MINUTES OF PREVIOUS MEETING
Minutes of the Planning Commission meeting of June 28, 1971
Commissioner Raffaelli moved that the minutes of the regular meeting of
the South San Francisco Planning Commission of June 28, 1971 be approved;
seconded by Commissioner Zlatunich; passed by the following roll call vote:
AYES: Vice Chairman Raffaelli, Commissioners Botieff, Zlatunich, and
Chairman Campredon
NOES:
ABSENT: Commissioners Boblitt, Gardner and Lazzari
ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Campredon announced that this meeting of the South San Francisco
Planning Commission would be recorded on tape, but that anyone who wished
to come before the commission in order to be heard, but objected to having
his voice recorded in this manner, could request the Chairman to order
the tape recorder turned "off" for the duration of the time that he is
speaking or is heard.

UP-193, use-permit request of A1 Twing to construct a golf school
office building on an existing "Par-3" golf course at No. 1035
Mission Road, in the "u" District. (continued from June 28,1971 meeting)
City Planner Daniel M. Pass indicated to the Planning commission there
were no additional reports on UP-193 to be read into the record since
the meeting of June 28 on the subject use-permit request.
Mr. Michael Malloy, Agent of the Applicant y'eviewed the facts regarding
the use-permit request and his solutions for compliance. Considerable
discussion ensued between the members of the Planning Commission, Mr
Malloy, the City Planner and Building Inspector Roy Ghilardi with
respect to the conditions of the said use-permit request.
Commissioner Zlatunich moved that the Planning Commission adopt the
findings and conditions as set forth in the preliminary Official Action
Report, and approve UP-193 upon the condition that the applicant comply
with the submitted requirements of the City's reporting department heads,
and the Schedule of Additional Conditions*; seconded by Vice Chairman
Raffaelli; passed by the following roll call vote:
AYES: Vice Chairman Raffaelli, Commissioners Botieff, Zlatunich, and
Chairman Campredon

"SCHEDULE OF ADDITIONAL CONDITIONS"
UP-193
"1 . The appli cant wi thin the ten-day appeal period following the
Planning Commission meeting of July 12, 1971, shall stripe, in accord-
ance with the revised plot plan, the off-street parking spaces which
are to be located in perpendicularity to the driving range building.
The applicant shall also, within the said appeal period, remove the
illumination fixtures from the driving range's free-standing sign,
and bring the supporting structure of said sign into a state of com-
pliance wi th the standards of the Building Department. The applicant's
failure to meet the above requirements by the termination of the said
appeal period shall render UP-193 null and void.
2. The applicant shall establish the parking spaces affected by Kaiser
Foundation's 12" water line as soon as it is practicable to do such.
3. The applicant shall remove the ball-scrubbing building from the
stwject premises wi thin the time period pTevious1y set by the Chief
Building Inspector.
4. The requested use permit (UP-193) is granted for a period of one
(1) yea1.~, on a renewable basis, in order to perpetua te the Planning
Commission's direct control over the instant matter.

V-104, variance request of William Harck to construct an addition to a
two-story, single-family dwelling in the required "leve1" rear yard at
No. 2224 Kenry Way, in the R-l District.
SeclEetary Pass read the following report into the record.
Report & Recommendation of City Planner Daniel M. Pass
"The Planning Department respectfully recommends that the
Planning Commission adopt the"finding" embodied in the
attached, preliminary Official Action Report, and grant
the reques ted vari ance . /I
FINDINGS:
"1. There are exceptions or extraordinary circumstances or condi tions
applying to the land or building referred to in the application, which
circumstances or conditions do not apply generally to land or build-
ings in the same district.
2. The granting of the application is necessary for the preservation
and enjoyment of substantial property rights of the petitioner.
3. That the granting of the application will not, under the circum-
stances of the particular case, materially affect adversely the
health or safety of persons residing or working in the neighborhood
of the property of the applicant, and will not, under the circum-
stances of the particular case, be matez~a1ly detrimental to the
ptzblic welfare or injurious to property or improvements in said
nei ghborhood .
4. The granting of the requested variance will be in harmony with
the general purpose of the Zoning Ordinance.
5. The requested variance is necessary to prevent practical diffi-
culties, unnecessary hardships, and results inconsistent with the
general purpose of the Zoning Ordinance.
6. The applicant's compliance with the level rear-yard requirements
of Sec. 3.l6(c) would serve no substantial purpose. The Planning
Commission, under its proposed Comprehensive Revampment to the Zoning
Ordinance, recom~ended that the level rear-yard requirements in the
R-1 District regulations be deleted therefrom.
7. Similar variances have been granted to freeholders in Westborough.

PM-79, tentative parcel map of Westborough Hm1ls Unit No.4,
representing the subdi vision of 50 lots, located on the
westerly side of the Greendale "arc", and along the northerly
and southerly sides of Fairfax Way, in ti1e Westborough-West
Park No.3 Planned Community District, into a 100-unit condo-
minium project.
Secretary Pass read the following reports into the record.
Report of City Planner Daniel M. Pass
"The proposed condominium project, a .resubdivision of 50 lots
in Blocks 14 and l5 of Westborough-West Park No. 3C, meet the
requirements of the State Subdivision Map Act and the regula-
tions and standards of the Subdi vision Ordinance of the Ci ty
of South San Francisco. The said project would be consonant
wi th the General Development Plan of Westborough-West Park
No.3 Planned Community Development, as amended, and the site
plan of Planned Uni t Development "J", as approved by the
Planning Commission on June l4, 1971, underUP-190.
In light of the above factors, the Planning Department respect-
fully recommends that the Planning Commission approve the
,instant tentati ve parcel map upon the condi tion that the sub-
di vi der comply wi th the submi tted requirements of the Ci ty , s

Report dated June 17, 1971 of Fire Chief John A. Marchi
"Before this department can approve ti1e above named subdi vision,
it must conform with the utility plan, Westborough-West Park,
unit No.3, drawing WWP 3-U-l, revision 3, dated May 1, 1968,
showing water mains, hydrants and fire alarm system."

"I have examined the Tentati ve Parcel Map, PM-79J; being a resub-
division of Lots 1 through 22, Block 14, and Lots 111 through 138,
Block 15, Westborough-West Park Uni t No. 3C and recommend its
approval. "
Report dated, July 1, 1971, of Louis H. Goss, Director of Ptzb1ic Works
"This office recommends approval of the tentative parcel map
provided the map presented for recordation is reviewed and
certified correct by the City Engineer."

PM-81, tentative parcel map of Michael C. Callan, representing the sub-
di vision of approximately 3.605 acres of land, located at the southwesterly
corner of Callan Boulevard and King Dri ve, in the Westborough-West Park
No.2 Planned Community District, into 4 lots.
Secretary Pass read the ,following reports into the record.

"The proposed subdivision meets the requirements of the State Subdivision
Map Act, and the regulatory standards of the Stzbdivision Ordinance of the
City of South San Francisco. Said stzbdivision would substantially conform
to the land division indicated on the recently-revised Si te Plan of the
Westborough-West Park No.1 and No.2 Planned Community District.*
The Planning Department therefore respectfully recommends that the Planning
Commission approve the instant tentative parcel map upon the condition that
the subdi vider comply wi th the submitted requirements of the Ci ty , s depart-
ment head."

Report dated July 1, 1971, of Louis H. Goss1, Director of Public Works
"This office recommenda approval of said tentati ve parcel map.
All construction on the created lots should have the approval
of the Westborough County Water District.. Their sewer facili-
ties lie transverse to Lots C and D."
Report, dated July 1, 1971, of Leonard J. Pittz, Chief Building Inspector
"I have examined the Tentative Parcel Map , PM-8l, being a resub-
division of Lots 47, 49 and portions of Lots 44, 45, 46 and 48,
Block 2 J' Westborough-West Park No. 2 and recommend its approval
with the following corrections to be made on the Final Map:
1. Lots identified as A,B,C and D should be numbered
50, 5l, 52 and 53."
There was no one in the audience to represent the applicant. Chairman
Campredon ~ben ordered the public hearing on PM-81 continued to the
meeting of July 26, 1971.

Commissioner Zlatunich requested that a letter be sent to the Building
Department regarding UP-193 as follows:
"RE: The Issuance of Permits Pertaining to UP-193, Use-Permit
Request of Al Twing
"The South San Francisco Planning Commission, meeting in regular
session on Monday, July 12, 1971, conditionally granted UP-193,
use-permi t request of Al Twing. One of the conditions of approval
provides that the applicant shall strip the required 90-degree
parking along the dri ving-range building, remove the illumination
from his free-standing sign, and bring the structure of said sign
into a state of compliance with the standards of the Building
Department prior to the running of the ten-day appeal period, whi ch
ends on Thursday, July 22, 1971. The applicant's failure to meet
these conditions would nullify UP-l93.
In light of the tenuous nature of Mr. Twing's use permit, the
Planning Department respectfully requests that building and zoning
permi ts pertaining to the E1 Camino Golf Course or its dri ving
range or school not be issued prior to your procurement of the
City Planner's endorsement of issuance.

At the request of Chairman Campredon, the following s~atement regarding
the Emanning Commission's Architectural Committee was read into the
recorilc A copy of the statement was ordered transmi tted to the Enter-
prise-Journal.
"The Planning Commission, on Monday, July 26, 1971, will consider
the appointment of three members to the Archi tectura1 Commi ttee.
The Arcm tectura1 Committee functions as an independent body under
the aegis of the Planning Commission, and reviews and acts upon all
plans for the development of lands wi thin the apartment-house,
commercial, and industrial zones of the Ci ty of South San Francisco.
The commi ttee also reviews other plans referred to it by the
Planning Commission.
The Architectural Committee meets on an informal basis each Monday
at 10:30 a.m. in the City Hall of South San Francisco. The Archi-
tectural Committee determines its own procedures, and kepps its
own records.. App1i cants may appeal from any action of the commi ttee
to the Planning Commiss:J[.tDn, and ultimately to the City Council..
A committeeman serves at the will of the Planning Commission, and
recei ves no compensation for his or her services. A commi tteeman
should be able to read architectural and engineering scales, and be
able to interpret plans and building elevations. The desire to
serve South San Francisco is a prime prerequisite for committee
membership.

"The Planning Commission will accept letters of application for
committee membership until 12 Noon on Monday, July 26, 1971.
Please include a short resun:e of your interest and qualifications
in your letter. Said letter should be transmitted to the
Secretary to the Planning Commission, City of South San Francisco,
P. O. Box 711, South San Francisco, Ca., 94080.

There being nothing further to be considE?red under Good and Welfare,
and there being no further communications or other matters of interest
for the Planning Commission, Chairman Campredon announced that the
next regular meeting of the South San Francisco Planning Commission
would be held on July 26, 1971 at 8:00 P.M. in the Council Chambers
of City Hall, South San Francisco, California.
The meeting was adjourned at 9:05 P.M.
