proposed use in previous memoranda, refer to UP-136 and UP-146. While we concur with the Planning Department on its recommendation, we wish to emphasize the following. We stress that the developer and owner, as a matter of record, should be advised that, when South Spruce Avenue is improved and a median strip is provided, this Department will not recommend for openings to provide left turn movement into this facility." Letter, dated April 1, 1971, from E. Keith Franc Assoc. "This letter is to confirm the revisions to UP-186 as discussed at our meeting March 26, 1971, regarding the proposed "Rain Tunnel" at So. Spruce Street. The additional 575 sq. ft. of landscaping required will be provided in the following manner: 1. The 5 rectangular beds adjacent to the car wash will be increased by 36 sq. ft. each 180 sq. ft. 2. The east and west planting strips will be increased Erom 3' to 4' 420 sq. ft. Total 600 sq. ft. 3. The landscaping shall be according to the city's minimum design standards and consisting of trees such as Lombardi Popular, Olive and Myoporum in use with shrubs such as Xylosma, Viburnum, Photinia, etc. The sign as depicted in the elevations and photograph will have approxi- mately 32 sq. ft. per face using two faces or not more than three to. maintain a maximum of 100 sq. ft. as permitted. An alternate to the tile roof shall be cedar paneling or an equal as shown in the photograph." Secretary Pass read the following reports and letter into the record. Report and recommended "Findings" and "Conditions" of City Planner Pass "The Planning Department respectfully recommends that the Planning Commission adopt the "findings" and action indicated in the attached, preliminary Official Action Report." FINDINGS: "The establishment, maintenance, operation or the use of the building or the use of the building or lands for which the permit is sought will not, under the circumstances of the particular case, be detri- mental to the health, safety, morals, comfort and general welfare of persons residing or working in the area of such proposed use, and will not be detrimental or injurious to property and improvements in the neighborhood or the general welfare of the city. 2. The proposed concession would be constantly supervised by employees of the Buck Norred Raceways. 4. The proposed concession has been successfully operation in the Cities of Palo Alto, Campbell, Fremont, Santa Clara, and Mountain View. 5. Buck Norred Raceways' insurance policy would protect the City from liability. 6. The proposed promotional activity would give Westborough Square a modicum of vitality. If CONDITION: "The applicant shall comply with the submitted requirements of the Ci ty' s department heads." Letter, dated March 24, 1971, from Ferris Enterprises "On behalf of Buck Norred Raceways and the Merchants Association of the Westborough Square Shopping Center, I respectfully ask your approval of USE PERMIT for a temporary use allowing The Mini Car Ride to operate on the parking lot of the above named Center, in the location shown on the plot plan attached, during the dates of April 30, thru May 9, 1971. This operation is to be in conjunction with sales promotions by the various merchants in the center. The Association will receive a part of the gross, with this money they are able to decorate the center during the Holidays and other purposes beneficial to the center. - 2353 - UP-188 April 12, 1971 "The Mini Car Ride consists of 7 small gas driven cars, inclosed in an area 65 x 150 ft. with safety factors that has been cleared by the National Kart Association and the State of California, this ride has operated in numerous shopping centers and has returned to many of them two and three times. It is a ride that has driver education quality and attracts the parents as well as the children. I have attached a copy of the agreement with the merchants, a Certificate of Insurance, covering the City and plot plan showing location. Secretary Pass read the following reports into the record. Report of City Planner Daniel M. Pass "The petitioned amendment of Ordinance No. 575 is confined to Parcel A in the Westborough-West Park No.3 Planned Community District. Said Parcel A is located at the southeasterly corner of Callan Boulevard and King Drive, and is partially developed with a Union Oil Company service station. This service station was approved under UP-85,and was established as a constituent part of Planned Unit Development B. The approved PUD "B" also indicates that a food market and retail shops will be constructed on the subject 4.676 acres of land. "Under the proposed amendment, apartment houses and dwelling groups, with a maximum density of 25 dwelling units per net acre, would be permitted on the remaining 4.217 acres of Planned Unit "B". While the existing service station would remain, PUD "B" would become basically a high-density residential project. This metamorphosis indisputably supports the Planning Commission's contention that Westborough is commercially overzoned. "While the optimum planning of the remaining acreage of PUD "B" would require the petitioner to reclassify Parcel A as "PC-SF,", and to subsequently develop West Park-type townhouses thereon, economic considerations preclude such. The Westborough Planning Committee, in its report of September 14, 1970, recognized the city-planning sig- nificance, as well as the economic intricacies of Parcel A, and made the following recommendation: "Recommendation 2/Site II: The Committee recommends that the 'property located at the S.E. corner of King Drive and Callan Boulevard, adj acent to the Union "1A6lV service station, be reclassi- fied from PC-Commercial to PC-Single Family, PC-Duplex Family, or PC-Multiple Family." "In effect, the petitioned amendment, coupled with the subsequent amendment of Planned Unit Development liB", would enable the petitioner to bring the land-use of the subject property into a state of de facto compliance with the above recommendation of the Westborough Planning Committee. "The Planning Department feels that the instant petition is supportable. The proposed amendment would enable the developer of Planned Unit "B" to residentially develop commercially-zoned property, and to thereby promote the orderly growth of the Greendale and West Park Neighborhoods. This development would constitute a small, but important roll-back of the commercial-overzoning of the Westborough Community.. - 2355 - RZ-19 April 12., 1971 "Recommendation: In light of the above factors, the Planning Department respectfully recommends that the Planning Commission adopt the attached, preliminary resolution, and thereby recom.mend to the City Council that the following petitioned amendment to Section VI.A of Ordinance No. 575 be enacted into Ordiance. Petitioned Amendment to Section VI.A. of Ordinance No. 575. SECTION VI. SPECIAL REGULATIONS--PLANNED CO~~4UNITY CO~~~RCIAL DISTRICTS OR ZONES In addition to the general regulations hereinbefore set forth, the following special regulations shall apply in the Planned Community Commercial Districts or Zones A. Parcel A. 1. Uses Permitted. The following uses when conducted within a building are permitted upon approval of Planned Unit Development Plans and the issuance of a Use Permit by the Planning Commission pursuant to the procedures set forth in the Zoning Ordinance of the City of South San Francisco as amended. a. Apartment houses and dwelling groups with a maximum residential density of twenty-five (25) dwelling or housekeeping units per net acre; and retail stores of the following types: Bakeries, food stores of the following types: Bakeries, food stores, hardware stores, banks, barber shops, beauty parlors, book stores, variety stores, shoe shops, drug stores, offices, florist shops, restaurants, personal service establishments, department stores, launderettes, cleaning agencies, service stations and uses which the Planning Commission finds and determines to be of a similar natures. Addenda Report, dated March 29, 1971, of Fire Chief John A. Marchi "Before any approval can be had from the fire department, hydrants, water mains and fire alarm will have to be installed and spotted by the fire chief." The motion was seconded by Commissioner Zlatunich. - 2356 - RZ-19 Ap ri 1 12" 1971 "RESOLUTION NO. 2114" RESOLUTION OF THE PLANNING CO~WISSION OF THE CITY OF SOUTH SAN FRANCISCO RECOMMENDING TO THE CITY COUNCIL THEREOF THAT THE PETITIONED AMENDMENT TO SECTION VI.A. OF ORDINANCE NO. 575 BE ENACTED INTO ORDINANCE WHEREAS" the South San Francisco Planning Commission, meeting in regular session on Monday, April 12, 1971" at 8:00 o'clock p.m., conducted a public hearing on RZ-19, petition of Goodrich, Kest & Associates to amend Section VI.A of Ordinance No. 575 by the inclusion of apartment houses and dwelling groups as permitted uses on Parcel A of the Planned Community Commercial District of the Westborough-West Park No.3 Planned Community District, and, WHEREAS, the amended Section VI.A of Ordinance No. 575 would read: "SECTION VI. SPECIAL REGULATION--PLANNED COMMUNITY COMMERCIAL DISTRICTS OR ZONES "In addition to the general regulations hereinbefore set forth, the following special regulations shall apply in the Planned Community Commercial Districts or Zones A. Proposed Addenda and, WHEREAS, at least ten-days' prior notice of the said public hearing was published in the Enterprise-Journal, posted at three points on or adjacent to Parcel A of the Westobrough-West Park No.3 Planned Com- munity Distxict, and transmitted by U.S. Mail to the Presidents of the Westborough Homeowners Improvement and West Park Homeowners Associations; and, WHEREAS, the Commission membership jointly and individually studied the instant petition, and considered the oral testimony and written. reports pertaining thereto; and, - 2357 - RZ-19 April 12, 1971 Resolution No. 2114 (continued) WHEREAS, the Planning Commission made the following findings: 1. The petitioned amendment is confined to Parcel A of the Planned Community Commercial District of the Westborough-West Park No.3 Planned Community District. 2. The petitioned amendment would primarily affect the land-use pattern of the undeveloped 4.217 acres of Planned Unit Development "B". 3. The petitioned amendment would be consonant with the recommendations of the Westborough Planning Committee. 4. The petitioned amendment is endorsed by the City Planner. 5. The petitioned amendment would enable the petitioner to residentially develop commercially-zoned property, and to thereby promote the orderly growth of the Greendale and West Park Neighborhoods. 6. The petitioned amendment could constitute a small, but important roll-back of the patent commercial-overzoning of the Westborough Community. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of South San Francisco recommend to the City Council thereof that the petitioned amendment of Section VI.A of Ordinance No. 575 be enacted into ordinance." The motion was passed by the following roll call vote: AYES: Vice Chairman Campredon, Commissioners Boblitt, Raffaelli, Zlatunich, and Chairman Lazzari NOES: None ABSENT: Commissioner Gardner - 2358 - April 12, 1971 GENERAL PLAN - Second Annual Review of the General Plan of 1969 1. The City Council on April 21, 1969, adopted Resolution 5073, and thereby approved the Planning Commission's Preliminary General Plan of 1969, entitled "Orderly Growth". The General Plan embodies the long-range, comprehensive, and general policies, goals, objectives, standards, proposals, and guidelines for the physical, social and economic growth and development of this municipality and its conurbation. 2. Whereas, the General Plan of 1969 is the constitution of all local planning and development programs, its currency is essential to its continuing effectiveness and viability. The State Planning and Zoning Law's recognition of this factor is contained within Section 65400(b), to wit: "Section 65400. After the county or city legislative body has adopted all or part of a general plan, the planning agency shall: "(b) render an annual report to the legislative body on the status of the plan and progess of its application." 3. On June 8, 1970, the Planning Commission conducted the first annual review of the General Plan of 1969 and made the following findings: (1) The General Plan of 1969 effectively guffides the current and projected growth and development of the City of South San Fran- cisco and environs. (2) The General Plan of 1969 is currently providing the guidelines for the orderly growth and developmental stability in South San Francisco's nascent areas: Stonegate Ridge, Westborough, and the Cabot, Cabot and Forbes Industrial Park. (3) The General Plan is substantially consonant with South San Francisco's circulation and public facilities programs. (4) The General Plan of 1969 promote the preparation and adoption of the new Subdivision Ordinance of the City of South San Francisco, and the Sketch Pl~n of the Proposed Shoreline Regional Park. (5) The General Plan of 1969 is congruous with the City of South San Francisco's continuing efforts to revitalize its urban core, and its peripheral territory. (6) The General Plan of 1969 is harmonious with the policies, goals, and objectives of the adopted Housing Element. (7) No revisions to the General Plan of 1969 are indicated at this time. - 2359 GENERAL PLAN -Second Annual Review April l2~ 1971 "4. The Planning Commission then instructed its Secretary to report to the City Council that the status of the General Plan of 1969 was sound and that said plan was effectively promoting the orderly growth of the City of South San Francisco and environs. The Commi~sion also advised the City Council to consider the early enactment ofl'Me Planning Com- mission's proposed amendments to the Zoning Ordinance. While the Commission's report on the General Plan was accepted by the City Coun- cil~ the proposed amendmenets to the Zoning Ordinance are still forth- coming. 5. In anticipation of the Planning Commission's Second Annual Review of the General Plan of 1969~ the Office of the City Planner has studied the statements~ elements~ and plan diagrams embodied therein. The Office has also surveyed the existing land-use and circulatory patterns of South San Francisco's several communities and neighborhoods~ and has re-examined this City's current planning ordinances, specific plans~ and projects. The following findings and recommendations are based upon these studies. Findings: 1. The General Plan of 1969 continues to effectively guide the current and projected growth and development of the City of South San Francisco and its sphere of influence. 2. The General Plan of 1969 is currently providing the guidelines for the orderly growth and development of South San Francisco's areas of major growth: Stonegate Ridge~ Westborough, and the Cabot, Cabot and Forbes Industrial Park. 3. The General Plan is substantially consonant with South San Francisco's circulation and public facilities programs. Within the next twelve months the Planning Commission will be able to complete the general- planning of the street stystem in the Cabot-Utah industrial neighborhood. This system will promote fluid circulation in the Cabot, Cabot and Forbes Industrial Park No. 3~ the Lands of Swift and Company, the Lands of Fuller-O'Brien-Hunt, and peripheral territories. 4. The General Plan was amended twice during Calendar 1970. The first amendment~ accomplished under Resolution No. 2113 permitted the minor restructuring of the land-use pattern in South San Francisco's incipient Westborough community. The second amendment~ instituted by Commission Resolution No. 2111 ~ brou!lat the General Plan of 1969 into compliance with the State of California's requirement that local general plans indicate liquid-waste and solid-waste disposal facilities. 5. The General Plan of 1969 is congruous with the City of South San Francisco's continuing effortssto revitalize its urban core and adj acent territory. 6. The Housing Element of the General Plan is effectively promoting the production of sound housing and orderly residential environments for all economic segments in the City of South San Francisco. - 2360 - GENERAL PLAN- Second Annual Review April 12, 1971 "7 . The Housing Element has been implemented by FHA programs in this municipality's Greendale and Stonegate neighborhoods. 8. It is anticipated that the Housing Element will soon be implemented by the development of several hundred apartment-houseuni ts in the Juniper Neighborhood of the Westborough Community, and the construction of low rental units for senior citizens in the Brentwood-Avalon Neighbor- hood of the Central Community. Several, smaller apartment houses have been developed within this municipality during the past twelve months. 9. During fis6al 1971-72 the City of South San Francisco will be required to complete the Conservation Element of its General Plan, and to adopt an Open Space Element. This completion and adoption will enable the General Plan to provide the impetus for an ecological counter- attack on the local scene. Recommendations: 1. The Office of the City Planner respectfully recommends that the Planning Commission adopt the foregoing findings, and report to the Honorable Mayor and City Council that the status of the General Plan is sound, and that said Plan is effectively promoting the orderly growth of the City of South San Francisco and its environs. 2. The Office respectfully recommends that the Planning Commission advise the City Council that the early enactment of the Planning Commission's "Comprehensive Amendment to the Zoning Ordinance" would substantially improve the City's specific zoning plan, and thereby enable said plan to better effectuate the General Plan. 3. The Planning Office also respectfully recommends that the Planning Commission advise the City Council that it proposes to prepare major preliminary amendments to the General Plan with the next twelve months. These amendments will involve the completion of the Circulation Element in the Cabot-Utah Industrial Neighborhood, the completion of the Con- servation Element, entitled "The Natural Resources Addendum to the Working- Living Areas Element", and the creation of an Open Space Element." .Names and Addresses of Proponents and Opponents: None Commissioner Boblitt moved, seconded by Commissioner Zlatunich, that the Planning Commission instruct the Secretary to transmit the following memorandum to the Honorable City Council: "The Second Annual Review of the General Plan of 1969, and the Report on the Status and Application thereof to the City Council "The South San Francisco Planning Commission, meeting in regular session on Monday, April 12, 1971, reviewed the adopted General Plan of 1969. At the conclusion of the second annual review, the Commission adopted the following findings and instructed its Secretary to transmit the following report and advice to the City Council. - 2361 - GENERAL PLAN- Second Annual Review April 12, 1971 "A copy of the City Planner's Urban Planning Analysis on the subject matter is respectfully submitted herewith for your information. Findings: 1. The General Plan of 1969 continues to effectively guide the current and projected growth and development of the City of South San Francisco and its sphere of influence. 2. The General Plan of 1969 is currently providing the guidelines for the orderly growth and development of South San Francisco's areas of growth; Stonegate Ridge, Westborough, and the Cabbt, Cabot and Forbes Industrial Park. 3. The General Plan is substantially consonant with South San Fran- cisco's circulation and public facilities programs. Within the next twelve months the Planning Commission will be able to complete the general-planning of the street system in the Cabot-Utah industrial neighborhood. This system will promote fluid circulation in the Cabot, Cabot and Forbes Industrial Park No.3, the Lands of Swift and Company, the Lands of Fuller-O'Brien-Hunt, and peripheral territories. 4. The General Plan was amended twice during Calendar 1970. The first amendment, accomplished under Resolution No. 2113 permitted the minor restructuring of the land-use pattern in South San Francisco's incipient Westborough community. The second amendment, instituted by Commission Resolution No. 2111, brought the General Plan of 1969 into compliance wi th the State of California's requirement that local general pI ans indicate liquid-waste and solid-waste disposal facilities. 5. The General Plan of 1969 is congruous with the City of South San Francisco's continuing efforts to revitalize its urban core and adjacent territory. 6. The Housing Element of the Gen~ral Plan is effectively promoting the production of sound housing and orderly residential environments for all economic segments in the City of South San Francisco. 7. The Housing Element has been implemented by FHA programs in this municipality's Greendale and Stonegate neighborhoods. 8. It is anticipated that the Housing Element will soon be implemented by the development of several hundred apartment-house units in the Juniper Neighborhood of the Westborough Community, and the construction of low rental units for senior citizens in the Brentwood-Avalon Neighborhood of the Central Community. Several, smaller apartment houses have been developed within this municipality during the past twelve months. 9. During fiscal 1971-72 the City of South San Francisco will be required to complete the Conservation Element of its General Plan, and to adopt an Open Space Element. This completion and adoption will enable the General Plan to provide the impetus for an ecological counterattack on the local scene. - 2362 - GENERAL PLAN - Second Annual Review April 12, 1971 "Report: The Planning Commission of the City of South San Francisco respectfully reports to the City Council thereof that the status of the General Plan of 1969 is sound, and that said Plan is effectively pro- moting the orderly growth of the City of South San Francisco and environs. "Advice: 1. The Planning Commission of the City of South San Francisco respect- fully advises the City Council thereof that the early enactment of the Commission's "Comprehensive Amendment to the Zoning Ordinance" would substantially improve the City's specific zoning plan, and thereby enable said Plan to better implement the General Plan of 1969. 2. The Planning Commission also advises the City Council that major preliminary amendments to the General Plan will be submitted to the City Council within the next twelve months. These amendments will consist of the completion of the Circulation Element in the Cabot- Utah Industrial Neighborhood, the completion of the Conservation Element, entitled, "The Natural Resources Addendum to the Working- Living Areas Element," and the creation of an Open Space Element." The motion was passed by the following roll call vote: AYES: Vice Chairman Campredon, Commissioners Boblitt, Raffaelli, Zlatunich, and Chairman Lazzari NOES: None ABSENT: Commissioner Gardner After considerable discussion amongst the Commission, regarding the forth- coming workload of the Planning Department during fiscal 1971-72, Commis- sioner Boblitt moved, seconded by Commissioner Zlatunich, that the Secretary be instructed to transmit the following to the Honorable Mayor and City Council. "The South San Francisco Planning Commission, meeting in regular session on Monday, April 12, 1971, discussed at length the City Planner's report pertaining to the Commission's "Second Annual Review of the General Plan," and expressed concern that the Planning Department's budget for 1971-72 might not be sufficient to bring the proposed planning program to fruition. The Commissioners were of the opinion that the proposed revampment of the Circulation Element, the comple- tion of the Conservation Element, and the synthesis of an Open Space Element of the General Plan during the forthcoming fiscal year will require the employment of additional planning staff. At the conclusion of the Commission's Second Annual Review of the General Plan, the Secretary was instructed to notify the Honorable Mayor and City Council that the Planning Commission recommends that the professional staff of the Office of the City Planner be substantially increased to meet the increasing demand for urban-planning services in this municipality and its sphere of influence. Gardner GOOD AND WELFARE, OTHER AND COMMUNICATIONS April 12, 1971 Mrs. Dorothy Morehouse, of Neal's Pub, Westborough Square, spoke at length regarding the poor condition of the landscaping within and around the shopping center. She further noted that the Westborough Square Merchants Association had paid $3,850 in the past year to replant and maintain the landscaping in the center. Mrs. Betty Dieves, of the Fabric Shop, Westborough Square, and President of the Merchants Association, corroborated Mrs. Morehouse's remarks, and further noted that she did not believe that the Shopping Centers developers had lived up to their original agreement with the City regarding the land- scaping of Westborough Square. Commissioner Raffaelli noted that the landscaping along South Spruce Avenue was in poor condition and Secretary Pass advised the Commission that the Landscape Enforcement Board would continue to meet, and that the City Attorney was working toward the development of an adequate Landscap- ing Enforcement Ordinance. With the concurrence of the Commission, Chairman Lazzari instructed the Secretary to send the following memorandum to Landscape Specialist John E. Hoffman: liThe South San Francisco Planning Commission, meeting in regular session on April 12, 1971, instructed the Secretary to procure a report on the status of landscaping and landscaping maintenance in the Westborough Square Shopping Center from the Landscape Specialist. Will you please transmit a copy of this report to Mrs. Betty Dieves, President of the Westborough Square Merchants Association." There being nothing further to be considered under Good and Welfare, and there being no further communications or other matters of interest for the Planning Commission, Chairman Lazzari announced that the next regular meeting of the South San FRancisco Planning Commission would be held on April 26, 1971 at 8:00 P.M. in the Council Chambers of City Hall, South San Francisco, California.
