Minutes of the Planning Commission meeting of April 12, 1971.
Commissioner Raffaelli moved that the minutes of the regular meeting of
the South San Francisco Planning Commission of April 12, 1971 be approved;
seconded by Commissioner Gardner; passed by the following roll call vote:
AYES: Campredon, Boblitt, Gardner, Raffaelli, Zlatunicrrarid Lazzari
NOES: None
ABSENT: None
ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Lazzari announced that this meeting of the South San Francisco
Planning Commission would be recorded on tape, but that anyone who wished
to come before the Commission in order to be heard, but objected to
having his voice recorded in this manner, could request the Chairman to
order the tape recorder turned "off" for the duration of the time that he
is speaking or is heard.

V-97, variance request of Paul Kilmartin, to construct a three-story,
six-unit apartment house in the required front, level rear, and north-
easterly side yards of the building site located on the southerly side
of Gardiner Avenue, opposite Lewis Avenue~ in the R-3 District.
Secretary Pass read the following reports into the record.
Report of City Planner Daniel M. Pass
"It is respectfully recommended that the Planning Commission adopt
the attached, preliminary Official Action Report, and grant the
requested variances."
FINDINGS:
"1. There are exceptions or extraordinary circumstances or conditions
applying to the land or building referred to in the application, which
circumstances or conditions do not apply generally to land or build-
ings in the same district.
2. The granting of the application is necessary for the preservation
and enjoyment of substantial property rights of the petitioner.
3. That the granting of the application will not, under the circum-
stances of the particular case, materially affect adversely the
health or safety of persons residing or working in the neighborhood
of the property of the applicant, and will not, under the circum-
stances of the particular case, be materially detrimental to the
public welfare or injurious to property or improvements in said
neighborhood.
4. The granting of the requested variance will be in harmony with
the general purpose of the Zoning Ordinance.
5. The requested variance is necessary to prevent practical difficulties,
unnecessary hardships, and results inconsistent with the general purpose
of the Zoning Ordinance.
6. The requested variances are supported by the steep terrain of the
subject building site~ and the resulting, substantial limitation on the
buildable area thereof.
7. The terracing of the rear yard of the subject building site to a
5% grade would be both impracticable and impractical.
8. Considering the physical characteristics of the land in question,
the proposed development would manifest sound site planning."

PM-75, tentative parcel map of the J. H. Snyder Company, representing
the resubdivision of an approximately 1.15-acre parcel of land, located
at the northwesterly corner of Greendale Drive and Haussmann Court, in
the "PC-SF" and "PC-DF" Zones of the Westborough-West Park No.3
Planned Community District, into a 19-1ot condominium project.
Secretary Pass read the following reports into the record.
Report and RecommeJ:ldation of City Planner Daniel M. Pass
"The proposed condominium project, a resubdivision of 19 lots in Block 9
of Westborough-West Park Unit No. 3B (SA-16), meets the requirements of
the State Subdivision Map Act, and the regulatory standards and
"Optional Design and Improvement Standards" of the Subdivision Ordinance
of the City of Sonth San Francisco. The said project would be consonant
with Planned Unit Development "I," which was approved by the Planning
Commission on February 8, 1971, under UP-183, and would tend to
effectuate the plans submitted therewith. I'
"The Planning Department therefore respectfully recommends that the
Planning Comm.ission approve the instant tentative parcel map upon the
condition that the subdivider comply with the submitted requirements
of the Ci ty 's Dep artment Heads."
Report, dated April 15, 1971, of Chief Building Inspector Leonard Pittz
"I have examined the Tentative Parcel Map PM-75, being a resubdivision
of Lots 7 through 25, Block 9, Westborough-West Park Unit No. 3-B
and recommend its approval with the following correction to be made
on the final map:
1. The entire area of Units 7 through 13 shown on sheet two
should be identified as Lot No. 165.
2. The entire area of Units 14 through 25 shown on sheet 3
should be identified as Lot No. 166."

land, located on the easterly side of Littlefield Avenue, opposite
Lawrence Avenue, in the M-2-H District, into two parcels of land.
Secretary Pass read the following reports into the record.

"The proposed resubdivision meets the requirements of the State Sub-
division Map Act, and the regulatory standards contained within the
Subdivision Ordinance of the City of South San Francisco. Said re-
subdivision would create two, well-designed industrial parcels of land.
It is therefore respectfully recommended that the Planning Commission
approve the .instant tentative parcel map upon the condition that the
subdivider comply with the submitted requirements of the City's depart-
ment heads.
Circulatory Note: The proposed resubdivision would not substantially

RZ-18, Petition of Michael C. Callan to Amend the "Zoning Map" of
the Westborough-West Park No.3 Planned Community District, and the
"Site Plan" of the Westborough-West Park No. 1 and No. 2 Planned
Community Districts, and to thereby Redistrict (Rezone) 'the 1.28~
acre Parcel of Land at the Northeasterly corner of Westborough and
Callan Boulevards from Planned Community Commercial (PC~C) to Planned
Community Duplex Family (PC~DF), and the 1.28-acre Parcel of Land at
the southwesterly corner of Callan Boulevard and King Drive from
"Multiple Family Zone" to "Commercial Zone"
Secretary Pass read the following reports and letter into the record.
Report of City Planner Daniel M. Pass
"1. The petitioned amendments would effectuate the recently~amended
General Plcm, entitled "Orderly Growth," and would not increase the
total commercial acreage of the Westborough Community.
2. The petitioned amendments would remove excess commercial acreage
from the periphery of Westborough's nascent civic-school complex, and
place it along an off-ramp of the future Skyline Freeway. This trans-
fer would improve the land~use pattern of the Greendale Neighborhood
without substantially eroding the use pattern of the West Park Neigh-
borhood."
3. Since the proposed residential and commercial sites would be
developable only through the planned-unit process, and the use-permit
procedure, the Planning Commission's control over the urbanization of
the said sites would continue."
"Recommendation: The Planning Department respectfully recommends that
the Planning Commission adopt the attached, preliminary resolution, and
thereby recommend to the City Council that the petitioned amendments
and redistrictings (rezonings) be enacted into ordinance.
It is further respectfully recommended that the petitioner be instructed
to provide a design solution to the traffic problem inherent in his
proposed development at the northeasterly corner of Westborough and
Callan Boulevards. This solution must be incorporated in any plans
submitted for the establishment of a planned unit development at the
said corner. One solution could take the form of a 30 '-wide frontage
road along the easterly line of Callan Boulevard. This frontage road
should consist of a 4'-wide landscaping strip, and an adjoining 26'-wide
travelway.
The aforementioned frontage road could be established on land recouped
through the reduction of the width of the easterly right-of-way of
Callan Boulevard, and the depths of the proposed front yards, patios,
common greens, and building pads of the proposed duplexes."
Report, dated April 13, 1971, of City Planner Daniel M. Pass
"While the Office of the City Planner endorses Mr. Callan's rezoning
requests, it cannot recommend blanket approval of the precise land use
patterns and building elevations submitted with the RZ-18 petition.

lithe following requirements, therefore, shall be prerequisite to the
Planning Office's recommendation that any planned unit development be
established on the subject lands.
1. The townhouses, duplexes or condominium units at the northeasterly
corner of Westborough and Callan boulevards must meet the developmental
and aesthetic qualitative standards of adjacent Westborough.
2. The traffic problems created by the proposed development at the
Westborough and Callan site must be resolved by the petitioner.
3. The proposed commercial enclave at the southwesterly corner of
Callan Boulevard and King Drive should be town and country in character
and serve as a village shopping precinct. The architectural and
environmental characteristics of the enclave shall be compatible with
adjoining West Park. The Planning Office is of the opinion that these
standards would preclude the establishment of a 7-11 market on the
lands in question.
4. The petitioner shall submit professional evidence that his proposed
planned unit developments are seismically safe."
Report, dated April 15, 1971, of Landscape Specialist John E. Hoffman
"I have reviewed the submitted site plans and the City Planner's I.O.M.
of April 13, 1971 and his Special Memorandum of April 13, 1971 on the
same subj ect.
I believe that the City Planner has covered the problems inherent in
these site plans, as I see them, in his recommendations. Therefore, I
endorse his recommendations which will provide the needed changes in
the plans and the controls for development through the Planned-Unit
process and Use-Permit procedure."
Letter of traRsmittal, dated April 7, 1971, from Michael C. Callan
"Dear Mr. Pass: Please find enclosed an application for an Amendment
to Planned Community Ordinance No. 511 and No. 575, identified as
"Westborough - West Park Unit Nos. 1 & 2" and "Westborough-West Park
Unit No.3", respectively. Accompanying this letter are the elements
of the application: Verified Petition, General Development Plans and
General Development Schedule.
The areas proposed for amendment are located on the (a) southwesterly
corner of Callan Boulevard and King Drive, and ~) northeasterly corner
of Westborough Boulevard and Callan Boulevard, as indicated graphically
on the Location Map attached hereto. We wish to respectfully request
that (a) the southwesterly corner of Callan Boulevard and King Drive
be amended from (P.C.) "Multiple Family" to (P.C.) "Commercial", and
(b) the northeasterly corner of Westborough Boulevard and Callan Boule-
vard be amended from "P. C. Commercial" to "P. C. Duplex Family". We
believe that this proposed amendment is in harmony with the Planning
Commission's desires as presented in their Resolution No. 2113,
adopted on December 14, 1970.

RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SOUTH
SAN FRANCISCO RECOMMENDING TO THE CITY COUNCIL THEREOF THAT
RZ-18, PETITION OF MICHAEL C. CALLAN, TO AMEND THE "ZONING
MAP--WESTBOROHGH-WEST PARK #3, APPENDIX A TO ORDINANCE NO.575,"
AND THE WESTBOROUGH, WEST PARK PLANNED COMMUNITY SITE PLAN," AS
ADOPTED UNDER SECTION III OF ORDINANCE NO. 511 BE APPROVED, AND
THAT THE REDISTRICTINGS (REZONINGS) PROPOSED THEREUNDER BE
ENACTED INTO ORDINANCE.
WHEREAS, The South San Francisco Planning Commission, meeting in regular
session on Monday, April 26, 1971, conducted a public hearing on RZ-18,
petition of Michael C. Callan, to amend the "Zoning Map--Westborough-West
Park #3, Appendix A to Ordinance No. 575," and the ''Westborough, West Park
Planned COlIlIIlunity Site Plan," as adopted under Section III of Ordinance No.
511; to redistrict an approximately 1.28-acre parcel of land, located at
the northeasterly corner of Westborough and Callan Boulevards, in the
Westborough-West Park No. 3 Planned Community District, from Planned
Community -Commercial (PC-C) to Planned Community-Duplex Family (PC-DF);
and to redistrict an approximately 1.28-acre parcel of land, located
at the southwesterly corner of Callan Boulevard and King Drive, in the
Westborough-West Park No. 2 Planned Community District, ~rom a "Multiple
Family Zone" to a "Commercial Zone," as defined under Ordinance No. 511;
and,
WHEREAS, notice of said public hearing was published in the Enterprise~
Journal at least ten days prior thereto; and,
WHEREAS, notice of the said public hearing was also posted at three places
on 01' near each of the parcels involved in the proposed redistricting; and,
WHEREAS, the Planning Commission considered the written report of the City
Planner, and the oral advocacies and presentations of the following
persons:

Mr. August Chevalier, a free-holder resident of Westborough-
West Park Unit No. 2
WHEREAS, the Planning Commission made the following findings:
1. The petitioned amendments and redistrictings would not increase the
commercially-zoned acreage of the Westborough Community, but would merely
relocate about 1.28 acres thereof.

2. The petitioned amendments and redistrictings would tend to effectuate
the Amended General Plan of the City of South San Francisco.
3. The petitioned amendments and redistrictings would improve the land-
use pattern of the Westborough Community's Greendale Neighborhood, and
would protect the order and aesthetic quality of Westborough's recently-
developed civic-school complex.
4. The petitioned amendments and redistrictings would not adversely
affect, to an appreciable extent, the orderly growth and developmental
stability of the West Park Neighborhood.
5. The petitioned amendments and rezonings meet the requirements of
Section 4.26 of Ordinance No. 490--the procedural ordinance which governs
the establishment, modification, and amendment of planned communities and
planned-unit developments herein.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of
South San Francisco recommend to the City Council thereof that RZ~18 be
approved, and that the amendments and redistrictings proposed thereunder
be enacted into ordinance.
NOW, THEREFORE, BE IT FURTHER RESOLVED that the Planning Commission of the
City of South San Francisoo respectfully advises the City Council thereof
that it officially instructs the petitioner to provide a design solution
to the traffic problem inherent in his proposed development at the north-
easterly corner of Westborough and Callan Boulevards. This solution must
be incorporated in any plans submitted for the establishment of a planned
unit development at the said corner. A probable solution could take the
form of a 30'-wide frontage road along the easterly line of Callan Boule-
vard. This frontage road should consist of a 4 '-wide landscaping strip,
and an adj oining 26' -wide travelway."
The motion was passed by the following roll call vote:

Considerable discussion ensued amongst the Commission regarding the
"Planning Enforcement Board" and the action that the P.E.B. had taken
to date.
Secretary Pass advised the Commission of the steps that were being taken
by the P.E.B. to bring the landscaping of firms under Use-Permit and
Architectural Committee Control up to their original requirements. The
Secretary further noted that the Planning Enforcement Board's Minutes
would be an agenda item in the future. The Secretary was instructed
to send a letter to Hugo Stoppoloni, Public Works Superintendent regard-
ing the removal of debris and dead birds at the South Airport Boulevard
Viaduct.

GOOD AND WELFARE

"The South San Francisco Planning Department" meeting in regular
session on Monday" April 26" 1971" instructed the Secretary to
respectfully request your department's removal of the debris and
dead birds strewn on the South Airport Boulevard right-of-way"
at or near the Southern Pacific Company's viaduct.
Your continuing co-operation is much appreciated by the Planning
Commission and its staff."
There being nothing further to be considered under Good and Welfare"
and there being no further communications or other matters of
interest for the Planning Commission, Chairman Lazzari announced
that the next regular meeting of the South San Francisco Planning
Commission would be held on May 10, 1971 at 8:00 p.m. in the
Council Chambers of City Hall, South San Francisco" California.
The meeting was adjourned at 9:46 p.m.
