Minutes of the Planning Commission meeting of June 14, 1971
vice Chairman Raffaelli moved that the minutes of the regular meeting of
the South San Francisco Planning Comndssion of June 14, 1971 be approved;
seconded by Commissioner Zlatunich; passed by the following roll call vote:
AYES: Vice Chairman Raffaelli, Commissioners Bobli tt, Botieff, Gardner,
ZlatunichJ. and Chairman Campredon

ABSENT: Commissioner Lazzari
ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Campredon announced that this meeting of the South San Francisco
Planning Commission would be recorded on tape, but that anyone who wished
to come before the Commission in order to be heard, but objected to having
his voice recorded in this manner, could request the Chairman to order the
tape recorder turned "off" for the duration of the time that he is speak-
ing or is heard.

UP-193, use-permit request of Ai Twing to construct a golf-school
office building on an existing "Par-3" golf course at No. 1035
Mission Road, in th.e "u" District.
Secretary Pass read the following reports and letter i.nto the record.
Report and Recommendation of City Planner Daniel M. Pass
"The Planning Department respectfully recommends that the
Planning Commission adopt the "findings" indicated in the
attached, preliminary Official Action Report, and approve
the requested use permit upon the condi tion that the appli-
cant comply with the submitted requirements of the City's
Department Heads and the subsequent requirements of the
Planning Commission's Architectural Commi ttee . "
FINDINGS:
"1. The establishment, maintenance, operation or the use of
the building or lands for which the permit i.s sought will not,
under the circumstances of the particular case, be detrimental
to the health, safety, morals, comfort and general welfare of
persons residing or working in the area of such proposed use,
and will not be detrimental or injurious to property and
improvements in the neighborhood or the general welfare of the city.
2. The approval of the requested use permit meets the requirements
of Section 6.23 of the Zoning Ordinance.
3. The proposed offi ce building would not adversely affect the
land-use order, the aesthetic quality, or the general amenity
of the El Camino Golf Cl ub .
4. The proposed building, and the school administration housed
therein would enable the applicant to improve his quasi-public
recreation program.
CONDITION:
"The applicant shall comply with the submitted requirements of
the Ci.ty's department heads, and the subsequent requirements of the
Planning Commission's Architectural Committee."

"Plese be advised that the landscaping in the parking lot has
not been installed as shown on the submitted plan. Also, no
landscaping is shown adjacent to the proposed office building.
My recommendation: Approval only upon condi tion that parking
lot landscaping as shown on the plan be assured, additional
landscaping be shown around office building, and landscape
plan to meet the South San Francisco Minimum Landscaping
Standards and to be reviewed and approved by the Archi tectural
Committee."
Letter, dated June 9, 1971, from Mr. Ai Twing, El Camino Golf Range
"El Camino Golf Range, placed a 12 ft. by 18 ft. temporary
building at the west end of exiting tee line. This building
was to be used for storage of equipment and ball washing
area but due to the fact a permit was not obtained this
building will be removed. It is requested that time of 30
days be granted to remove this building, so plans for a new
buil ding can be drawn up and submitted to the city of South
San Francisco for a use permi t. Any consideration gi ven
this matter will be greatly appreciated."

Report, dated June 18, 1971, of Chief Building Inspector Pittz
"I recommend approval of the Use Permit but wish to point
out that the plan as submi tted does not meet the construc-
tion requirements of the Uniform Building Code. Construction
plans shall be submitted to the Building Department for
approval before building permi t will be issued."
Names and Addresses of Proponents:
Proponents: Mr. Ai Twing, 1038 Mission Road, South San Francisco,
the Applicant who spoke of the considerable diffi-
cui ty he had experienced in gaining access to his
driving range, and further that his current sub-
mittal was based on the original plans that were
submi tted for the golf driving range. Mr. Twing
stated that his parking area was contracted out
for an early completion and that the landscaping
would be completed according to the plan. Mr.
Twing said that he would like a temporary permit
for the office bui,lding.

Landscape Specialist John Hoffman noted that the planter along the
access road had not been installed. He further stated that no
landscaping was shown around the new building.
Considerable discussion encused amongst the Commission and the
Secretary regarding the plan. Chairman Campredon then asked the
commission for a motion.
Commissioner Raffaelli moved that the Planning Commission hold over
UP-193 to the commission's regular meeting of July 12, 1971, and
further that the applicant redraw and resLwmit his plans for considera-
tion at that time. The moti.on was seconded by Commissioner Bobli tt
and passed by the following roll call vote:
AYES: Vice Chairman Raffaelli, Commissi.oners Bobli tt, Botieff,
Gardner, Zlatunich, and Chairman Campredon

UP-194, use-permit request of Bernard Hagen to establish a senior-
citizen retirement center on the easterly side of Alida Way, about
140' northerly of Country Club Drive, in the "u" District.
Secretary Pass read the following reports into the record.
Report and Recommendation of City Planner Daniel M. Pass
"It is respectfully recommende d that the Planning Commission
adopt the "findings" and action indicated in the attached,
preliminary Official Action Report."
FINDINGS:
"1. The estal)lishment, ma~in.tenance, operation or the use of
the building or lands for which the permit is sought will not,
under the circumstances of the .particular case, be detrimental
to the health, safety, morals, comfort and general welfare of
persons residing or working in the area of such proposed use,
and will not be detrimental or injurious to property and
improvements in the neighborhood or the general welfare of the
ci ty .
2. The approval of the requested use permit meets the require-
ments of Section 6.23 of the Zoning Ordinance.
3. The proposed center would be situated in an area which is
dominated by institutional land uses, including the Rotary
Plaza Retirement Center.
4. The proposed use would be served by ample off-street
parking.
5. The proposed use would be characteri zed by sound si te
planning, and effective landscaping, and would manifest a
strong emphasis on aesthetic design.
6. The es tablishfBJJlnt of the proposed center would not
remove the subject realty from the tax rolls.
CONDITIONS:
"1. The applicant shall comply wi th the submi tted requirements
of the City's department heads, and the subsequent requirements
of the Planning Commission's Architectural Committee.
2. The tenur of this use permit shall be coterminus with the

Report, dated June 10, 1971, of Fire Chief John A . Marchi
"An annunciator for the auxiliary fire alarm system in this building
will have to be installed and connected to a fire alarm box on the
street before any approval can be had from the fire department.
The installation will have to be done by developers and the spotting
of annunciator will have to be done by the Fire Chief."
Report, dated June 18, 1971, of Landscape Specialist John E. Hoffman
/VI have reviewed the site plan which appears adequate for this
submi ttal .
My recommendation: Working drawings for the landscaping to meet
the Minimum Landscaping Stards of the City; to be submitted to the
Archi tectural Commi ttee for review and approval at the time of
application for building permit.
Existing trees on the site to be saved if possible."
Names and Addresses of Proponents and Opponents:
Proponents: Mr. Paul Markling, AIA, Architect, 132 Brentwood Drive,
South San Francisco, Ca., Agent of the Appli cant, who
gave a presentation of the site, the structure, the units, the
recreational areas and the grounds.
Mr. Morton Griffith, San Mateo County Housing Authority, explained in
brief, the eligibility requirements for renting one of the uni ts. He
stated that females must be 62 years of age and males 65 years of age.
Mr. Griffith said that the tenants must be able to take care of them-
selves and have an income under $200.00 a month, and are charged 25% of
their income and Federal funds are used to supplement the rental fee
to the owner. The average rental cost to the tenant, Mr. Gpifffll1h
noted, would be around $52.00 a month.
Mr. Robert Santo, 222 Del Monte Avenue, South San Francisco, an Elder
of the Brentwood Orthodox Presbyetarian Church, stated that he was in
favor of the project and felt that the Senior Citizens Center would
improve the area.
Opponents:
None
Commissioner Botieff expressed concern regarding the density of the
proposed center.
Secretary Pass advi sed the Commission that senior-ci ti zen cen ters have
a density of 1.5 per unit and traditional apartments have a density of
2.5 per unit; therefore the net density would be comparable. The
Secretary further noted that the center was an institution for the
elderly which would allow them to be housed in good American standards.

The Commission discussed at length the site, the density, the rental
supplement and the requi rement for the center.
Chairman Campredon then asked the Commission for a motion.
vice Chairman Raffaelli moved that the Planning Commission adopt the
findings and condi tions, as set forth in the preliminary Official
Action Report, and approve UP-194 upon the following conditions:
CONDITIONS:
1. The applicant shall comply wi th the submitted requirements of
the City's department heads, and the subsequent requirements of
the Planning Commission's Archi tectural Commi ttee.
2. The tenure of this use permi t shall be coterminus wi th the
tenure of the senior-ci ti zen retirement center on the subject
premises. The leasing of any housekeeping units in the proposed
center as conventional apaEtments shall terminate this use permit,
since such leasing would violate the off-street parking require-
ments of Ord. No. 353, as amended.
3. The City Planner is charged with the regular inspection of
the subject premises, and the duty of precluding the applicant
from reducing the ameni ties of the proposed retirement center.
The City Planner is also charged with the duty of preventing the
appli cant from converting the housekeeping units in the center
into conventional apartments.
The motion passed by the following roll call vote:

V-102, variance request of Donald Kent to construct an addition to a
one-story, single-family dwelling in the requi red, level real yard of
No. 50 Greenwood Drive, in the R-l District.
Secretary Pass read the following reports into the record.
Report and Recommendation of City Planner Daniel M. Pass
"The Planning Department respectfully recommends that the Planning
Commission adopt the findings listed in the attached, preliminary
Official ActionReport, and grant the requested variance."
FINDINGS:
"1. There are exceptions or extraordinary circumstances or condi-
tions applying to the land or building referred to in the applica-
tion, which circumstances or conditions do not apply generally to
land or buildings in the same district.
2. The granting of the application is necessary for the preserva-
tion and enjoyment of substantial property rights of the petitioner.
3. That the granting of the application will not, under the circum-
stances of the particular case, materially affect adversely the
health or safety of persons residing or working in the neighborhood
of the property of the applicant, and will not, under the circum-
stances of the particular case, be materially detrimental to the
public welfare or injurious to property or improvements in said
nei ghborhood .
4. The granting of the requested variance will be in harmony wi th
the general purpose of the Zoning Ordinance.
5. The requested variance is necessary to prevent practical diffi-
culties, unnecessary hardships, and results inconsistent with the
general purpose of the Zoning Ordinance.
6. The required terracing of the rear yard of the subject building
site would be neither practicable nor practical.
7. The Planning Commission has recommended that the City Council
repeal the "level, rear yard requirements rr of this muni cipali ty.
8. The Planning Commission has granted similar variance to free-
holders in Brentwood. Examples: M. E. Mattice (V-53, September 10,
1968); R. C. Colome {V-36, September 25, 1967)."

SA-18 (Revised), tentative map of Cabot, Cabot & Forbes Industrial
Park, Uni t No.3, representing the subdi vision of about 85 acres of
land, located at the easterly end of Cabot Court, and on "Radio
Hill" in Point San Bruno, in the M-2-H District, into 13 lots and
the sculpture common.
Secretary Pass read the following reports and letter into the record.
Report of City Planner Daniel M. Pass
"1. The proposed subdivision meets the requirements of the State
Subdivision Map Act, and the regulatory standards embodied in
Ordinance No. 603, the Subdivision Ordinance of the City of South
San Francisco.
2. The said proposed subdivision differs substantially from the
one proposed under the original tentative map of Cabot, Cabot &
Forbes Industrial Park No.3. The present map reflects an excellent
radio-centric lot pattern, and a material realignment in the pro-
posed course of Grandview Drive. These revisions to the original
tentative map, app{[Joved by the Planning Commission on September 14,
1970, improve the layout of the proposed industrial park, as well
as the general circulation of the Point San Bruno area.
3. The Planning Department therefore respectfully recommends that
the Planning Commission approve the instant, revised tentative map
upon the condi tion that the subdi vi der comply wi th the submi tted
requi rements of the Ci ty , s department heads."
Letter, dated June 11, 1971, from Wilsey & Ham
"The Honorable Planning Commission, City of South San Francisco
"In accordance with the Subdivision Map Act as amended and the Sub-
division Ordinance, City of South San Francisco, dated May 1968, we
are submitting for your consideration the Revised Tentative Map,
Cabot, Cabot & Forbes Industrial Park, Unit No.3.
The original map was submitted for consideration and approved at
your reqular meeting on September 14, 1970. This revision modifies
the grading concept, lot lines and street alignment where it joins
East Grand Avenue. I have enclosed copies of letters to the
various public utilities companies involved as well as letters to
the adjacent property owners informing them of this revision.
Except for those changes mentioned above J' the ori ginal informati on as
submitted with the original map remains valid.

Report, dated June 14, 1971, of Fire Chief John A. Marchi
"There will have to be fi ve (5) fire alarm boxes, as well as the
hydrants as shown on plan, installed on above subject by sub-
di vi der before approval can be gi ven by the Fire Chief.
These firm. alarm boxes to be spotted by the Fire Chief."
Report, dated June 18, 1971, of Director of Public Works Louis H. Goss
"It is noted that Grandview Dri ve as it extends from the westerly
property line of Cabot, Cabot and Forbes properties to East Grand
Avenue lies partially within lands of adjacent owners. It is
recommended that said tentative map be approved subject to the
complete dedication of Grandview Drive from East Grand Avenue to
Pt. San Bruno Boulevard. This office will not approve a final map
for this unit which does not reflect said dedication.
In addition, approval of said map should be subject to the following
requirements:
1. The ultimate development of the lots shall preclude surface
drainage from flowing across lot lines. Drainage should be prevented
from flowing directly onto Grandview Dri ve from the lots wi thin Block 2.
2. The lots within Block 2 will require additional grading. Detailed
plans showing grading and associated public works facilities shall be
submitted for approval when the elevations of this additional grading
are more definite.
3. A fire alarm system shall be provided.
4. Storm and sewer manholes shall be placed not more than 300 feet
apart. The lines between manholes shall be run straight, not curvi~
linear as shown on the tentative map.
5. Construction shall proceed in accordance with the discussion and
recommendations embodied in the soil investigation of the Proposed
Hilltop Development, Cab.ot, Cabot and Forbes Industrial Park unit 3,
South San Francisco, dated September 14, 1970, by Cooper-Clark and
Associates (Job #38l-BN).
6. Grading shall proceed in accordance with Appendix B of said
investigation.
7. An off-site sewer study shall be performed establishing the
adequacy of the City system for handll::ing this uni t along wi th other
future developments in the area."

Mr. Norman J. Hartzer, Corporate Secretary, Fuller-O'Brien Corporation
expressed concern over the storm drains in the. proposed development.
Mr. Donald J. Bruzzone advised the Commission that the revised map
was designed to adequately remove the water without damage to
adjacent property owners.
Commissioner Boblitt moved that the Planning Commission order SA-18
(Revised) to stand approved upon the subdi vider' s compliance wi th
the submitted requirements of the City's reporting department heads;
seconded by Commissioner Zlatunich; passed by the following roll call
vote:

"This is to advise that Associated Construction and Engineering
Company of So. San Francisco Californis is authorized to
represent Swift and eompany with respect to the possible develop-
ment of its property located on both sides of East Grand Avenue
and approximately Kimball Way So. San Francisco.

Secretary Pass advised the Commission that there was li ttle evidence
on the "ancient" maps that it extended beyond the proposed Haskins
Way, and further the records seemed to indicate that the "paper"
street belonged to the Western Meat Company.
Secretary Pass further noted that there are better controls regard-
ing the filling of the Bay, such as the Planning commission, the
Architectural Committee, B.G.D.C. and Zoning.
Mr. Norman J. Hartzner, Corporate Secretary, Fuller-OBrien Corporation,
advised the Commission that there would be a slight delay in resolving
the parcel where the small building was affected by four feet" This
was due to the fact that Mr. Norton Simon was currently on his honey-
moon, with his new bride Miss Jennifer Jones.

to stand approved upon the subdivider's compliance with the submitted

representing the subdivision of 16 acres !.: of land, located on the
northerly and southerly sides of East Grand Avenue, and on the
easterly side of Kimball Way, in the M-2-H District.

Secretary Pass read the following reports and letters into the record.
Report of City Planner Daniel M. Pass
"1. The proposed subdivision meets the requirements of the
State Subdivision Map Act, and the regulations and standards
of Ordinance No. 603, the Subdivision Ordinance of the City
of South San Francisco. The said subdivision would create
three industrial lots, and two minor streets--Swift Avenue
and Haskins Way. Said subdi vision would also call for the
vacation of paper-street Canal Street, and the widening and
extension of East Grand Avenue and Kimball Way, respectively.
2. The proposed subdi vision's street system is similar to
the system proposed under the "Hans MulbergPPlan," and
reflects Mr. Mu1berg's acceptance of ti1e City's guidelines
and standards. The proposed system is consonant with the
Circulation Element of the General Plan.
In light of the above factors, the Planning Department
respectfully recommends that the Planning Commission approve
the instant tentative map upon the condition that the sub-
divider comply with the submitted requirements of the City's
department heads."
Report, dated June 1, 1971, of Fire Chief John A. Marchi
"There will have to be installed by subdi vider 12 Greenberg or
equivalent #76 hydrants on 12" mains, and 6 fire alarm boxes,
before any approval can be had from the fire department.
The above hydrants and fire alarm boxes will have to be spotted
by the Fire Chief."
Report, dated June 4, 1971, of Acting Director of PublicWmrks
"Subject tentative map meets the requirements of Chapter 9,
Section 9.03 of the Subdi vision Ordinance and we therefore
recommend approval.
According to the Foundation Investigation made by Lowney-
Ka1dveer Associates, most of the proposed buildings in this
proposed subdivision will be located all or in part over soft,
compressible bay mud; plus the fact that extreme heterogeneity
of the existing fill in both quality and thickness, and the
presence of foundations in the subsurface. It is our recom-
mendati.on that all site preparation, gllading and earthwork be
performed under the supervision of the Soils Engineer.

"Design and improvement shall comply wi th the requirements of
Chapter 4, 5 and 6 of the Subdi vision Ordinance. Review and
approval of the subject tentative map shall not be construed
as approval of the proposed improvements as shown on said
tentative map. Final improvement plans must be completed and
approved by this offi ce before the final map is recommended
for approval."

"Planning Commission, City of South San Francisco
Attention: Mr. Daniel M. Pass, City Planner
"We have reviewed a copy of the tentati ve map of the Bennett &
Kahnwei1er Industrial Subdi vision as prepared by Hans R. Mulberg,
Inc. on May 28, 1971 and find it satisfactory for our purpose.
California Water Service Company will extend its mains to serve
this subdivision in adcordance with its extension rules in
effect and on file with the Public Utili ties Commission of the
State of California, or as those rules may be modified from time
to time by the Commission in the exercise of its jurisdiction.
A copy of these rules is attached hereto. Your attention is
directed to Sections A and C of the rule, which will apply to an
extension installed for service to a new subdivision.
If and when the applicant has entered into an extension agreement
with this Company and has deposi ted the estimated cost of making
the extension in accordance with the agreement, this Company will
install the necessary water mains in accordance with the terms of
the agreement and will serve the residents of the subdi vi sion wi th
water at the rates and in accordance with the rules and regula-
tions of the Public Utilities Commission of the State of California.

Secretary Pass advised/lthe Commission that the next regular study
session of the Planning Commission would be on Tuesday, July 6, 1971.
The Secretary also advised the Commission that the 73rd Annual
Conference of the League of California Cities would be held in San
Francisco, California, September 26-29, 1971. The Planning Department
has budgeted for this Conference and any Commissioner who desired to
attend should advise the Department so that reservations could be
made.
There being nothing further to be considered under Good and Welfare,
and there being no further communications or other matters of
interest for the Planning Commission, Chairman Campredon announced
that the next regular meeting of the South San Francisco Planning
Commission would be held on July 12, 1971 at 8:00 p.m. in the
Council Chambers of City Hall, South San Francisco, California
The meeting was adjourned at 9:3l p.m.
