ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Campredon announced that this meeting of the South San Francisco
Planning Commission would be recorded on tape, but that anyone whn wished
to come before the Commission in order to be heard, but objected to having
his voice recorded in this manner, could request the Chairman to order the
tape recorder turned "off" for the duration of the time that he is speaking
or is heard.

We are herewith indicating our willingness to annex subject land
to the West Park Park and Parkways Maintenance District even
though we intend to maintain same, and agree that we or our
assigns will maintain the open spaces in perpetuity. The land-
scaping for our development will be installed by a landscape
contractor and maintained by a landscape company under private

"JOINT STAFF REPORT" regarding UP-199
"The undersigned department heads have individually and jointly studied
the subject request to establish Planned Unit Development "I", and
recommend that the Commission accept the following findings and order
the instant use permit to stand approved upon the applicant IS com-
pliance with the following requirements..
FINDINGS:
1. The estab 1ishment, maintenance, operation or the use of the buildings
and lands for which the use permit is sought will not, under the circum-
stances of the particular case, be detrimental to the health, safety,

"peace, morals, comfort and general welfare of persons residing or
working in the neighborhood of such proposed use, and will not be
detrimental or injurious to property or improvements in the neighbor-
hood, or to the general welfare of the city.
2. The applicant has filed the verified petition, plot plans, floor
plans, building elevation plans, and common green plans required by
Section 5.7l(a) of the Zoning Ordinance.
3. The proposed plans conform to the provisions of Sections 5.72
and 5.73 of the Zoning Ordinance.
4. The proposed planned-unit development is designed to produce an
orderly, stable and desirable environment.
5. The planned unit development would comply with the terms of
Ordinances 490 and 511,' under which the Westborough-West Park No.1
Planned Community was established and to the general site plan of
the Westborough-West Park No.1 Planned Community, where the latter
is not in conflict with the former.
6. The planned unit development would conform to the General Develop-
ment Schedule of the Westborough-West Park Planned Community.
7. The approval of the planned unit development would tend to
effectuate the City's adopted General Plan.
8. The proposed dwelling group would harmoniously blend with the
existing townhouses in Westborough-West Park Units No.1, No.2, and
No.3.
9. The proposed planned-unit development is designed to minimize the
adverse effects of local seismic activity.
10. That the proposed development includes provision for recreation
areas to meet the anticipated needs of the population or such areas
as may be specified in the Master Plan or in the approved General
Development Plan and Schedule for the P-C District in question.
11. That an enforceable adequate method and program for construction,
installation and maintenance of landscaped open areas has been
developed and presented.
12. The applicant's submitted plans and building elevations indicate
that proposed Planned Unit Development "I" wolhld not adversely affect
the nature, character, and design of Westbbrough-West Park, or its
constituent or neighboring areas.
REQUIREMENTS:
1. The applicant shall submit amended plans, specifications, and
drawings which reflect the applicant's compliance with the requirements
of the Planning Commission.

"2. The applicant shall annex the subject planned-unit development to
the West Park Parkways and Maintenance District, or similar municipal
district.
3. The applicant shall submit utility plans which indicate the loca-
tion and size of water mains, hydrants, fire-alarm boxes, underground
electrical and gas conduits, sanitary and storm sewers, and all other
necessary utility lines. These utility plans shall meet the require-
ments and standards of the City of South San Francisco.
Prior to the location of street trees in adjacency to fire hydrants
and fire-alarm boxes, said location must be approved by the Fire Chief
or Assistant Fire Chief. Said hydrants and boxes must be indicated
on the final landscape plans of the subject PU~.
4. Street lights and on-site lighting shall meet the design and loca-
tion requirements of the Director of Public Works and the Chief of
Police.
5. Traffic-control markings, signs, and devices shall be provided by
the applicant and shall meet the standards and specifications of the
Director of Public Works and the Chief of Police.
6. The applicant shall locate minimum 4 "-high . illuminated house
numbers on each apartment house. These numbers shall have a mlnlmum
ground clearance of 7'. House-number directories, designed to provide
rapid identification, shall be located throughont the project, as
required by the Fire Chief and the Chief of Police.
7. The applicant shall provide at least one street tree per 25' of
street abutment, in Planned Unit Development "I". The applicant's
street-tree selection and planting program shall comply with the
standards and specifications of the Recreation and Parks Superintendent.
8. All fences, partitions, and walls shall conform to the standards
and specifications of the City of South San Francisco.
9. The applicant shall comply with the subsequent requirements of
the Planning Commission's Architectural Committee.
10. All surface-mounted transformers and other public-utility struc-
tures shall be screen~planted to the requirements of the Landscape
Specialist.
11. The applicant shall maintain the lmldscaping in the circus of the
Carter Drive cul-de-sac.
12. The applicant shall construct a 3 '-high fence along the northerly
property line of the proposed planned unit development to physically
demarcate the boundary line between the said planned unit development
from proposed Braewood-Westborough.
13. The Athy Drive tail shall be developed as a pedestrian way-
bicycle trail, and shall conform to the standards of the Parks and
Recreation Department.

"14. The applicant shall furnish a geological report which indicates
that the proposed dwelling group can be safely established, from a
seismic standpoint, on the proposed site..
15. The landscaping of the subject lands shall equal or exceed the
quality of the landscaping of the common greens in West Park, and
shall be harmonious therewith. Final landscaping plans shall meet
the requirements of the Parks and Recreation Department.
16. The maintenance of the landscaping and recreation areas of the
proposed development shall meet the requirements of the Parks and
Recreation Department.

UP-200, use-permit request of the Roman Catholic Archbishop of San Francisco
to establish a secondhand-sales (flea) market for a period of two days on
the lands of All Souls Catholic Church, located on the northerly side of
Grand Avenue, between Walnut and Spruce Avenues ,in the C-2 District.
Secretary Pass read the following reports into the record.
Report and recommendation of City Planner Daniel M. Pass
"The Planning Department respectfully recommends that the Planning Commis-
sion adopt the findings embodied in the attached, preliminary Official
Action Report, and grant the requested use permit upon the condition that
the applicant comply with the submitted requirements of the City's
Department Heads."
FINDINGS:
"1. The establishment maintenance, operation or the use of the building
or lands for which the permit is sought will not, under the circumstances
of the particular case, be detrimental to the health, safety, morals,
comfort and general welfare of persons residing or working in the area of
such proposed use, and will not be detrimental or injurious to property

District.
Secretary Pass read the following reports into the record.
Report and recommendation of City Planner Daniel M. Pass
"It is respectfully recommended that the Planning Commission adopt the
"findings" listed in the attached, preliminary Official Action Report,
and grant the requested variances.
FINDINGS:
"1. There are exceptions or extraordinary circumstances or conditions
applying to the land or building referred to in the application, which
circumstances or conditions do not apply generally to land or buildings
in the same district.
2. The granting of the application is necessary for the preservation
and enjoyment os substantial property rights of the petitioner.
3. That the granting of the app~ication will not, under the circum-
stances of the particular case,/m~terially detrimental to the public
welfare or injurious to property or improvements in said neighborhood.
4. The granting of the requested variance will be in harmony with the
general purpose of the Zoning Ordinance.
5. The requested variance is necessary to prevent practical difficulties,
unnecessary hardships, and results inconsistent with the general purpose
of the Zoning Ordinance.
6. The requested variances are supported by the substandard depth,
width, and square-footage of the subject building site, a corner lot.
7. Similar variances have been granted to freeholders in the Sunshine
Gardens Neighborhood.

Report and recommendation of City Planner Daniel M. Pass
"The proposed resubdivision meets the requirements of the State Sub-
division Map Act, and the regulatory standards of Ordinance No. 603,
the Subdivision Ordinance of the City of South San Francisco. Said
resubdivision would create one new industrial parcel of land without
substantially reducing the remaining parcel's capabi lity of accommo-
dating the chemical company situated thereon. It is therefore respect-
fully recommended that the Planning Commission approve the instant ten-
tative parcel map upon the condition that the subdivider comply with
the submitted requirements of the City's Department Heads."

"I have examined the Tentative Parcel Map PM-82 being a resubdi vision
of Parcel 17 of South San Francisco Map Number 25 and recommend its
approval with the following corrections to be made on the final map:
1. Show the 15' railroad easement along the eastplDIDperty line as
indicated on the County Assessors Map.
2. The title should read: Parcel Map, being a resubdi vision of a

Secretary Pass read the following interoffice memorandum, dated
July 13, 1971, and "Preliminary" Resolution into the record.
"To: the South San Francisco Planning Commission
SUBJECT: The Investment of the Planning Commission with
Urban Design Jurisdiction
FROM: Daniel M. Pass, AlP, City Planner
The Planning Department respectfully recommends that the Planning
Commission adopt the attached, preliminary resolution, and thereby
recommend that the City Council invest the Commission with urban
design and aesthetic jurisdiction over plans for major public and
private projects within the City of South San Francisco.
Without the aforementioned jurisdiction, the Planning Commission
would be substantially hampered in its continuing effort to pro-
mote the orderly growth and developmental stability of this muni-
cipality and its sphere of influence. Orderly growth and aesthetic
progress are inseparable components of urban planning."

Vice Chairman Raffaelli moved that the Planning Commission adopt
Resolution No. 2118, and recommend to the City Council that the

RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF SOUTH SAN FRANCISCO RECOMMENDING THAT THE CITY
COUNCIL THEREOF DESIGNATE THE PLANNING COI~ISSION
AS THE OFFICIAL URBAN DESIGN AGENCY OF THE SOUTH
SAN FRANCISCO AREA, AND CHARGE IT WITH THE PRO-
MOTION OF THE AESTHETIC PROGRESS THEREOF, ET CETERA.
WHEREAS, the South San Francisco Planning Commission, meeting in
regular session on Monday, July 26, 1971 and on Monday, September
27, 1971, considered the role of the Commission in the comprehen-
sive planning of the City of South San Francisco and environs; and,
WHEREAS, the Planning Commission expressed concern over the aesthetic
development of this municipality, and the need for the Planning Com-
mission to accept the mantle of leadership of South San Francisco's
urban-design counterattack; and,
WHEREAS, the Commission adopted the following findings:
1. The Planning Commission is the official planning agency of
the City of South San Francisco, and is charged by the State
Planning and Zoning Law and the City Council with the preparation
and effectuation of plans for the orderly physical growth of the
South San Francisco area, and the long-range developmental stability
thereof.

"2. The Planning Commission, in its capacity as the board of zoning
and subdivision adjustment, is the quasi-judicial body of all of
South San Francisco's precise and specific planning projects and
programs.
3. The Planning Commission can no longer promote the long-range,
comprehensive, and general growth of this municipality and its
sphere of influence in the absence of its procurement of urban-design
jurisdiction from the City Council.
4. Modern American Planning was spawned by the City Beautiful
Program, and is theoretically inexorably coalesced therewith.
Daniel Burnham, progenitor of the City Beautiful Program, and
preparator of the first, modern general Plan heralded this
essential coalescence in his famous exhortation:
"Let your watchword be order and your beacon beauty."
5. The incipient ecological revolution includes a concerted effort
to obliterate that visual blight which has too-long characterized
the American urbanity. Planners Arthur B. Gallion and Simon Eisner,
in their definitive text, The Urban Pattern, City Planning and Design,
aptly commented on this blight, to wit:
"The drab, uninspired appearance of our cities approaches
offensive ugliness. The lack of a long tradition of the
arts in society has dulled our response to the visual
plunder in our surroundings. The grace and charm of a
European village, a New England town, the delight of Paris,
Venice and Vienna, came by way of the manners and morals
of the time quite as much as by craftsmanship. Our values
have undoubtedly been contorted by materialism and the sheer
preoccupation with the practical chores of everyday urban
housekeeping."
6. The promotion of the aesthetic quality of South San F~ancisco
and environs, and the protection of the mnenities of the several
communities and neighborhoods constituent thereto require the exten-
sion of the Commission's urban-design jurisdiction to proposed public
projects, as well as private developments.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City
of South San Francisco respectfully recommend that the Honorable City
Council adopt the following recommendations.
RECOMMENDATIONS:
1. The Planning Commission should function as the official urban-design
agency of the City of South San Francisco, and should be expressly
charged with the promotion of the aesthetic progress of the territorial
limits and sphere of influence thereof.
2. The Planning Commission should be expressly charged with the pro-
tection of the amenities of the City of South San Francisco and its
several communities and neighborhoods.
3. The Planning Commission, as the official urban-design agency, should
be expressly charged with the review of proposed, major public and
private developmental projects, and the submittal of "urban design"
impact reports thereon to the City Council.

4. The Planning Commission and the City Planner should be expressly
charged with the establishment and maintenance of a continuing
educational program in urban design in order to encourage the general
public to effectively participate in the planning of their city.
5. The Planning Commission should be charged with the preparation
of general, specific3 and precise urbano-design plans for the better-
ment of the local and regional environment."
The motion was passed by the following roll call vote:

GOOD AND WELFARE, OTHER AND COMMUNICATIONS
There being nothing furthe,r to be considered under Good and Welfare,
and there being no further communications or other matters of
interest for the Planning Commission, Chairman Campredon announced
that the next regular meeting of the South San Francisco Planning
Commission would be held on TuesdaY3 October 123 1971 at 8:00 p.m.3
in the Council Chambers of City Hall, South San Francisco,
California.
The meeting was adjourned at 8:40 p.m.
