Timmons Assistant City Engineer Raymond Maxwell Building Inspector Roy Ghilardi MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission meeting of September 27, 1971 Vice Chairman Raffaelli moved that the minutes of the regular meeting of the South San Francisco Planning Commission of September 27, 1971 be approved ; seconded by Commissioner Boblitt; passed by the following roll call vote: AYES: Vice Chairman Raffaelli, Commissioners Boblitt, Botieff, Gardner, Lazzari, Zlatunich, and Chairman Campredon NOES: None ABSENT: None ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Campredon announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission in order to be heard, but objected to having his voice recorded in this manner, could request the Chairman to order the tape recorder turned "off" for the duration of the time that he is speaking or is he ard . - 2992 - UP-20l October 12, 1971 UP-20l, use-permit request of California Water Service Company, to develop a domestic water well* at the most southerly corner of Chestnut and Com- mercial Avenue, in the P-l District. *public-utility well Secretary Pass read the following reports into the record. Report and recommendation of City Planner Daniel M. Pass "The Planning Department respectfully recommends that the Planning Commiss ion adopt the "findings" and action embodied in the attached, preliminary Official Action Report." FINDINGS: "I. The establishment, maintenance, operation or the use of the building or lands for which the permit is sought will not, under the circumstances of the particular case, be detrimental to the health, safety, morals, comfort and general welfare of persons residing or working in the area of such proposed use, and will not be detrimental or injurious to property and improvements in the neighborhood or the general welfare of the city. 2. The approval of the requested use permit meets the requirements of Section 6.23 of the Zoning Ordinance. 3. The proposed well is essential to the applicant's continuing maintenance of the existing quality of local water service. 4. The proposed well would be situated in the applicant's principal South San Francisco well field." CONDITIONS: "The applicant shall comply with the submitted requirements of the City's Department Heads, and the subsequent requirements of the Planning Commis- sion's Architectural Committee.1! Report, dated Sept. 28, 1971 of Landscape Specialist John E. Hoffman "This office's recommendations: 1. Landscape installation working drawings to meet City's MINIMUM DESIGN STANDARDS FOR LANDSCAPING. 2. Street trees to be species on approved City list, not camphor trees." Report dated October 1, 1971 of Director of PUblic Works Louis H. Goss: "This office has no objection to said use provided the well will create no hazard to public health. It is suggested that the County Health Department be contacted to review this." Names and Addresses of Proponets and Opponents: Proponents: Mr. Harry Kerr, VP, California Water Service Co, 230 Miller Ave., SSF Opponents: None Commissioner Gardner moved that the Planning Commission adopt the findings and conditions, as set forth in the preliminary Official Action Report, and approve UP-20l upon the condition that the applicant comply with the sub- mitted requirements of the City's reporting department heads; seconded by Commissioner Botieff; passed by the following roll call vote: AYES: Vice Chairman Raffaelli, Commissioners Boblitt, Botieff, Gardner, Lazzari, Zlatunich, and Chairman Campredon NOES: None ABSENT: None - 2993 - October 12, 1971 UP-202 UP-202, use-permit request of Charlene Fozzard to continue the operation of a second-hand variety store (boutique) at No. 315 Linden Avenue, in the C-2 District. Secretary Pass advised the Commission that Charlene Fozzard's been in telephonic communication with him and informed him was in the hospital, and requested that the hearing on UP-202 to the Commission's regular meeting of November 8, 1971. attorney had Mrs. Fozzard be continued With the concurrence of the Commission, Chairman Campredon be so continued. UP-202 to -2994- V-l03 October 12, 1971 V-l03, variance request of Leroy Folmer to construct a two-story,eleven- uni t apartment house on a bui lding site having less than the area required therefor, at No. 319 & No. 321 Miller Avenue, in the R-3 District. Secretary Pass read the following reports into the record. Report and recommendation of City Planner Daniel M. Pass "The Planning Department respectfully recommends that the Planning Commission adopt the "findings" listed in the attached, preliminary Official Action Report, and grant the requested variance upon the condition that the applicant comply with the submitted requirements of the City's department heads, and the subsequent requirements of the Planning Commission's Architectural Committee." FINDINGS: "I. There are exceptions or extraordinary circumstances or conditions applying to the land or bu~lding referred to in the application, which circumstances or conditions do not apply generally to land or buildings in the same district. 2. The granting of the application is necessary for the preservation and enjoyment of substantial property rights of the petitioner. 3. That the granting of the application will not, under the circum- stances of the particular case, materially affect adversely the health or safety of persons residing or working in the neighborhood of the property of the applicant, and will not, under the circumstances of the particular case, be materially detrimental to the public welfare or injurious to property or improvements in said neighborhood. 4. The granting of the requested variance will be in harmony with the general purpose of the Zoning Ordinance. 5. The requested variance is necessary to prevent practical difficul- ties, unnecessary hardships, and results inconsistent with the general prupose of the Zoning Ordinance. 6. The subject building site has 50% of the area required for the construction of an eleventh dwelling unit thereon. 7. The approval of the instant variance request would serve the cause of land economy in the Urban Core of South San Francisco. 8. Similar variances have been granted. References: V-9, M. Secretary Pass read the following reports into the record. Report and recommendation of City Planner Daniel M. Pass "The proposed rearrangement of two adjoining lot.s meets the require- ments of, the State Subdivision Map Act, and the regulatory standards of the Subdivision Ordinance of the City of South San Francisco. Said rearrangement would permit the well-planned expansion of the land use located at No. 551 Railroad Avenue, without adversely affecting the use of the adjoining site. The Planning Department therefore respectfully recommends that the Planning Commission approve the instant tentative parcel map upon the condition that the subdivider comply with the sub- mitted requirements of the City's department heads." Joint Report,dated September 28, 1971, of Robert L. Maxey, Director, Parks & Recreation and Landscape Specialist John E. Hoffman "Recommendations of this Department: 1. All on-site parking required be located within the property lines of parcell. 2. No parking be permitted on the Southern Pacific Railroad property. 3. No development of the Southern Pacific Railroad property be approved until a plan has been approved for all the railroad property from Spruce Avenue to Orange Avenue. The above recommendations are essential to the effectuation of City Council policy of beautification and landscaping of railroad rights of way as initiated in their Resolution No. 5271, March 16, 1970, and sub- sequent action by the League of California Cities in this direction, and the favorable reaction of the Public Utilities Commission." Report, dated October 1, 1971, of Chief Building Inspector Leonard J. Pittz "I have examined the Tentative Parcel Map, PM 83 being a resubdi vision of Parcels 2 and 3 of South San Francisco Assessor's Map No. 22 and recommend its app00val upon the condition that the parking area adjacent to the proposed new property line be recorded as a non build- able area or as a parking easement. The reason for this is, that the Denola building being classifeid as a Type V building is required by the Building Code to be ten feet from property line unless exterior wall is of I-hour fire-resistive con- struction, or that a non buildab Ie easement exists that would prohibit another building being built wi thin ten feet from the existing building. Unless an easement is recorded the proposed subdivision would cause the Denola building to be in violation of the Uniform Building Code." - 2997 - PM-83 October 12, 1971 Names and Addresses of Proponents and Opponents: Proponents: Mr. E. Opponents: None Commissioner Botieff moved, seconded by Vice Chairman Raffaelli, that the Planning Commission approve the instant tentative parcel map upon the con- dition that the subdivider comply with the requirements as set forth by the City's reporting department heads. The motion was passed by the following vote. AYES: Vice Chairman Raffaelli, Commissioners Boblitt, Botieff, Gardner, Lazzari, Zlatunich, and Chairman Campredon NOES: None ABSENT: None STREET VACATION Civil Engineer Louis A. Arata's Request that a Certain 2900 square-feet of Chestnut Avenue right-of-way, located at the most easterly corner of Chestnut Avenue and Antoinette Lane in the C-l District, be vacated by the City of South San Francisco. (Referred from the City Council) Secretary Pass read the following report into the record, and recommended that the instant item be tabled to a time indefinite. Report, dated October 6, 1971, of Director of Public Works Louis H. Goss "It is recommended that Item 6 on the South San Francisco Planning Commission's Agenda for October 12, 1971 be continued until the City of South San Francisco has completed financial negotiations with the Crocker Citizens National Bank for the portion of Chestnut Avenue proposed to be vacated. There is attached for your information copy of memorandum dated October 1, 1971 from this office to the City Attorney concerning the above matter." With the concurrence of the Commission, Chairman Campredon ordered the instant item tabled to a time indefinite. - 2998 - October 12, 1971 GOOD AND WELFARE, OTHER AND COMMUNICATIONS Chairman Campredon ordered the Secretary to read the following letter into the record: "Dear Mr. Campredon and Members of the Commission: The local study item for the coming year for the North San Mateo County League of Women Voters concerns the undeveloped hillsides within our area. We will be in touch with the Planning Staff of your city to answer some of the following questions: What are the present regulations governing hillsides in and adjacent to your city? Is development of the hills desirable or should part or all of the hillsides remain open space? We ask for your cooperation and any comments which your Commission may wish to make. /s/ Pat Robinson, Chairman Hillside Study 1625 Higgins Way, Pacifica, Ca. 94044" Special instructions to the Secretary. Mr. August C. Chevalier, 2600 Leix Way, South San Francisco, California, complained of the damaged condition of the partition fence on Westborough Blvd. Assistant City Engineer Raymond Maxwell advised the Commission that the pickets were knocked out by the contractor on the job, and would be replaced by him, before the City would accept the partition fence. Commissioner Boblitt, Chairman Campredon and the entire Commission, welcomed Commissioner LaZzari back after his recent illness. Commissioner Lazzari stated, "On behalf of my wife and myself, I want to thank Dan, Bill, and the Commissioners who were so thoughtful during my illness. The flowers, cards, and phone calls were sincerely appreciated." There being nothing further to be considered under Good and Welfare, and there being no further communications or other matters of interest for the Planning Commission, Chairman Campredon announced that the next regular meeting of the South San Francisco Planning Commission would be held on Tuesday, October 26, 1971 at 8:00 p.m. in the Council Chambers of City Hall, South San Francisco, California.
