Teleconference via Zoom
City Council conducted this meeting in accordance with California
Governor Newsom's Executive Orders N-25-20 and N-29-20 and
COVID-19 pandemic protocols.
Mayor Garbarino called the meeting to order at 6:30 p.m.
Present: Councilmembers Matsumoto, Nagales and Nicolas,
Vice Mayor Addiego, and Mayor Garbarino.
Present: Chair Wong, Vice Chair Evans, Planning
Commissioners Faria, Murphy, Tzang, Shihadeh and
Bernardo.

City Manager Futrell indicated staff had an announcement. City Planner Mehra provided an update
on the Outdoor Dining pilot program.

1. Members of the public wishing to participate were encouraged to submit public comments in
writing in advance of the meeting to all-cc@ssfnet by 3:30 p.m. on Wednesday, August 19,

2. Report regarding the General Plan Update Land Use Alternatives (Lisa Costa Sanders,
Project Administrator and Billy Gross, Senior Planner)
Project Administrator Costa Sanders presented the item and provided background information on
the General Plan Update. The City Council initiated the South San Francisco's General Plan update
process by forming a General Plan Community Advisory Committee (GPCAC) and selecting the
Raimi + Associates consultant team to guide the effort. The update process includes a
comprehensive General Plan update, Climate Action Plan update, Zoning Code update, and
preparation of an Environmental Impact Report. The process includes substantial community
engagement and meetings with the GPCAC, Planning Commission, and City Council.
The consultant team had completed background reports and community outreach on the vision,
guiding principles and land use alternatives. The process was kicked -off with a joint City Council
and Planning Commission study session on April 29, 2019. Staff and the consultant team then held
a series of community meetings during August/September of 2019 to engage residents and
businesses in the General Plan update process. Next, a series of community workshops and
meetings were held during December 2019 -January 2020 to discuss priority community issues and
draft vision and guiding principles. An online visioning survey was launched in June 2020 and over
200 comments were provided on the statement. The GPCAC also hosted three community
educational forums that discussed emerging trends in mobility, housing affordability, and regional
and local economic trends.
Building on the community input, staff and the consultant team prepared draft land use alternative
maps. The land use alternatives were reviewed at a Planning Commission study session, with the
GPCAC and at a series of community meetings.
Project Administrator Costa Sanders introduced Eric Yurkovich Associate Principal from Rami +
Associates to provide a presentation on Land Use Alternatives. He provided a summary of the
various feedback received from the community meetings and surveys on the different alternatives,
including a preliminary fiscal and travel analysis.
Chair Wong requested clarification on verbiage in the guiding principles and requested that
education be included as a separate section in the document. He agreed that the housing supply
should be spread out throughout the City and the El Camino Real area should remain Alternative 1.
He would like the East of 101 area to remain industrial and support Alternative 2 or 3 for that area.
For the overall goals of the City, he stated Alternative 2 would be the best option.
Commissioner Faria indicated he would like the East of 101 area to remain industrial with some
residential housing and the Downtown area to remain the same but open to other options. He
recognizes the potential for growth along the El Camino corridor and leaning towards Alternative 1
or 2 for that area. He indicated that the Lindenville area had a lot of potential and expressed the
need to evaluate the concerns of the residents in that area. He requested clarification on the
unincorporated areas and inquired whether there would be advantages to making changes in those
areas. Associate Principal Yurkovich provided clarification over the unincorporated areas.

Councilmember Nagales highlighted that the City supports universal childcare and it should be a
policy the City looks at moving forward. He provided background information on the housing
imbalance and would like to see Alternative 2 or 3 for the East of 101 area. In terms of the transit
corridor he would like to continue to see growth and expressed he wanted to see equitable growth
throughout the City.
Commissioner Tzang thanked staff for the presentation and acknowledged the concerns of the
community in regards to development and growth. He expressed the need for a high-level summary
prior to deciding on an alternative. He believes that the City is doing a great job in allowing the
community to voice their concerns and looks forward to the final product.
Commissioner Murphy indicated she served on the community advisory committee and had heard
the discussions around the various land use alternatives. She stated there had been support for
development in the Lindenville and Colma Creek areas. She indicated that intense development
would make the most sense along the El Camino Real area and indicated there would be a lot of
opportunity for housing advocates to build in the East of 101 area.
Commissioner Bernardo thanked staff for the presentation and inquired how the studies included in
the plan might have been impacted due to COVID-19. He would like the preservation of industrial
for the East of 101 area and would like staff to provide the pros/cons of the various alternatives. He
indicated he would like to select the alternative that best lines with the needs of the community.
Councilmember Nicolas stated she attend various community meetings and the community
emphasized the housing/job imbalance. She expressed her concerns with the infrastructure needed
for the East of 101 area should housing be built and agreed with Commissioner Murphy on the
potential for growth along the El Camino Real. She stated that the Downtown area is in need of
revitalization but would like to preserve the Old Town aesthetic. She indicated the need to receive
additional community feedback before making a decision on an alternative.
Vice Chair Evans commended staff on the presentation and indicated she was not ready to make a
decision on an alternative. She requested ahigh-level summary and expressed her concerns with the
community not understanding the process. She would like for the City to continue to provide
outreach and obtain feedback from the community. She stated her commitment to affordable
housing and would like the City to retain its culture and diversity. She would consider housing for
the East of 101 area and height limits.
Mayor Garbarino indicated he was not ready to make a decision on an alternative but expressed
issues with housing in the Lindenville area. He stated the East of 101 area near Caltrain and on El
Camino Real would be ideal for housing. He expressed the need for affordable housing in Old
Town and the need to find a revenue source similar to the former redevelopment funds. He would
like to find alternatives to create and address the housing needs.
Councilmember Matsumoto provided background information on School District properties and
indicated the City or community would have a say in a School District project. She shared her
experience with building transit oriented developments and provided various factors in considering
housing in the East of 101 area.
Councilmember Nagales indicated that the RHNA numbers would drive the conversation and the
need for a community center in Old Town.
